EXPLANATORY NOTE

The main provisions of the 3rd edition of the program correspond to the approximate program of the discipline "Life Safety" for all specialties of secondary vocational education, approved by the Ministry of Education Russian Federation 1999 The program was revised based on the decision of the joint board of the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences natural Disasters and the Ministry of Education of the Russian Federation (Order No. 1435/266 of May 16, 2000). The academic discipline "Life Safety" is a compulsory general professional discipline, which combines the topic of safe interaction of a person with his environment (industrial, urban, household, natural) and issues of protection against negative factors emergencies... The study of the discipline achieves the formation among graduates of the idea of ​​an inextricable unity of effective professional activity and rest of a person with requirements for his safety. The implementation of these requirements guarantees the preservation of a person's working capacity and health, prepares him for action in extreme conditions.

The purpose and objectives of the discipline:

The successful implementation of economic reforms in the Russian Federation presupposes the active participation of professionally trained, competent and erudite specialists with deep knowledge of various aspects of the development of society, including the problems of its security. The training of such a specialist is facilitated by the study in educational institutions of the discipline "Fundamentals of Life Safety", which has tasks: the formation of specialists' understanding of the inseparable unity of professional and other activities with the safety requirements of the equipment they create and operate and about the implementation of conditions for comfort and protection of a person from dangers; formation of an understanding of the processes of interaction of the system "man - environment" and understanding of the processes of this interaction; the formation of an ideology of safety and constructive thinking, behavior to achieve comfortable living conditions. Basic aim discipline is the training of specialists who are able to determine and implement a set of effective measures of protection against the adverse effects of natural, biological, man-made and other hazards on the human body and public health. Achievement of the set goal and objectives is ensured by a consistent presentation of the theoretical problems of the course using thematic films and training computer programs, solving practical problems for modeling dangerous situations and practical way out of them, assimilation of concepts, independent cognitive activity of students, current and final control over students' knowledge. Requirements for the knowledge and skills of students in academic discipline"Fundamentals of Life Safety".The student should know: - theoretical basis life safety in the "man - environment" system; - to understand the principles, to know the rules, to possess the skills of protection in emergency situations of a natural, man-made and social nature; - legal, regulatory, technical and organizational foundations of life safety; - anatomical and physiological consequences of the impact of harmful and damaging factors on a person, their identification; - know the rules, have basic skills and be ready to provide first aid, know the principles of preventing diseases and injuries. The student should be able to:- to anticipate and, if possible, prevent a dangerous situation in Everyday life, if necessary, find and implement a way out of dangerous situation with minimal damage to yourself and environment; - predict emergency situations and develop ways to protect the population in emergencies; - provide first aid when exposed to the most likely traumatic, harmful and damaging factors.     I. Introduction

    The urgency of the problem of human life safety is recognized throughout the world. In the Russian Federation, more than 30 thousand people die annually from social, man-made, natural and other disasters, 100 thousand people become disabled, even more people lose their health and are subjected to violence. Before mankind, one after another, the global “noospheric” problems, predicted by V.I. Vernadsky and called today “challenges of the XXI century”, began to appear. The main challenge was the paradoxical emergence of unprecedented threats from transforming human activities. We have to admit that this challenge of the 21st century can be really countered only by a radical and timely reorientation of the most important life priorities of a person and society towards unconditionally ensuring the safety of life in all its spheres. This requires a "global revolution" in the consciousness of society, the formation of thinking in the younger generation, adequate to the essence of global problems.

    Protecting a person from negative impacts anthropogenic and natural origin, the achievement of comfortable living conditions are the primary tasks of our country. A key role in ensuring the national security of any state and life an individual and society belongs to education. The Concept of long-term socio-economic development of the Russian Federation for the period up to 2020 states: “Increasing the competitiveness Russian education will become a criterion for its high quality, and will also ensure the positioning of Russia as one of the leaders in the export of educational services. "

    When organizing the study of the academic subject "Fundamentals of Life Safety", choosing textbooks and teaching kits, as well as compiling lesson planning I was guided by the following:

    primary general educationdoes not establish compulsory study of the academic subject "Fundamentals of Life Safety". V primary school elements of the basics of life safety are considered within the framework of the academic subject "The World Around" in the amount of two hours in each class.

    In elementary school, at the expense of the hours of the regional component, the teaching of the subject "Fundamentals of Life Safety" is carried out in the 4th grade in the amount of 1 hour per week.

    Federal component of the state standardbasic general educationestablishes compulsory study of the academic subject "Fundamentals of Life Safety" in the 8th grade in the amount of 1 hour per week.

    In the basic school from V to VII and in the IX grades, the teaching of the subject "Fundamentals of Life Safety" is carried out in the amount of 1 hour per week in each class at the expense of the hours of the regional component.

    Federal component of the state standardsecondary (complete) general educationestablishes compulsory study of the academic subject "Fundamentals of Life Safety" in the X and XI grades in the amount of 1 hour per week in each class.

    The academic subject "Fundamentals of Life Safety" in the X and XI grades can be presented in the curriculum of an educational institution and / or chosen for study by the student or atbasic (1 hour per week), either on the profile level (2 hours per week).

    According to the letter of the Ministry of Education and Science of the Russian Federation dated February 10, 2011 No. 03-105 “On the use of textbooks and teaching aids in the educational process, along with textbooks in the educational process, other educational publications may be used that are teaching aids.

    On the basis of the Law of the Russian Federation "On Education", the competence of an educational institution is to determine the list of textbooks in accordance with the approved federal list textbooks recommended or approved for use in the educational process. According to Article 55 of the RF Law "On Education", teachers have the right to freedom of choice and use of textbooks and teaching aids in accordance with the educational program of the educational institution.

    The federal list for the 2013-2014 academic year (Appendix No. 1) is divided into textbooks, the content of which corresponds to the federal state educational standard (FSES LLC 2010) and textbooks, the content of which corresponds to the federal component of the state educational standard of general education (FC SES 2004 No. ) (Order of the Ministry of Education and Science of Russia dated December 19, 2012 N 1067).
