The law on the State Information System of the GMP was adopted back in 2013, and its implementation began three years ago, but the resource does not work as expected.

The responsibility of financial institutions for the submission of data on payments to the state is not enshrined. There are regions where one government agency coordinates, gradually establishing communication in the GIS GMP of government / municipal offices. At the same time, financial organizations work separately from each other. There are no links to a service or a payer in payments.

Deficiencies in technical equipment

Developers of software resources for the center are not faced with the requirement to control the data flow. This leads to confusion within the resource. For example, one of the government departments submits data on payment of an obligation, but does not request information on its accrual. As a result, institutions do not see the full picture of mutual settlements. The database accumulates "garbage", and the received information is not applied.

The situation leads to the fact that users cannot make full use of the information stored in a single database.

How to establish the functionality of the GMP information center?

The first step towards optimizing the work of the State Information System is the formation of a clear, simple, accessible register of services of state / city departments, which will be used in information base... On initial stage, in the online version of the list it is not necessary to indicate the entire range of services. They can be added in stages.

The created list must be placed on state portal where everyone involved in the information environment will be able to get access. A convenient search for services should be introduced on the resource and a list of in-demand services should be highlighted. You can use the service only if it is on the list. Updates on the site should be monitored by a government agency.

For the convenience of obtaining data and supervision, all services should be divided into two groups:

Assessed;
Prepaid.

Formation of the nomenclature and coordination of relationships between members of the GIS GMP in the districts. The main actors are the government agencies that provide the services and the financial institutions that receive payment. How is the service supposed to work?

A single information center can operate according to two scenarios.

Scenario one: implementation of accrued services

The agency providing the service puts forward the amount to be paid. On the website in the government register, he generates charges for a specific person and submits this data to the GIS GIM. This person applies to the financial institution to pay the billed obligations. In turn, financial institution identifies the payer, finds information about charges in the database, accepts a payment, sends a payment notification to the GIS GMP.

Scenario two: prepaid service.

An individual or company contacts a financial institution to pay their obligations. Financial institution finds this service in the general register, forms the receipt of payment from a specific person, notifies the GIS GMP.

The agency providing this service finds a payment notification in the system, identifies the payer, calculates the amount of debt, sends information to the GIS GMP.

Thanks to such a mechanism, the information center has all the materials for matching and recording accruals and payments received. And citizens will be able to receive information about services through GIS.

In order for the data in the center to be useful and not create chaos, it is necessary to ensure control over its delivery. The movement of funds should be recorded only for those transactions that are on the list on the government resource. Services outside the list should be provided / paid for without submitting information to the State Information System.

So, today the state information system does not justify the hopes placed on it. This is to blame:

the lack of a regulatory and methodological framework governing the relationship of all its participants;
lack of coordination in the work of institutions carrying out procedures and organizations that accept payment;
flaws in software;
in places, the lack of proper supervision over the implementation of the functionality.

A properly established process of exchanging and storing information will allow for interaction between departments and organizations, facilitate the identification of accrued / paid debts, and help keep the correct accounting of budget receipts.

For the population and legal entities, GIS GMP can become a really useful and effective tool for servicing state / city departments.

For the correct execution of tasks after installing the application, it is necessary to fill in the service data of the GIS GMP in the application settings.

Configuring the application to work with the plugin

To fill in the data required to work with the plugin, you need to go to the application settings.

In the left part of the settings window, click on the "Additional" item, and then select "Service data of the GIS GMP" in the drop-down list.

In the right part, the fields that need to be filled in for correct work with the GIS GMP service will be displayed.

By default, the application is configured to work with the GIS GMP test service.

The first three fields are user data in the GIS GMP system. The identifier must correspond to a bunch of TIN and KPP, in otherwise, the GIS GMP service will return a refusal for requests with the wording that the administrator of charges indicates incorrect data.

If necessary, the service data should be changed to productive, registered for a specific region.

Connection point mnemonic according to guidelines version 2.5.5 must be 9 characters long. Format for regional participants: YYYYNNRRM, where YYYY is the participant's mnemonic of four characters; NN - two-digit digital number of the information system of the department; RR - two-digit numeric code of the region to which the connection point belongs; M is the unique digital number of the connection point instance in the region (most often M = 1). For example: 161401311. The name of the participant-owner of the information system must also correspond to the information from the ESNSI.

The recipient's details are filled in in the same way and can be changed if necessary. By default, the recipient's information system is the "State information system on state and municipal payments" with the mnemonic of the connection point RKZN01001, which is owned by the Federal Treasury. For correct operation, you need to check the compliance of the information in the ESNSI.

After filling in all the data, you must click the "Save" button. To reset the data just entered, you can use the "Reset" button. To return to the initial settings, you must use the "Restore default settings" button, after this actions the fields will look like in Figure 2.

ORGANIZATION OF INTERDEPARTMENTAL INTERACTION WITHIN THE FRAMEWORK OF GIS GMP

The organization of interdepartmental interaction within the GIS GMP is carried out on the basis of the ViPNet software and hardware complexes. ViPNet technology allows organizing interagency cooperation with any number of other ViPNet networks, in accordance with the specified connections between individual nodes of these networks.

REQUIREMENTS FOR DATA TRANSMISSION CHANNELS FOR INTERDEPARTMENTAL INTERACTION IN THE FRAMEWORK OF GIS GMP

To build a secure network using ViPNet technology, it is possible to use any communication channels that support the IP protocol. These channels include all wired communication channels (ISDN, DSL, Ethernet, Dial Up, etc.), as well as wireless communication channels (GPRS, Wi-Fi, WiMAX, HSDPA, 3G, 3.5G, etc.).

It is especially worth noting that ViPNet CUSTOM supports encryption algorithms GOST RF 28147–89 and AES. For both algorithms, the key length is 32 bytes (256 bits). Moreover, two nodes that use different encryption algorithms can successfully interact with each other.

After installing the ViPNet software for GIS GMP, the overall performance of the system practically does not change. The size of an IP packet encrypted using ViPNet technology increases by 61–69 bytes. When using a communication channel with a bandwidth of 100 Mbit / s, ViPNet products practically do not affect the data transfer rate. According to the test results, the data transfer rate over a 100 Mbps channel can reach 88 Mbps if ViPNet software is not installed, and 80 Mbps when ViPNet software is installed and running.

The traffic encryption speed depends on the used hardware platforms. In a system with a multi-core platform, the encryption speed can reach 800 Mbps (for a communication channel with a bandwidth of 1 Gbps).
