What payments are made to the gis gmp system. GIS GMP - work on errors is required. A view of a practitioner from the municipality. Solutions for organizing interaction with GIS GMP

According to clause 2 of part 1 of article 7 of the Federal Law of July 27, 2010 No. 210-FZ "On the organization of the provision of state and municipal services", hereinafter - Law No. 210-FZ, from January 1, 2013, the bodies providing state (municipal) services, is not entitled to demand from the applicant the submission of documents and information, including those confirming the payment by the applicant for the provision of state and municipal services.

At the federal level the implementation of the rights of citizens to receive state and municipal services without the provision of documents confirming the fact of their payment is ensured State information system on state and municipal payments (GIS GMP).

GIS GMP is designed to promptly bring information to the consumer about his obligations to the state on the principle of "one window" for the purpose of timely and complete collection of payments, which are sources of formation of budget revenues budgetary system Russian Federation. GIS GMP designed for a wide range consumers, both individuals and legal entities, and allows them to get all the information about the charges made to them and the payments made by them.

It should be noted that a crypto provider (for example, Crypto-Pro (CryptoPro) or another program) that implements an electronic signature in accordance with the requirements of SMEV must be installed on the user's computer "1C: Accounting of a state institution 8" (hashing according to GOST R 34.11-94; signature according to GOST R 34.11 / 34.10-2001).

Interaction with regional IS RNiP

Financial bodies of a constituent entity of the Russian Federation can use their own IS RNiP systems. An example of such a system is the IS RNiP of Moscow. Since the IS RNiP of Moscow registers not only payments for services that are sources of budget revenues, but also services provided by budgetary and autonomous institutions the city of Moscow in the framework of income-generating activities, for example, services provided by kindergartens, institutions additional education, development and sports, in the technology of provision of which, to one degree or another, the collection of fees is built in, an extended format UNIFO.xml is supplied for exchange with the IS RNiP of Moscow.

The basis of the UNIFO.xml format is the format of interaction of the GIS GMP with the information systems of the participants, version 1.15.0 (http://www.roskazna.ru/gis-gmp/), modified taking into account the specifics of the IS RNiP of Moscow.

If necessary, the UNIFO.xml format can be modified in accordance with the requirements of the information system for recording charges and payments of a department or region.

Thus, the existing mechanism of standard configurations edition 1 and edition 2 of the program "1C: Accounting of a state institution 8" allows you to configure the formation of unique identifiers, export / import rules in accordance with the requirements of information systems for accounting charges and payments of a department or region.

Since each region may have its own peculiarities of the implementation of such a system, it is first necessary to configure the program "1C: Accounting of a public institution 8".

The delivery of the program includes detailed instructions on its configuration for interaction with GIS GMP (menu "Help - Additions to the description - Help on interaction with GIS GMP" of the main menu of the program, interface "Full").

Instructions for configuring the program for interacting with the IS RNiP of Moscow, as well as formats, additional files are available on the website for supporting BGU1 and BGU2 configurations in the "Additional materials" section (menu "Service - Internet user support - Configuration Web page" main menu of the program).

Versions of the program "1C: Accounting of a State Institution 8", edition 1 and edition 2, with the functions of integration with GIS GMP are provided within the framework of the current licensed support.

In order to optimize the interaction of government bodies, citizens and organizations on the transfer of various payments to the budget, the Russian legislator has established a special system - GIS GMP. What are its main functions? How is the connection to it carried out?

What is GMF?

To begin with, let's consider what the purpose of the corresponding system is. In accordance with the provisions of Federal Law No. 210, adopted on July 27, 2010, state bodies providing provided by law services are obliged to refer to the resources of the GIS GMP system in order to clarify the fact of transfer of the fee by the applied citizen for the provision of public services. In addition, state and municipal organizations, having accrued the amount to be transferred by the applied citizen or organization to the budget, are obliged to send the information that is needed to pay the corresponding amount to the system as soon as possible. Thus, from the moment of connection to the infrastructure in question, state institutions are not entitled to request documents from applicants that confirm the fact of payment of the state duty.

System for citizens and organizations

What is GIS GMP for a citizen? First of all, it is a tool for gaining access to debts to the budget. To do this, you need to contact any bank connected to the GIS GMP. Fines, debts for taxes and other payments accrued in accordance with the legislation are recorded in the databases of the corresponding system. Upon request, they are forwarded by competent authorities to interested parties.

The GIS GMP information system also allows not only citizens, but also organizations to receive information about what obligations they have to budgets at certain levels.

The system as an environment for interaction of budgetary structures

The main state structure, which is responsible for the functioning of the system in question - the Federal Treasury. GIS GMP is an infrastructure that allows you to receive, take into account, and also transfer different kinds information between the most diverse subjects of legal relations. As a rule, it comes O government organizations acting as administrators of budget receipts, financial structures, multifunctional centers. Their interaction with the system under consideration is carried out through the infrastructure of interagency interaction.

Using the system in practice: the main subjects of legal relations

Let us study in more detail the procedure for using the infrastructure in question by various subjects of legal relations. The main participants in interaction within the GIS GMP system are:

Federal Treasury;

Public service portals, various multifunctional centers;

Payment systems, banks;

Budget revenue administrators;

Citizens, organizations.

The general scheme of legal relations when using the system in question involves interaction these entities within the framework of the following model.

Using the system in practice: a model of interaction between subjects

First of all, the administrators of budget revenues send information about the accrued debt of citizens and organizations to the Federal Treasury. The Federal Treasury, as the main authority responsible for ensuring the functioning of the infrastructure in question, first of all, transfers information about charges to public service portals, as well as multifunctional centers.

In turn, the portals of public services and the MFC transmit information about charges to interested citizens and organizations. Who, having received the necessary information, pay the accrued fees through the payment system or financial and credit organization.

After - information about listing the relevant Money transferred to the Federal Treasury. Then, the portals of public services and the MFC are informed about quota payments, as well as about charges. Information about them, in turn, is provided to citizens and organizations, as well as administrators of budget revenues.

At the same time, the scheme within which the GIS GMP system operates may also involve payment for services by citizens and organizations through channels that ensure the transfer of funds directly to the Federal Treasury. In addition, this state structure can transfer information about charges also to payment systems and banks.

Let us now consider in more detail the basic principles of the infrastructure in question. First of all, it makes sense to study the specifics of transfers that can be made by citizens and organizations in favor of the budget.

The main types of transfers to the budget in the system

In accordance with regulations Federal Treasury, in the system in question, information about transfers is reflected:

For the provision of services by authorized state and municipal institutions, as well as complementary to them;

For services within the framework of legal relations in the implementation of a state or municipal order;

As part of the formation of budget revenues in accordance with the norms that are fixed in Art. 41 BC RF.

In accordance with federal legislation, other payments may be reflected in the GIS GMP system.

System formats

Interaction between the various entities using the infrastructure in question is carried out within the framework of the formats established by the Federal Treasury. These can be represented in a very wide range. If we consider the demanded GIS GMP formats, then the following can be cited as examples:

The format of messages used by the web service;

Formats for import, export, clarification or cancellation of system entities;

The general format of the participant's request.

The corresponding parameters are periodically adjusted by the developers of the Federal Treasury in the course of system optimization.

Using identifiers

The most important nuance of ensuring the operation of the infrastructure in question is the use of special identifiers. Let's study their features. All types of notifications that are sent to the system operator by one of its participants must include identifiers:

Payer;

Accruals.

It can be noted that the first consists, in turn, of identifiers:

About the individual;

About the legal entity.

Citizen ID can be:

Series and or other legal document that can certify the identity of a citizen;

Series and number driving license, car registration certificate;

FMS account code;

Other identifiers, the use of which is allowed by the legislation of the Russian Federation.

Organization identifier can be:

In some cases, during the interaction of various subjects in the GIS GMP, this can also be used. In order to transfer this or that amount to the budget, the payer must contact the bank and provide an identifier there.

System connection: methods

So, we have studied what GIS GMF is, the features of the functioning of this system. Let us now consider how certain subjects of legal relations can connect to it. There are 2 main mechanisms for solving this problem:

Self-connection;

Contacting a competent organization - an aggregator of accruals.

Let's consider the features of both schemes in more detail.

Self-connection to the system: nuances

Independent connection to the GIS GMP presupposes, first of all, the acquisition of a functional solution from a specialized supplier. After - the corresponding information system must be registered in accordance with the established procedure.

The next task is to get the software installation file, electronic signature, as well as a login and password from a specialized operator. It is also necessary to carry out the correct installation. EDS certificates... Then you will need to download and install a certificate from a certification authority.

After that, you need to make sure that the gateways that provide communication with the regional organization responsible for ensuring the security of data exchange within the infrastructure in question. After these actions have been performed, you can connect to the required module of the GIS GMP system.

Connecting to the system through an aggregator: nuances

The second option for connecting to the infrastructure in question is the use of aggregator resources. Mainly, this mechanism is used by the administrators of budget revenues.

If this model is more preferable for the payer, then, first of all, he must contact the regional organization responsible for the implementation of the system in question in the constituent entity of the Russian Federation, and register in the prescribed manner. After that, the payer needs to create a special workplace, which will be equipped with the necessary infrastructure - first of all, a secure communication channel through which it will be possible to connect to the aggregator. The relevant organization, as a rule, provides the applicant with the necessary software for use free of charge to gain access to the GIS GMP system. The manual is also usually attached to it.

After the registration is completed, and the workplace is prepared for use, the budget revenue administrator must send a request to obtain a username and password used in order to gain access to the accrual control web page. Banks are among the most important participants in the GIS GMP system. It will be useful to consider how financial institutions can access the infrastructure in question.

Connecting banks to the system: nuances

Like any other potential participant in the GMP GIS system, the bank must prepare to connect to it. To do this, a credit and financial institution must:

Purchase special equipment and configure it;

Issue an electronic signature;

Adapt the used financial system to the formats that are used in the infrastructure under consideration.

Connecting to the system in question is in many cases a lengthy process. But, nevertheless, banks need to solve this problem.

Connecting banks to the system: main tasks

What is GIS GMP for a credit and financial organization, we have considered above - it is a communication tool with a large number of other subjects of legal relations with which the bank must interact based on the requirements established by law. Connecting a bank to the system in question involves solving 2 problems. Namely:

Building the infrastructure for interaction with the SMEV;

Direct connection to GIS GMP.

To solve the first problem you need:

Send an application to the Ministry of Telecom and Mass Communications;

Purchase equipment for data encryption that meets the requirements of the Ministry of Telecom and Mass Communications;

Connect to SMEV by contacting an operator (Rostelecom can perform its functions);

Receive an electronic signature through an authorized certification center;

Send a request for registration with SMEV - also through the operator;

Test the functioning of the local information system in the mode of interaction with the SMEV services;

Submit a request to activate access to the corresponding service.

The next task is to directly connect to the main system. To solve it, you need:

Send an application for registration as a participant of the GIS GMP to the Federal Treasury;

Prepare a document certifying the readiness of the local information system for testing in the operating mode of the infrastructure in question - after the registration is completed;

Conduct appropriate testing.

Specialists from the Federal Treasury can provide additional advice on how to connect to the system in question.

Summary

So, we have studied what GIS GMF is, what is the purpose and main functions of this system. The corresponding infrastructure is designed, first of all, to increase the efficiency and reduce the labor costs of employees of various government departments when considering issues related to ensuring that citizens pay debts to the budget, transferring duties to the state.

The GIS GMP database is also open to citizens who can, by contacting a bank that is connected to the system in question, find out about their debts and get other interesting information about the relevant infrastructure. The main department responsible for the functioning of the system in question is the Federal Treasury. Active participants of the GIS GMP are also banks, payment systems, the portal of public services, the MFC, administrators of budget revenues, physical and legal entities.

At the same time, the scheme within which the GIS GMP system operates may also involve payment for services by citizens and organizations through channels that ensure the transfer of funds directly to the Federal Treasury. In addition, this state structure can transfer information about charges also to payment systems and banks.

To confirm this fact, they must use the information contained in the State Information System on State and Municipal Payments (hereinafter referred to as the GIS GMP).

How to work in the program gis gmp

  1. The form of the accrual template contains the details of the accrual, grouped by the tabs "Accrual", "Additional details", "Rules for the formation of UIN".
  2. On the "Accrual" tab in the "Template" field, the information is filled in automatically (if this field was left empty) from the "Accrual name" field when saving. When the checkbox "Use the limit of the amount of accrual" is active, the fields "From" and "To" become available and are calculated to indicate the range of the amount of accrual.
  3. On the tab “ additional information"To fill in the fields" Payer Status "," Payment Type "," Payment Basis ", click on the button to the right of the editable field. A list of available values will open. In the form of a list, select the appropriate value and click on the "Select" button (Fig. 62).

The request will receive the status "In processing" and in the near future will be sent by the system to the GIS GMP.

  1. When the payment information is received, the request will change its status to
    "Processing completed" if any payment information is received. If there are no payments in the response, the request will switch to the “No data” status (Fig. 55).

What is GIS GMP? State information system on state and municipal payments

What does GIS GMP mean for budgetary structures? It is the main system for receiving, keeping records and redirecting information between various budgetary organizations RF. In particular, we are talking about government institutions who play the role of administrator of receipts, about MFC institutions, financial organizations.

  • Registration of the purchased system.
  • Installing the resulting software file.
  • Obtaining an electronic signature, login and password from the operator.
  • Correct installation of digital signature certificates.
  • Downloading and installing the certificate of the certification authority.
  • Checking the gateways that communicate with the regional organization that ensures the security of data exchange in the system.
  • Control connection to GIS GMP. Login to the system.

Solutions for organizing interaction with GIS GMP

  • Reflection of the fact of payment for the service by the payer in a credit institution or through a paying agent (imported from IS) - document “ Payment accepted by the bank«.
  • Maintaining a catalog of state. services with the storage of details necessary for interacting with the IS (including such as the budget classification code, OKATO code (from 01/01/2014 - OKTMO code)), - the reference book " Nomenclature", Elements of the directory with the type" State service«.

The financial authorities of the constituent entity of the Russian Federation can use their own systems for registering charges and payments, which, in turn, exchange data with the GIS GMP. An example of such systems is the IS RNiP of Moscow, IS UNP Yamalo-Nenets autonomous region and Yakutia.

GIS GMP - work on errors required

The creation of such a system as GIS GMP (state information system on state and municipal payments) is only welcome. And the main thing here is not at all that government agencies have no right to demand from the applicant a receipt for payment for services, and most importantly, in my opinion, in increasing the transparency of budget receipts at all levels for all participants budget process... Before the introduction of GIS GMP, the Federal Treasury had information only about the receipt of payments to the budgets of all levels in accordance with the budget classification, but never had information about what actually should be received. Now, with the introduction of GIS GMP (if, of course, it works in full force), it will be possible to compare what should go to the budget (accrued) and what actually came (paid / credited). This provides completely new opportunities for administering budget revenues at all levels and obtaining a completely new level of analytical information for making decisions in the field of intergovernmental fiscal relations.

As I mentioned above, the main credit organizations that accept payments in the municipality are Sberbank of the Russian Federation and the Post of the Russian Federation. Both "offices" are "half-sovereigns", but neither one nor the other today work fully with the GIS GMP. I have no information on the state of affairs via the Russian Post Office. For Sberbank of the Russian Federation, the situation is as follows. Sberbank of the Russian Federation, with its huge and large-scale infrastructure, where several hundred, or even thousands of payments per second take place, cannot organize on-line interaction in the GIS GMP. The point here is most likely in the unsatisfactory for these purposes throughput of SMEV and GIS GMP. Do not discount the fact that this is a "semi-sovereign office" and has a certain amount of inertia and snobbery, which in this case let him down. In any case, today they are trying to do something. To turn the tide, in particular, they are working to introduce offline interaction, mainly on taxes and fines from the traffic police, which makes it no easier for us at the municipal level when solving our problems. They work "crookedly" - today they place the previously mentioned UIN in the payment purpose field, i.e. in the comments to the payment. That, in principle, destroys the entire harmonious structure of the GIS GMP and creates additional difficulties for everyone except Sberbank. But apparently there will be progress in this direction, because Federal Treasury even developed a special for them. format in GIS GMP, which appeared in June.

GIS GMP - one system payments, which allows citizens of the Russian Federation to receive information about their budgetary obligations. From the material below you will learn more about this system, as well as about which organizations it works with, and how you can check fines using the GMP GIS database.

What is GIS GMP, and what organizations does it work with

The State Information System on State and Municipal Payments (GIS GMP) serves to post information on the receipt of payments from individuals and legal entities for state and municipal services.

The system, operated by the Federal Treasury, provides accounting and exchange of information between administrators of budget revenues, the MFC, portals and payment acceptance organizations that interact with it.

You can get information about which credit institutions interact with the GIS GMP on the official website of the Russian Treasury. To do this, on the main page of the site, select the "GIS GMP" section.

Scroll down the page and open the document "List of credit institutions interacting with GIS GMP". In it you will find a list of banks, electronic payment systems and other organizations that work with the base.

How to check fines on the GIS GMP database

Thanks to this system, individuals and legal entities have the opportunity to find out about their debts to budgetary system RF. The database of fines on the official site of the GIS GMP is available to organizations that interact with it.

This means that when you are looking for information about traffic fines, for example, on the Yandex.Money website or directly on our website, your request is processed by the GIS GMP system (on how to find and pay fines through Yandex.Money). As soon as you have paid the fine, this information is also sent to the system.

Important: According to Part 8 of Art. 32.2 of the Code of Administrative Offenses of the Russian Federation, the credit institution is obliged to send information about the acceptance of the payment to the GIS GMP immediately.

"A bank or other credit institution, a federal postal service organization, a paying agent carrying out activities for accepting payments individuals, or a bank payment agent (subagent) operating in accordance with the Federal Law "On the National Payment System", to whom the amount is paid administrative fine are obliged immediately after the payment of the administrative fine by the person involved in administrative responsibility, send information on the payment of an administrative fine to the State Information System on State and Municipal Payments, provided for by the Federal Law of July 27, 2010 N 210-FZ "On the organization of the provision of state and municipal services."

Checking traffic fines on the official website of the GIS GMP online is available using:

  • Our site;
  • State Service Portal;
  • Official site of the traffic police;
  • FSSP of Russia website;
  • Yandex.Money, etc.

You can find and pay fines using the GIS GMP system using one of the above organizations. It is impossible to independently check your debts on the official website of the GIS GMP.

The creation of such a system as GIS GMP (state information system on state and municipal payments) is only welcome. And the main thing here is not at all that government agencies have no right to demand from the applicant a receipt for payment for services, and most importantly, in my opinion, in increasing the transparency of budget receipts at all levels for all participants in the budget process.

It is very correct that not only administrators of budget revenues, but also budgetary, autonomous and state-owned institutions that provide services should post information about payments in the GIS GMP. Because they are recipients anyway budget funds and when planning a budget, it is necessary to have reliable information about their own income.

I will very briefly describe how the GMF GIS is conceived. Each administrator of revenues of budgets of all levels, as well as budgetary, autonomous and state institutions must post information on charges. Each charge is identified by the so-called UIN - a unique identifier of charges. Credit organizations (“fathers-progenitors” of the GIS GMP mean banks) turn to the GIS GMP, find the necessary accrual and place information on payment in the GIS GMP. The Federal Treasury "acknowledges" the paid charges, i.e. puts a mark on admission to the budget. Administrators of UIN income receive "feedback" on payment, enrollment and process accordingly in their information systems- take into account overpayments, underpayments, charge penalties, fines, transmit information on non-payers to bailiffs, etc. Interaction with GIS GMP is carried out through SMEV using a web service specially developed for this purpose. Accordingly, for work, you need to perform a number of procedures for connecting both to the GIS GMP itself and to the SMEV.

In our municipality, we tested the work with GIS GMP at one institution. Everything is operational, but it is not yet possible to use it in a full-fledged mode for a number of reasons, the main of which is the lack of "stable feedback from credit institutions ". In our case, in particular, these are Sberbank of the Russian Federation and the Russian Post, through which more than 90% of payments pass.

In my subjective opinion, when creating a GIS GMP, a number of methodological errors were made that need to be corrected for its full functioning.

Several miscalculations are associated with credit institutions. At the level of the municipality, there are about 150-170 types (types) of charges that must be placed in the GIS GMP. There are exotic ones that can theoretically appear once every five years, or even less often, there are those that periodically appear once a quarter. The most critical for the municipality are monthly payments, such as - payment for childcare preschool, rent for rent municipal property, first of all, municipal premises, both residential under social rent agreements and non-residential, rented mainly by entrepreneurs. For these payments, penalties and fines are charged, and therefore information on payment should be received promptly, ideally immediately upon payment.

Do not discount the fact that this is a "half-sovereign office" and has a certain amount of inertia and snobbery, which let it down in this case. But apparently there will be progress in this direction, because the federal treasury even developed specials for them. format in GIS GMP, which appeared in June.

The second problem is with credit institutions. There are many more of them than the federal treasury suggests. For example, at the municipal level we have a cash settlement center (RCC) for housing and communal services. Which carries out and charges for social rent. It is clear that he is obliged to place them in the GIS GMP. But the same RCC also collects funds, both through its cash desks and terminals, and under contracts with enterprises and organizations when deducting rent from salaries. Those. in fact, the RCC Housing and Utilities Center is both an “administrator” of income and a credit institution. As in other things, every institution that transfers the rent for an employee is also a credit institution. Those. the circle of credit organizations is much wider.

In fact, we have - GIS GMP is much larger than even the same SBOL (Sberbank-on-line) and is a payment system throughout the country. Accordingly, such a system should also be subject to the corresponding requirements for communication channels, the power of computing resources and the software used.

In addition, GIS GMP is a real-time system. One of the problems that has risen in full growth is the interaction with the GIS GMP when paying the state duty in the registry offices. If earlier the applicant came with a receipt for paying the state duty and wrote a statement, now everything should look something like this - he submitted an application, the registry office employee entered the information into the GIS GMP, went into the lobby (to the nearest ATM) and paid. Returned, and the information is already with the employee of the registry office. In my opinion, it is absolutely unrealistic. An alternative is to issue documents to the registry office without receiving information about the payment of the state duty. Which is fraught with non-payments and an extra burden on the bailiff service.

From all that has been said above, I believe that the use of SMEV as a transport when interacting with GIS GMP is not justified due to the huge amount of information that does not correspond to the purposes for which SMEV was created. But it would be criminal not to use the communication channels used by SMEV, because the alternative is to create the same parallel secure network with the costs of its creation and maintenance.

Another "methodological" miscalculation. It is clear that the “forefathers” of the GIS GMP wanted to avoid problems with personal data as much as possible, and in accrual they, by default, identify a person by SNILS plus another 12-15 alternative documents. Well, how can the same credit institution work when I come and say I am Ivanov, well, look what I owe to the state / municipality there? And in response to me - please tell me your SNILS? I am not obliged to remember it and carry it with me. Well, not a problem, with the right approach, you can also ask through SMEV, although also with difficulty - there are many namesakes. And if I was charged in one place according to SNILS, a traffic police fine was issued according to driver's license, what else is there for another 12-15 documents? Yes, in life, no credit organization will collect all my charges, dangling in the GIS GMP, drawn up for various documents. And I just may not know on what document I was "owed" to the GIS GMP. As a result, I will turn out to be a malicious defaulter and will be puzzled by me bailiffs, who already have work above the roof, and even I will not be released abroad. So this is not good either. What if I want to pay for my mother (grandmother) in the hospital? But here we come back again to the problem of identification. In my opinion, SNILS, chosen at PSU as an identifier, is not quite the right solution, but this is purely my opinion. But one day, a wrongly chosen solution will always stand "a bone in the throat."

A few more words about connecting administrators at the municipal level to the GMP GIS. There are several options for connecting charge administrators to the GIS GMP, incl. and through the so-called aggregators. But only an organ can be an aggregator local government, when, in fact, financial agencies - financial departments, financial departments, etc., are engaged in organizing the budget process locally, and they, in accordance with budget code cannot be a local government body. As a result, local financiers will have less information about the actual state of affairs in the field of income than the federal treasury, especially in cases when “everyone is for himself,” that is, each institution and the administrator of income independently interact with the GIS GMP. In my opinion, there are two ways to fix this - to force everyone (at the level of the municipality) to interact with the GIS GMP only through the financial organ. And the second less preferable (due to the increase in traffic) to enable financial authorities to receive from the GIS GMP all information about charges and receipts from all institutions and administrators local budget located on their territory. There is another solution to the problem, to make an intermediate link when interacting with the GIS GMP - one per municipality, regardless of the chosen scheme of connection to the GIS GMP. And all interaction should be carried out only through him. There is a complete understanding of how this can and should be done.

These are, in my subjective opinion, the main problems, without the solution of which, although it is “beautifully conceived, but the GMF GIS will not fly. And so the system is quite functional - we touched it, we know. But we will not use it, we will work in the old fashioned way. Better the old time-tested accounting systems than the new ones rebuilt according to understandable logic, but for a number of reasons that are absolutely beyond our control and those mentioned above are not workable.

There are also various little things, such as the formation of a penitentiary institution for budgetary, autonomous / state institutions, but this is all fixable "in the course of the play", of course, if you look a little ahead and be puzzled by the possibility of obtaining all kinds of different analytics at further stages.
