Banks connected to gis gmp. What is GIS GMP? State information system about state and municipal payments. How to enter GIS GMP? Login is done like this

In order to optimize the interaction of government bodies, citizens and organizations on the transfer of various payments to the budget, the Russian legislator has established a special system - GIS GMP.

State Information system on state and municipal payments (GIS GMP) is a centralized system that ensures the reception, accounting and transfer of information between its participants, which are budget revenue administrators, organizations for receiving payments, portals, multifunctional centers, the interaction of which with the GIS GMP is carried out through the interdepartmental system electronic interaction. GIS GMP allows individuals and legal entities to receive information about their obligations to the budgets of the budgetary system Russian Federation according to the "single window" principle.

Created in accordance with the Federal Law of the Russian Federation dated July 27, 2010 No. 210-FZ "On the organization of the provision of state and municipal services."

the main objective

The main purpose of the system is to combine in one place information about all payments of citizens that are accepted by state institutions and municipal organizations. The system contains information about the following payments:

  • For municipal and government services.
  • For services rendered by government agencies and municipal organizations, where state or municipal orders or assignments were placed.
  • For state and municipal services that are required to provide.
  • For sources of income generation for budgets.

There are other services, payment for which can be tracked in the GIS GMP. Traffic police fines, Rosreestr services, duties and fines from the Main Department of Internal Affairs of the Ministry of Internal Affairs and others, provided by law RF. Additionally, the state information system on state and municipal payments provides for the collection of information on payments of arrears in enforcement proceedings.

System for citizens and organizations

What is GIS GMP for a citizen? First of all, it is a tool for obtaining information on debts to the budget. To do this, you need to contact any bank or download an application connected to the GIS GMP. Fines, debts for taxes and other payments accrued in accordance with the legislation are recorded in the databases of the corresponding system. Upon request, they are forwarded by competent authorities to interested parties.

The GIS GMP information system also allows not only citizens, but also organizations to receive information about what obligations they have to budgets at certain levels.

Functioning formats

The work in the system is carried out using the formats established by the Federal Treasury. There are quite a few of them, but we will consider the main and most demanded in practice:

  • Messages involved by the service.
  • Import, export, refinement or invalidation of system entities.
  • Request to GIS GMP, or general format.

Naturally, they are systematically adjusted and modernized by the developers of the Treasury.

Using identifiers

The main feature of the system is the use of various identifiers. Let's consider their features. Any notification sent to the GIS GMP operator must contain information about who pays and payment details. Payers can be both ordinary citizens and legal entities.

Individual identifiers include:

  • Insurance pension certificate number.
  • TIN number.
  • Details of the passport of a citizen of the Russian Federation.
  • Driver's license number or car registration certificate.
  • FMS account code and other details allowed by Russian legislation.

The legal entity identifier can be:

  • TIN number.
  • UIN (optional, required for certain subjects).

To make a payment to the budget, you need to contact, for example, a bank and provide the listed identifiers. Below you can check your car or driver for fines.

Check car or driver fines

Payment

In order to make a payment in the system, you must adhere to the following algorithm:

  • For FSSP: date of resolution, category and number enforcement proceedings, the amount to be paid.
  • For the traffic police: the number and date of the order of the fine, the amount to be paid ..
  • To pay taxes and tax debts: enter either the TIN number or the number tax document.
  • For Rosreestr: the payment code is indicated, consisting of 20 digits.

Specify the purpose of payment:

  • For FSSP: it is necessary to select the bailiff department and the region, OKTMO is put down by the system automatically.
  • For the traffic police: the type of violation, region and subdivision are indicated, the KBK is set by the system automatically; to pay the duty, a region and a division are selected, OKTMO is put down by the system automatically.

Specify information about the payer:

  • For an individual: full surname, name, patronymic, region and registration address.
  • Confirm payment details. In GIS GMP, payment verification is an obligatory step in making a transfer. Indeed, if the details are incorrectly specified, the payment may not go through or go to the wrong destination, which will aggravate the situation. The system provides a sample receipt, where a citizen can verify all the data.

Choose a payment method:

  • Bank card.
  • Mobile phone bill.

Next comes the completion of the payment process. A window will appear in front of the payer with a notification about the implementation of the operation using the system. He can save or print this notification, and track information about payments and, in particular, the status in the GIS GMP in his personal account.

So, having studied the system, it becomes clear that it is designed to increase the efficiency and reduce the labor costs of employees of the relevant services when considering issues related to money transfers of citizens or organizations in favor of the state.

Also, the main database is available for persons who applied to financial institutions for the purpose of informing about debts, etc.

The main department responsible for the operation, updating and modernization of the GIS GMP is the Federal Treasury. In addition to the latter, active participants in the system include financial organizations, multifunctional centers, a public service portal, payment systems, income administrators, ordinary citizens and legal entities.

The creation of such a system as GIS GMP (state information system on state and municipal payments) is only welcome. And the main thing here is not at all that government agencies have no right to demand from the applicant a receipt for payment for services, and most importantly, in my opinion, in increasing the transparency of budget receipts at all levels for all participants budget process... Before the introduction of GIS GMP, the Federal Treasury had information only about the receipt of payments to the budgets of all levels in accordance with the budget classification, but never had information about what actually should be received. Now, with the introduction of GIS GMP (if, of course, it works in full force), it will be possible to compare what should go to the budget (accrued) and what actually came (paid / credited). This provides completely new opportunities for administering budget revenues at all levels and obtaining a completely new level of analytical information for making decisions in the field of intergovernmental fiscal relations.

It is very correct that not only administrators of budget revenues, but also budgetary, autonomous and state-owned institutions that provide services should post information about payments in the GIS GMP. Because they are recipients anyway budget funds and when planning a budget, it is necessary to have reliable information about their own income.

I will very briefly describe how the GMF GIS is conceived. Each administrator of revenues of budgets of all levels, as well as budgetary, autonomous and state institutions must post information on charges. Each charge is identified by the so-called UIN - a unique identifier of charges. Credit organizations (“fathers-progenitors” of the GIS GMP mean banks) turn to the GIS GMP, find the necessary accrual and place information on payment in the GIS GMP. The Federal Treasury "acknowledges" the paid charges, i.e. puts a mark on admission to the budget. Administrators of UIN income receive "feedback" on payment, enrollment and process it accordingly in their information systems - take into account overpayments, underpayments, charge penalties, fines, transfer information on non-payers to bailiffs, etc. Interaction with GIS GMP is carried out through SMEV using a web service specially developed for this purpose. Accordingly, for work, you need to perform a number of procedures for connecting both to the GIS GMP itself and to the SMEV.

In our municipality, we tested the work with GIS GMP at one institution. Everything is operational, but it is not yet possible to use it in a full-fledged mode for a number of reasons, the main of which is the lack of "stable feedback from credit institutions ". In our case, in particular, these are Sberbank of the Russian Federation and the Russian Post, through which more than 90% of payments pass.

In my subjective opinion, when creating a GIS GMP, a number of methodological errors were made that need to be corrected for its full functioning.

Several miscalculations are associated with credit institutions. At the level of the municipality, there are about 150-170 types (types) of charges that must be placed in the GIS GMP. There are exotic ones that can theoretically appear once every five years, or even less often, there are those that periodically appear once a quarter. The most critical for the municipality are monthly payments, such as - payment for childcare preschool, rent for rent municipal property, first of all, municipal premises, both residential under social rent agreements and non-residential, rented mainly by entrepreneurs. For these payments, penalties and fines are charged, and therefore information on payment should be received promptly, ideally immediately upon payment.

As I mentioned above, the main credit organizations that accept payments in the municipality are Sberbank of the Russian Federation and the Post of the Russian Federation. Both "offices" are "half-sovereigns", but neither one nor the other today work fully with the GIS GMP. I have no information on the state of affairs via the Russian Post Office. For Sberbank of the Russian Federation, the situation is as follows. Sberbank of the Russian Federation, with its huge and large-scale infrastructure, where several hundred, or even thousands of payments per second take place, cannot organize on-line interaction in the GIS GMP. The point here is most likely in the unsatisfactory for these purposes throughput of SMEV and GIS GMP. Do not discount the fact that this is a "semi-sovereign office" and has a certain amount of inertia and snobbery, which in this case let him down. In any case, today they are trying to do something. To turn the tide, in particular, they are working to introduce offline interaction, mainly on taxes and fines from the traffic police, which makes it no easier for us at the municipal level when solving our problems. They work "crookedly" - today they place the previously mentioned UIN in the payment purpose field, i.e. in the comments to the payment. That, in principle, destroys the entire harmonious structure of the GIS GMP and creates additional difficulties for everyone except Sberbank. But apparently there will be progress in this direction, because Federal Treasury even developed a special for them. format in GIS GMP, which appeared in June.

The second problem is with credit institutions. There are many more of them than the federal treasury suggests. For example, at the municipal level we have a cash settlement center (RCC) for housing and communal services. Which carries out and charges for social rent. It is clear that he is obliged to place them in the GIS GMP. But the same RCC also collects funds, both through its cash desks and terminals, and under contracts with enterprises and organizations when deducting rent from salaries. Those. in fact, the RCC Housing and Utilities Center is both an “administrator” of income and a credit institution. As in other things, every institution that transfers the rent for an employee is also a credit institution. Those. the circle of credit organizations is much wider.

In fact, we have - GIS GMP is much larger than even the same SBOL (Sberbank-on-line) and is a payment system throughout the country. Accordingly, such a system should also be subject to the corresponding requirements for communication channels, the power of computing resources and the software used.

In addition, GIS GMP is a real-time system. One of the problems that has risen in full growth is the interaction with the GIS GMP when paying the state duty in the registry offices. If earlier the applicant came with a receipt for paying the state duty and wrote a statement, now everything should look something like this - he submitted an application, the registry office employee entered the information into the GIS GMP, went into the lobby (to the nearest ATM) and paid. Returned, and the information is already with the employee of the registry office. In my opinion, it is absolutely unrealistic. An alternative is to issue documents to the registry office without receiving information about the payment of the state duty. Which is fraught with non-payments and unnecessary burden on the service bailiffs.

From all that has been said above, I believe that the use of SMEV as a transport when interacting with GIS GMP is not justified due to the huge amount of information that does not correspond to the purposes for which SMEV was created. But it would be criminal not to use the communication channels used by SMEV, because the alternative is to create the same parallel secure network with the costs of its creation and maintenance.

Another "methodological" miscalculation. It is clear that the “forefathers” of the GIS GMP wanted to avoid problems with personal data as much as possible, and in accrual they, by default, identify a person by SNILS plus another 12-15 alternative documents. Well, how can the same credit institution work when I come and say I am Ivanov, well, look what I owe to the state / municipality there? And in response to me - please tell me your SNILS? I am not obliged to remember it and carry it with me. Well, not a problem, with the right approach, you can also ask through SMEV, although also with difficulty - there are many namesakes. And if I was charged in one place according to SNILS, a traffic police fine was issued according to driver's license, what else is there for another 12-15 documents? Yes, in life, no credit organization will collect all my charges, dangling in the GIS GMP, drawn up for various documents. And I just may not know on what document I was "owed" to the GIS GMP. As a result, I will turn out to be a malicious defaulter and the bailiffs, who already have work above the roof, will be puzzled by me, and even I will not be allowed to go abroad. So this is not good either. What if I want to pay for my mother (grandmother) in the hospital? But here we come back again to the problem of identification. In my opinion, SNILS, chosen at PSU as an identifier, is not quite the right solution, but this is purely my opinion. But one day, a wrongly chosen solution will always stand "a bone in the throat."

A few more words about connecting administrators at the municipal level to the GMP GIS. There are several options for connecting charge administrators to the GIS GMP, incl. and through the so-called aggregators. But only an organ can be an aggregator local government, when, in fact, financial bodies - financial departments, financial departments, etc., are engaged in organizing the budget process locally, and in accordance with the budget code they cannot be a local self-government body. As a result, local financiers will have less information about the actual state of affairs in the field of income than the federal treasury, especially in cases when “everyone is for himself,” that is, each institution and the administrator of income independently interact with the GIS GMP. In my opinion, there are two ways to fix this - to force everyone (at the level of the municipality) to interact with the GIS GMP only through the financial organ. And the second less preferable (due to the increase in traffic) to enable financial authorities to receive from the GIS GMP all information about charges and receipts from all institutions and administrators local budget located on their territory. There is another solution to the problem, to make an intermediate link when interacting with the GIS GMP - one per municipality, regardless of the chosen scheme of connection to the GIS GMP. And all interaction should be carried out only through him. There is a complete understanding of how this can and should be done.

These are, in my subjective opinion, the main problems, without the solution of which, although it is “beautifully conceived, but the GMF GIS will not fly. And so the system is quite functional - we touched it, we know. But we will not use it, we will work in the old fashioned way. Better the old time-tested accounting systems than the new ones rebuilt according to understandable logic, but for a number of reasons that are absolutely beyond our control and those mentioned above are not workable.

There are also various little things, such as the formation of a penitentiary institution for budgetary, autonomous / state institutions, but this is all fixable "in the course of the play", of course, if you look a little ahead and be puzzled by the possibility of obtaining all kinds of different analytics at further stages.

How not to worry about the timely registration of all state and municipal payments? To do this, it is necessary to timely transfer information about them to the appropriate system that appeared in our country thanks to the Federal Law "On the organization of the provision of state and municipal services."

The main goal of the GIS GMP - the State Information System on State and Municipal Payments - is to create a universal source of information about the facts of payment of certain payments for municipal or state services. In this case, the applicant will not be required to provide any proof of payment.

Connecting to the GIS GMP is an important stage in establishing an effective electronic document flow for high level... Due to the importance of providing payment details software for GIS, GMP must be installed and configured by qualified specialists. Intelcom employees are ready to connect to the GIS GMP through a secure channel at the highest level.

Goals and objectives of gis gmp

In accordance with paragraph 2 of part 1 of article 7 Federal law dated July 27, 2010 No. 210-FZ "On the organization of the provision of state and municipal services" from January 1, 2013, the bodies providing public services are not entitled to demand from applicants documents confirming the fact of payment for the service, including payment state duty charged for the provision of state and municipal services. To confirm this fact, they must use the information contained in the State Information System on State and Municipal Payments (hereinafter referred to as the GIS GMP).

According to the law, banks must send to a special information system of state and municipal payments (GIS GMP) data on citizens' payment of taxes, traffic fines, on debt repayment at the request of bailiffs, on making utility bills, and so on.

The Federal Treasury carries out the functions of creating, maintaining, developing and maintaining the State Information System on State and Municipal Payments, which is an information system designed to post and receive information on payments by individuals and legal entities payments for the provision of state and municipal services.

GIS GMP is a centralized system that provides reception, accounting and transfer of information between its participants, which are budget revenue administrators, organizations for receiving payments, portals, multifunctional centers, which interact with GIS GMP through the system of interdepartmental electronic interaction. GIS GMP allows individuals and legal entities to receive information about their obligations to the budgets of the budgetary Russian Federation on the principle of a "single window".

ORGANIZATION OF INTERDEPARTMENTAL INTERACTION WITHIN THE FRAMEWORK OF GIS GMP

The organization of interdepartmental interaction within the GIS GMP is carried out on the basis of the ViPNet software and hardware complexes. ViPNet technology allows organizing interagency cooperation with any number of other ViPNet networks, in accordance with the specified connections between individual nodes of these networks.

REQUIREMENTS FOR DATA TRANSMISSION CHANNELS FOR INTERDEPARTMENTAL INTERACTION IN THE FRAMEWORK OF GIS GMP

To build a secure network using ViPNet technology, it is possible to use any communication channels that support the IP protocol. These channels include all wired communication channels (ISDN, DSL, Ethernet, Dial Up, etc.), as well as wireless communication channels (GPRS, Wi-Fi, WiMAX, HSDPA, 3G, 3.5G, etc.).

It is especially worth noting that ViPNet CUSTOM supports encryption algorithms GOST RF 28147–89 and AES. For both algorithms, the key length is 32 bytes (256 bits). Moreover, two nodes that use different encryption algorithms can successfully interact with each other.

After installing the ViPNet software for GIS GMP, the overall performance of the system practically does not change. The size of an IP packet encrypted using ViPNet technology increases by 61–69 bytes. When using a communication channel with a bandwidth of 100 Mbit / s, ViPNet products practically do not affect the data transfer rate. According to the test results, the data transfer rate over a 100 Mbps channel can reach 88 Mbps if ViPNet software is not installed, and 80 Mbps when ViPNet software is installed and running.

The traffic encryption speed depends on the used hardware platforms. In a system with a multi-core platform, the encryption speed can reach 800 Mbps (for a communication channel with a bandwidth of 1 Gbps).

Intelcom recommends using high-performance equipment of the ViPNet Custom line to connect to GIS GMP: ViPNet Coordinator HW 100C, ViPNet Coordinator HW 1000 or ViPNet Coordinator HW 2000.

You can find out about the cost of the ViPNet line of hardware and software complexes by leaving an "APPLICATION" using the ONLINE service of our website.

At the same time, the scheme within which the GIS GMP system operates may also imply payment for services by citizens and organizations through channels that ensure transfer Money directly to the Federal Treasury. Moreover, this state structure can transfer information about charges also to payment systems and banks.

What is GIS GMP for a citizen? First of all, it is a tool for gaining access to debts to the budget. To do this, you need to contact any bank connected to the GIS GMP. Fines, debts for taxes and other payments accrued in accordance with the legislation are recorded in the databases of the corresponding system. Upon request, they are forwarded by competent authorities to interested parties.

ASGOR ARM GIS GMP

For connectivity government body To State information system on state and municipal payments our company has developed a software package "Workstation of the Administrator of GIS GMP charges".

In accordance with Federal Law No. 210 - ФЗ dated July 27, 2010 "On the Organization of the Provision of State and Municipal Services" from January 1, 2013, authorities providing state and municipal services have no right to require citizens to provide documents and information, to pay for services provided. All information is contained in State information system on state and municipal payments (GIS GMP).

"Processing completed" if any payment information is received. If there are no payments in the response, the request will switch to the “No data” status (Fig. 55).

What is GIS GMP? State information system on state and municipal payments

What does GIS GMP mean for budgetary structures? It is the main system for receiving, keeping records and redirecting information between various budgetary organizations RF. In particular, it comes O government institutions who play the role of administrator of receipts, about MFC institutions, financial organizations.

  • Registration of the purchased system.
  • Installing the resulting software file.
  • Receiving electronic signature, username and password from the operator.
  • Correct installation of electronic digital signature certificates.
  • Downloading and installing the certificate of the certification authority.
  • Checking the gateways that communicate with the regional organization that ensures the security of data exchange in the system.
  • Control connection to GIS GMP. Login to the system.

Solutions for organizing interaction with GIS GMP

  • Reflection of the fact of payment for the service by the payer in a credit institution or through a paying agent (imported from IS) - document “ Payment accepted by the bank«.
  • Maintaining a catalog of state. services with the storage of details necessary for interacting with the IS (including such as the budget classification code, OKATO code (from 01/01/2014 - OKTMO code)), - the reference book " Nomenclature", Elements of the directory with the type" State service«.

The financial authorities of the constituent entity of the Russian Federation can use their own systems for registering charges and payments, which, in turn, exchange data with the GIS GMP. An example of such systems is the IS RNiP of Moscow, IS UNP Yamalo-Nenets autonomous region and Yakutia.

GIS GMP - work on errors required

The creation of such a system as GIS GMP (state information system on state and municipal payments) is only welcome.
