PLATO. How does this system work?

There is a lot of controversy in connection with innovations related to the collection of heavy vehicles for travel on federal roads.

Most drivers wonder why they should pay extra money for travel, because they, like other drivers, pay all transportation costs out of their own pockets.

On the pages of this article, you will receive detailed explanations of what and how the PLATO system works, and why it became necessary to launch it.

If the explanations given in the article seem to you insufficient, then you can ask a clarifying question and get qualified help on our portal.

Objects and elements of the PLATO system

Like any other system, PLATO cannot function normally without creating a single closed chain of all the most important elements:

  • The main center for processing all incoming data from satellites and automotive instruments. In fact, this is a multicomponent center designed to receive and process at a time a lot of very different information - virtual hosting data and information from virtual dedicated servers of an IT company, feedback signals from all installed special equipment from all registered vehicles and route maps.
  • PLATONA mobile customer service offices practically on all federal roads - with a staff of qualified IT specialists who are well versed in modern technologies, who are able to quickly and competently enter the necessary data into the software and quickly track the results obtained on paying for passing vehicles on a specific route.
  • Onboard devices. Without this technical reader of movement through satellite equipment, it is impossible to follow federal highways, otherwise penalties may be imposed. If the driver has previously replenished the personal account of the traffic participant, then it will automatically write off funds after passing the next stage, and the driver will not have to do anything himself.
  • Geocontrol systems- this is specially configured equipment that can track any vehicle online at specified points of movement, all signals come from GLONAS or GPRS satellites, and the point of calculation is located in the automotive equipment - and this is one of the main conditions of the PLATO system.
  • Control reading frames- as elements of checking the registration of a vehicle in the PLATON system, the presence of a completed route card or the presence of an on-board device, and as a result of the presence of a payment made to compensate for damage caused to the road.
  • In addition to the stationary installed control equipment, there are also involved mobile control systems installed on more than 100 modern cars.
  • Terminals PLATO- this is a complex equipment, through which, along the route, you can pay for the next stage of the movement, set up a route map or register a new travel plan.
  • Interactive support developed to the smallest detail - the corporation not only organized a support site for its customers, but also developed a customer support service through a mobile application. Through them, you can edit the built route or cancel it, file a complaint about the incorrect behavior of one of the employees, pay online fare, read system notifications, register a new vehicle and much, much more.

Any driver can always ask a real employee of the company a question by phone. 8 (800) 550-02-02 or +7 (495) 540-02-02 , you will have to pay for the call at the rates of your provider.

Principles and description of system operation

This diagram clearly shows the principle of operation of the PLATO system:

As we have already described above, on board any heavy vehicles following federal highways, a kind of on-board computer must be installed without fail, that is, a unit that automatically communicates with the nearest data processing center through a satellite communication system.

If the driver has already registered and installed a special device, then on the basis of its readings, the fare is calculated per day of movement.

If for some reason the owner of the car did not do this, then before setting off on the road he is obliged to pay for the movement on the basis of the route map drawn up and registered in the terminal.

The driver should not deviate from the paid route, PLATO will be able to control this through stationary control frames or through mobile control systems installed on cars.

Route Map

Many people do not understand what a route map is, why it is needed and where it needs to be presented.

The route map is a very important document, which contains a detailed route of the entire movement of vehicles, it is she who is the basis for all calculations for those road users who have not yet installed on-board devices.

It should reflect the number of the card itself, the registration numbers of the car, with the date of the start of movement and the date of receipt of the document, the total mileage, reference to a specific federal highway, etc.

Payment

It is necessary to pay for travel in advance through a bank card or in cash at any nearest terminal of the system. You can also do this through the mobile application or on the system's Personal Account page.

If it is revealed that a heavy cargo is moving without payment, then he will face administrative punishment and a fine. The only exceptions are those carriers that work with PLATO postpaid.

Postpay, that is, a deferred payment, is provided upon application and only if a number of conditions are met:

  1. the user must be registered in the system for at least two months;
  2. have no overdue payment arrears within 6 months;
  3. the user must have no unpaid PLATO fines.

This service allows you to pay for the mileage traveled per month throughout the next month, and you can pay in installments.

We offer you to watch a short video about the innovations in the PLATON system:

Penalties

Traveling a heavy truck without proper registration in the system is punishable by a fine.

The scale of penalties is differentiated:

  • so a simple hired driver will have to pay up to 5 thousand rubles;
  • for small private companies it will already be up to 40 thousand;
  • for large enterprises - up to 455 thousand rubles.

For a repeated violation, the amount of the penalty may be increased 2 times.

The company's management notes that all funds collected from drivers of heavy vehicles with a tonnage of more than 12 tons are directly transferred to the state Road Fund, and from it money can be transferred to regional authorities for the reconstruction of old roadways or the laying of completely new transport arteries for local purposes.

According to the Government, the system can help improve the road situation throughout the country, lay new transport junctions to ensure the improvement of the current difficult situation with all roads in Russia.

Fight against "gray" carriers

The information received by the PLATON system, according to the First Deputy of the Ministry of Transport Yevgeny Dietrich, will be provided to the Federal Tax Service (FTS).

The FTS will be informed about the trips made, routes, vehicle mileage, which will allow it not to refund VAT if there is no data on the transportation of the declared goods.

That is, a transaction in which the goods were allegedly purchased and paid for, but there is no data on its movement from the consignor to the consignee confirmed by PLATO, will be considered as raising doubts or, even worse, as a transaction of which there was no.

PLATO is not shy about sharing information. According to Anton Zamkov, the general director of the PLATON system operator, the data collected by the system are already being used by: the Ministry of Internal Affairs, Rostransnadzor, the Federal Court Service and the Federal Customs Service.

It is difficult to disagree with the fact that the above listed services now have such an informant in the person of PLATO, which they could not even dream of before. The fight against "gray" carriers began on all fronts,

The effect for the country from the introduction of the PLATO system

The transport congestion is simply enormous, every day, cars deliver goods throughout the country, both to big cities and to small towns. As the head of the project notes, the sum of all cargo deliveries across the country costs about 5 billion rubles, and the damage to the roads is as much as 180!

To balance these numbers and bring them to a common denominator, a system of per-kilometer payment for heavy transport across the country was launched.

The collected money will be used to improve roads throughout the country - to reconstruct and build new routes, and this will certainly benefit the development of the state's economic activities and improve the economic situation.
