Technique for fulfilling the standard:

Climbing a retractable ladder. Climbing the stairs can be done in various ways (both along each step and through one). The knees should not go beyond the bowstrings. It is forbidden to cuddle up to the ladder, shortening the distance of the ladder performer. When walking up the stairs, the leg should stand on a step, on the front of the foot.



When climbing through one step, firefighter No. 1 begins to climb the retractable ladder by placing his right foot on the first step and grasping the fifth step with his left hand from above. Then he puts his right leg on the 3rd step, and with his left hand grabs the 7th step from above (Fig. 20).

Repeating these movements - the right leg, the left hand, that is, diagonally, the firefighter rises to the level of the windowsill. After that, the entire foot of the left leg becomes on the window sill, with his left hand he grabs the inside of the window opening box, and with his right hand rests on the upper step. Installation of a tanker truck on an open reservoir is carried out by a crew of two people (driver and firefighter) at the command: "Put a tanker truck on a reservoir for 2 suction hoses!"

At this command, the driver sets the tank truck to the water source in the specified place, turns on the parking brake system, and fixes the wheels with wheel chocks. The driver opens the pump compartment (if necessary), removes the cap from the pump suction pipe (Fig. 23a), pushes the suction hose out of the left canister about 1.5 meters (Fig. 236). The firefighter opens the compartment, takes out the suction mesh (Fig. 23c) and attaches it to the sleeve extended from the pencil case (Fig. 23d). Then the firefighter and the driver remove the suction sleeve from the case (Fig. 23e, f) and put it on the ground 4 meters from the suction pipe of the pump. The firefighter and the driver take the suction sleeve from the right-hand pencil case (Fig. 23g) and place it on the ground. The driver and the firefighter connect the hose to the suction pipe of the pump (Fig. 23h) using a wrench, after which they connect the hoses to each other, sealing the connecting heads (Fig. 23i). The firefighter lifts the end of the hose with the suction net and plunges it into the pond so that the net is completely submerged in the water, fixes the check valve rope to any strong object or hose (Fig. 23k). The driver prepares the pump for water intake.

The connection of the suction hoses to each other, with the pump nozzle and the suction grid can be carried out as follows; the driver takes the suction hose from the connecting head, brings it to the pump suction nozzle, aligns the projections of the hose head with the grooves on the nozzle and turns the head to failure using a wrench. The firefighter assists the driver by grasping the middle of the sleeve and holding it in a horizontal position. To connect the suction hoses to each other, the driver and firefighter clamp the hoses between the legs at the connection heads so that they are parallel to the ground. Then they align the heads and connect them, tightening them with keys. To attach the suction mesh, the driver lifts the end of the sleeve closest to the reservoir; the firefighter, kneeling down, attaches the mesh to it and tightens the connection with keys.

Technique for fulfilling the standard:

All work with hydraulic tools is carried out by at least two firefighters. The actions of firefighters to prepare the tool for work must be carried out simultaneously.

To connect the hydraulic tool to the pump (pumping station) and start work, firefighter No. 1 takes the pump and takes it to the place of the proposed work, installs the pump on a horizontal platform, at a distance of no more than the length of the hydraulic hose from the place of work. Firefighter No. 2 carries and unfolds the hose reel (if any) so that the hydraulic hoses do not come into contact with corrosive liquids, heated elements or open fire (Fig. 246, c, d). After that, firefighters No. 1 and No. 2 take the hydraulic tool in their hands, remove the protective caps from the quick-release couplings, and make the connection (Fig. 24e, f). After completing these operations, firefighter No. 1 checks the tightness of the connections (the couplings must be tightened all the way). Then he takes a stable position (depending on the type of work), fixes a comfortable position of the legs and hands with the tool and works with it (Fig. 24g).

Before starting work with the tool, firefighter No. 1 must, by turning the control handle, make two or three test movements of the working bodies. If the implements do not move or move slowly, then air may have entered the system.

After preparing for work, firefighter No. 1 brings the tool to the place where the reinforcement is biting, opens the knives to the required amount, puts them on the reinforcement at a right angle, as close as possible to the knives articulation, and gives the second calculation number a command to pump the working fluid to the tool ( Fig.24h). Firefighter # 2 by installing a pump ( pumping station) on a horizontal platform, activates it (Fig. 24i, k). Firefighter No. 1 turns the control handle of the working tool, the knives close, and the reinforcement is biting (Fig. 24l).

After biting the valve, return the control handle to the neutral position.




2.8. Compliance with standard No. 10.4 "Putting on a combined-arms protective kit and filtering gas mask individually"

Execution conditions:

End position: the trainee puts on protective stockings, a protective raincoat in the sleeves, a gas mask, and protective gloves.

Transfers the gas mask to the "combat" position. The gas mask is taken out of the bag. Take the helmet-mask with both hands by the thickening of the edge at the bottom so that the thumbs are outside and the rest are inside it. The lower part of the helmet-mask is placed under the chin and, with a sharp movement of the hands up and back, is pulled over the head so that there are no folds, and the spectacle knot is located against the eyes. The skew and folds are eliminated, if they formed when putting on the helmet-mask, a full exhalation is made, opens the eyes and resumes breathing;

Takes out of the case and puts on gloves;

Opens the cover of the raincoat, pulling the braid up;

Puts a raincoat into the sleeves, while the loops on the low sleeves are put on the thumbs over the gloves;

Puts on the hood and buttons on the cloak.

Execution conditions:

Initial position: the trainee is in the ranks. Means of protection for the trainee.

Final position: OZK protective equipment is worn in the form of a jumpsuit, a gas mask.


Technique for fulfilling the standard:

According to the commands "Put on a protective kit", "Gases", the trainee puts on a combined-arms protective kit in the form of an overalls and a filtering gas mask. To do this, the trainee:

Takes off a bag with a gas mask and a hat (goggles and a respirator, if worn), removes a raincoat in a case and puts everything on the ground;

Puts on stockings, fastens the straps and ties the braid on the trouser belt;

Opens the cover of the raincoat and, grasping the holders, brings the raincoat with the cover behind the back so that the cover is on the back under the raincoat, and puts the raincoat into the sleeves. Threads the ends of the holders into the frames at the bottom of the raincoat and fixes the holders within the frames;

Fastens the central holes on the central peg, first with the right and then with the left hollow cloak and secures them with a bartack;

Fastens the hem of the cloak with pegs so that the left floor clasps the left leg, and the right one - the right;

The holders of the two pegs, located below the central peg, are fastened with bartacks;

Fastens the side straps of the cloak with pegs, wrapping them first around the legs under the knees. Fastens the hem of the raincoat, leaving the two upper pins unbuttoned;

Put on field equipment and a gas mask bag over the raincoat;

Transfers the gas mask to the "combat" position. The gas mask is taken out of the bag. The score is reduced by one point if:

Stockings are worn incorrectly or not fully;

The sides of the raincoat are not properly buttoned;

Two pins are not fastened;

Gloves are not tucked into the sleeves;

Sleeve loops are not thrown over the thumbs;

The hood closes the eyes;

The uniform or headgear is not covered with protection.

The grade is "unsatisfactory" if:

Time limit exceeded;

The gas mask is worn so twisted or skewed that

penetration of outside air is possible;

Protective equipment was damaged during donning.

Note. The combined arms protective kit (Fig. 25) is designed to protect personnel of troops, units and formations Civil defense from OV and SDYAV, as well as to protect the skin, uniforms, shoes and equipment from contamination with radioactive substances and BS, the weight of the OZK is about 3 kg. The set includes a protective raincoat OP-1M, protective stockings and protective gloves (Fig. 26).

The set of the OP-1M protective raincoat includes the raincoat itself (1), a cover for the raincoat (2), raincoat holders, pegs and fasteners. The raincoat is made of special rubberized fabric. Seams are sealed with taped tape. To ensure tightness and ease of use, the bottom of the raincoat sleeves is pulled together with elastic bands. The sleeves are fixed with loops put on the thumbs. The cloak is fastened with pins. In the lower part of the cloak there are straps. With the help of holders, pins, bartacks and straps, the set can be used as a jumpsuit. Protective raincoats are made in five sizes:

1st - up to 165 cm,

2nd - from 166 to 170 cm,

3rd - from 171 to 175 cm,

4th - from 176 to 180 cm,

5th - from 181 cm and above.


Protective stockings (4) are made of a special fabric, their soles are reinforced with a rubber or canvas stitching. Some of the protective stockings have been replaced with bots. Protective stockings have straps or straps for attaching them to the leg and one strap for attaching to the waist belt. Protective stockings are made in three sizes:

1st - for shoes size 37-40;

2nd for shoes size 41 42;

3rd - for shoes size 43 and above.

Protective gloves (5, 6) are made of rubber with impregnated fabric seals or elongated leggings. Gloves are of two types: summer five-fingered BL-1M and winter two-fingered BZ-1M. Winter gloves have an insulating insert fastened with buttons.

The selection of gloves is made according to the results of measuring the girth of the palm at the level of the fifth metacarpophalangeal joint. Summer gloves are available in three sizes:

1st size - up to 21 cm;

2nd size - from 21 to 23 cm;

3rd size - more than 23 cm.

Winter gloves are available in two sizes:

1st size - up to 22.5 cm;

2nd size - over 22.5 cm.

2.9. Fulfillment of the standard No. 11.2 "Imposition of the primary dressing"

Execution conditions:

Initial position: the victim is lying. The trainee is in a comfortable position for him with the victim. Dressings and other means of providing the first medical care(tourniquets, bandages) are in the hands of the trainee or next to him.

End position: the bandage is secured (with a pin or the ends of a torn bandage tape).


Technique for fulfilling the standard "Imposition of a primary bandage on the right (left) eye" (Fig. 27a, b):

Fold the PPI pads and put them on the eye. First, horizontal anchoring tours are applied around the head. Then, in the back of the head, the bandage is led down under the ear and is passed obliquely up the cheek to the injured eye. The third move (fixing) is done around the head. The fourth and subsequent moves are alternated in such a way that one move of the bandage goes under the ear to the affected eye, and the next is reinforcing. The bandaging ends in circular strokes on the head.

The patch on the right eye is wrapped from left to right, on the left eye - from right to left.


Technique for fulfilling the standard "Applying a primary dressing to the right (left) ear" (Fig. 28):

Remove the headdress from the "wounded";

Open an individual dressing bag or bandage;

Fold the PPI pads and put them on the eye. Fix the bandage in two horizontal circular moves around the head, unwinding it from left to right when applying a bandage on the right ear and from right to left when applying a bandage on the left ear;

Lead the bandage around the back of the head to the right (left) ear and one move around the head, securing the previous bandage move. With this method, circular passages gradually close the diseased ear and successively pass from top to bottom under the healthy ear;

Alternate the bandage around the ear and around the head, ending the bandage by securing the end of the bandage.


Technique for fulfilling the standard "Applying a primary bandage to the elbow joint":

Open an individual dressing bag or bandage;

Bend the arm of the "wounded" at the elbow joint at a right angle;

Put folded PPI pads on the wound and fix them with several circular bandage moves. In case of damage directly in the area of ​​the elbow joint, a converging bandage is applied. If the injury is located above or below the joint, use a diverging bandage;

The bandaging of the converging bandage (Fig. 29a) begins with circular reinforcing rounds either in the lower third of the shoulder above the elbow joint, or in the upper third of the forearm. Then the dressing in the damaged area is closed in eight-way rounds. Bandage moves cross only in the elbow bend area. Eight-shaped rounds of the bandage are gradually shifted towards the center of the joint. Finish the bandage with circular tours along the joint line.

The bandaging of the diverging bandage (Fig. 296) begins with circular fixing rounds directly along the line of the joint, then the bandage is alternately carried above and below the elbow bend, covering two-thirds of the previous rounds. All moves intersect along the flexion surface of the elbow joint. Thus, the entire joint area is covered. The bandage ends in circular strokes on the shoulder or forearm.



Technique for fulfilling the standard "Imposition of a primary bandage on the knee joint":

Fold the pads and place them on the wound. In case of damage directly in the area of ​​the knee joint, a converging bandage is applied, in case of damage near the knee joint, a diverging bandage is applied. The bandage is applied in a position of slight flexion in the joint;

The bandaging of the converging bandage on the knee joint area (Fig. 30a, b) begins with fixing circular tours in the lower third of the thigh above the knee joint or in the upper third of the leg under the knee joint, depending on where the wound or other injury is located. Then, converging eight-shaped rounds of bandage are applied, crossing in the popliteal region. The bandage is finished with circular rounds in the upper third of the lower leg under the knee joint;

The bandaging of the diverging bandage on the knee joint area (Fig. ZOV) begins with fixing circular rounds through the most protruding part of the patella. Then eight-shaped diverging moves are performed, crossing in the popliteal region. The bandage ends in circular rounds in the upper third of the lower leg or lower third of the thigh, depending on where the injury is located.


Technique for fulfilling the standard "Imposition of a primary bandage on the shoulder joint" (Fig. 31):

Open an individual dressing bag;

The trainee takes a position to the side of the "wounded" from the side of the shoulder joint;

Fasten the first two moves of the bandage around the upper third of the shoulder;

Then the bandage is carried on the shoulder girdle and along the back to the axillary region of the opposite side. Further, the bandage goes along the front side of the chest to the front surface of the shoulder, along the outer surface around the shoulder into the axillary fossa, with the transition to the outer surface of the shoulder joint and shoulder girdle. Then the rounds of the bandage are repeated with an upward shift of one third or half of the bandage width. The bandaging ends in circular tours around the chest. So repeat several times, rising higher with each move, until the shoulder joint and shoulder girdle are closed.


Technique for fulfilling the standard "Applying an" eight-fold "bandage on the chest" (Fig. 32):

Open an individual dressing bag;

Begin bandaging with fixing the bandage in several circular moves on the chest;

The chest is bandaged sequentially up to the armpits, then, with the help of one strengthening move, they are transferred to the left shoulder and go down the back under the right armpit. Pull the bandage along the front surface of the chest up obliquely on the right to the left forearm, then across the back transversely to the right forearm and lower it obliquely under the left armpit. Fasten the bandage around your chest. Then direct the bandage through the left shoulder girdle, repeating the 2nd and 3rd moves. The bandage is finished in circular strokes in the upper part of the chest.


Technique for fulfilling the standard "Applying a primary bandage to the ankle joint" (Fig. 33):

Open an individual dressing bag;

Put the pads on the wound;

The foot is placed in a position at right angles to the lower leg. Bandaging begins with circular fixing rounds in the lower third of the lower leg above the ankles. Then the bandage is moved obliquely along the dorsum of the ankle joint to the lateral surface of the foot (to the outer surface on the left foot and to the inner surface on the right foot). Perform a circular motion around the foot. Further, from the opposite lateral surface of the foot along its rear, they cross the previous course of the bandage obliquely upwards and return to the lower leg. Again, perform a circular motion above the ankles and repeat the eight-way bandage moves 5-6 times to create a reliable fixation of the ankle joint. The bandage is finished with circular tours on the shins above the ankles.


Note. The time spent on exposing the wound is not taken into account (bandaging over the uniform is allowed). When applying a dressing, the time is counted from the moment the dressing is deployed until the dressing is secured (with a pin or the ends of the torn bandage tape).

Exercise 5. Forward-backward rolls.

At the moment of touching the carpet with the shoulder blades, bend your legs, spread your knees and, clasping your legs with your hands, go to the support squatting.

A back roll is performed from a squat position with the chin pressed to the chest. Push off the carpet with your hands and feet and roll backwards on your back. At the moment of touching the carpet with the shoulder blades, put your hands behind your head with your fingers forward and move to an emphasis squatting.

Exercise 6. Flexion and extension of the arms in support lying on the floor.

It is carried out from the starting position with the support lying (legs together, body straight). Bend your arms until your chest touches the floor, unbending your arms, take an emphasis lying. The exercise is performed without stopping. ";

supplement section 7 with clause 7.46. with the following content:

"7.46. Strength complex exercise.

It is performed in the following sequence (for men):

squeeze out on the hands (until the chest touches the floor) 10 times in the lying position;

from the support lying 10 times take the position of the support squatting (knees between

Performed in the following sequence (for women):

the first 30 s from a supine position, arms along the body, make the maximum number of forward bends until the toes touch with the hands (slight bending of the legs is allowed when returning to the starting position until the shoulder blades touch the floor), then without a pause to rest for the next 30 s, turn into lying position and perform the maximum number of flexion and extension of the arms (legs together, body straight, arms bend until the chest touches the floor). ";

clause 8.13. of section 8 shall be stated as follows:

"8.13. Shuttle run 10x10 m. It is performed on a level ground with marked start and turn lines. The width of the start and turn line is included in the 10 m segment. Standards for fire-fighting and tactical-special training are temporary, quantitative and qualitative indicators of the performance of certain tasks, techniques and actions by employees (workers), cadets and listeners (hereinafter referred to as personnel) of the federal fire service, departments, duty guards (shifts) , divisions of the federal fire service (hereinafter referred to as divisions of the FPS), educational institutions EMERCOM of Russia, in compliance with the sequence (order) set out in the collection of standards.

The standards for fire-fighting and tactical-special training apply to personnel participating and involved (admitted) in organizing fire extinguishing and conducting emergency rescue operations. The development of standards by women is carried out only under section 11 - first aid.

The development of standards in classes and exercises contributes to the improvement of the techniques and methods of actions of personnel in the conditions of operational-tactical actions in a fire, mastery of regular firefighting and rescue equipment, and shortening the time for bringing them to combat readiness. In addition, the standards make it possible to establish an objective and unified approach in determining the level of training of personnel and units of the FPS.

The development of standards by personnel should be preceded by the study of mobile fire extinguishing equipment, standard fire and rescue equipment, first aid equipment, devices and means of radiation, chemical and biological protection, rules for handling and working with them, labor protection requirements, requirements of relevant rules, guidelines , instructions and recommendations.

In the course of the training, the personnel at the beginning must learn to correctly and efficiently perform the techniques (actions) on the elements at a slow pace and only after that move on to working out the standards as a whole.

The standard is considered fulfilled if during work the conditions for its fulfillment are met and there were no gross violations of the requirements of the rules, guidelines, recommendations and instructions, including labor protection requirements.

If, while working out (checking the fulfillment) of the standard, the trainees made at least one mistake that can lead to injury to personnel, damage to fire and rescue equipment, the fulfillment of the standard is terminated and is assessed as "unsatisfactory".

The detected technical malfunctions during the implementation of the standards are not eliminated (if they do not interfere with the implementation of the standard and do not pose a danger to life and health), the trainee, after fulfilling the standard, must report the identified malfunctions.

The commanding staff of the FPS fulfills and fulfills the standards on an equal basis with all personnel.

The time for fulfilling the standard with personnel, squad, guard on duty (shift), FPS unit is counted by the stopwatch in the order set out in the standard conditions.

All standards are fulfilled in combat clothing and equipment for the season. The beginning of the fulfillment of the standard is a given command (alarm signal), the end is in the order set forth in the conditions of the standard.

The conditions and time for the fulfillment of basic standards are determined for personnel under 30 years of age and summer time.

Exercises with retractable ladders and the deployment of forces and equipment was rationed on the asphalt section of the terrain.

When determining the score for the fulfillment of the standard by personnel of a different age group in other difficult conditions, it is necessary to enter correction factors, the values ​​of which must be multiplied by the initial time provided for by these standards. With the simultaneous action of several complicating factors, the maximum increase in the time for fulfilling the standard is made by sequentially multiplying the initial time by the corresponding correction factors.

Before meeting the standards for the deployment of fire and rescue equipment, trainees (tested) line up at the mobile fire extinguishing device from either side towards the front wheels (directing against the rear wheel axis), the engine runs at low speed, the fire and rescue equipment is fixed on its own places, fire hoses are laid in rolls, compartment doors are closed.

Before fulfilling the standards related to starting the engine, it must be preheated (prepared) in accordance with the requirements of the manuals (instructions) for operation.

When installing a mobile fire extinguishing agent on a water source, the rear hose reel (if available), if necessary, is previously removed and retracted to the side. The suction pipe of the pumping unit is located at a distance of 3 m from the fire hydrant, the hydrant cover is open, the riser cap is closed.

When installing fire ladders at a height of 30 m or more, the last knee must be supported by the building structure.

The standards for climbing fire escapes are carried out by personnel with the help of safety devices (means).

The standards for the use of electrical equipment are carried out in rubber boots and gloves.

When fulfilling the standards for the deployment of pumping and hose systems, the position of the trunk operators is determined at a distance equal to the length of the laid hose line (determined before the standard is fulfilled), unless otherwise specified in the conditions.

The result is recorded at the intersection of the position line by the owner (s) - by the last, or by the last performed operation, or by the appearance extinguishing agent from the trunk (s) - according to the latter, unless otherwise specified by the condition or subject of control.

Before the start of the school year officials responsible for the organization vocational training in the FPS divisions, they develop a list of standards to be worked out during the year, taking into account the service functions, the equipment of the FPS unit, the tasks solved by the FPS division and the operational and tactical features of the protected objects. The list of standards is approved by the head of the management body and department of the Federal Border Guard Service.

The development of standards by personnel is carried out during the hours provided for by the daily routine and schedule training sessions, individually or as part of squads, guards (shifts), at least once during two days on duty.

The time spent on eliminating the shortcomings made by the trainee (tested) is added to the time of the standard execution, overall assessment set by the total time.

When the standards are fulfilled by the FPS unit in a reduced composition, the time increases (decreases) by the corresponding percentage of the missing personnel, if this is not indicated in the conditions for fulfilling the standard.

When working out the standards on the ground, the routes (directions) for the actions of the FPS units are not indicated in advance and are not laid.


The procedure for determining the grade
Standards are checked during inspections, final checks of activities territorial bodies EMERCOM of Russia, subdivisions of the Federal Border Guard Service, as well as during planned and control exercises and exercises.

If the standard is met several times (no more than three), then the score for meeting the standards is determined by the last shown result.

The assessment for the fulfillment of the standard by personnel, division, shift, guard is determined by:

"excellent", if the standard is fulfilled correctly, in in full for the mark "excellent";

“good”, if the standard is fulfilled correctly, in full for “good”;

"Satisfactory", if the standard is executed correctly, in full for the assessment "Satisfactory";

"unsatisfactory" if the standard is met below the time for a positive assessment.

An individual assessment to an employee (employee) for fulfilling several standards and an assessment to the FPS unit for fulfilling the standards as part of the department, guard (shift) is determined by the assessments received for the fulfillment of each standard, and it is considered:

“excellent”, if more than half of the tested standards are fulfilled with the mark “excellent”, and the rest - with the mark “good”;

“good”, if more than half of the tested standards are fulfilled with a grade not lower than “good”, and the rest - with a grade “satisfactory”;

"satisfactory" if at least 70% of the tested standards are fulfilled with a positive assessment, and when assessing according to three standards, two are fulfilled, while one of them is rated at least "good".

The score for the fulfillment of single standards for the department, guard (shift) is derived according to the individual estimates of employees (workers) and is determined:

“excellent” if at least 100% of employees (employees) received positive marks, while more than 50% of employees received “excellent” marks;

"good" if at least 100% of employees (employees) received positive marks, while more than 50% of employees received a rating not lower than "good";

"satisfactory" if at least 90% of employees (employees) received positive marks.

When checking the compliance with the standards as part of the department, guard and individual standards, the overall assessment of the unit for the compliance with the standards is determined:

"excellent", if the first mark is "excellent", and the second is not lower than "good";

“good” if the first rating is “good”, and the second is not lower than “satisfactory”;

"satisfactory" if both ratings are not lower than "satisfactory".

Standards № № 1.1, 2.1, 3.2, 4.3, 5.7, 5.8, 7.3, 9.3, 10.4, 11.2, are mandatory for carrying out inspections, final inspections of the activities of the territorial bodies of the EMERCOM of Russia, subdivisions of the Federal Border Guard Service, as well as during control exercises.
