I decree:

1. To approve the sanitary and epidemiological rules and standards SanPiN 2.4.3259-15 "Sanitary and epidemiological requirements for the structure, maintenance and organization of the operating mode of organizations for orphans and children left without parental care" (appendix).

2. Introduce the sanitary and epidemiological rules and standards SanPiN 2.4.3259-15 "Sanitary and epidemiological requirements for the structure, maintenance and organization of the operating hours of organizations for orphans and children left without parental care" from September 1, 2015.

3. To consider as invalid the sanitary and epidemiological rules and regulations:

- SanPiN 2.4.1201-03 "Hygienic requirements for the arrangement, maintenance, equipment and operating mode of specialized institutions for minors in need of social rehabilitation" approved by the decree of the Chief State Sanitary Doctor of the Russian Federation of 11.03.2003, N 13 and registered by the Ministry of Justice of Russia on 21.03. 2003, registration N 4304;

- SanPiN 2.4.2200-07 "Amendment No. 1 to SanPiN 2.4.1201-03 hygienic requirements for the design, maintenance, equipment and operation of specialized institutions for minors in need of social rehabilitation", approved by the decree of the Chief State Sanitary Doctor of the Russian Federation dated April 28 .2007 N 23 and registered by the Ministry of Justice of Russia on 07.06.2007, registration N 9616;

Sanitary and Epidemiological Rules and Norms SanPiN 2.4.3259-15

I. General provisions and scope

1.1. These sanitary and epidemiological rules and regulations (hereinafter - sanitary rules) are aimed at protecting the health of children in the implementation of activities for education, training, physical development, health improvement, habilitation and rehabilitation, as well as care and supervision in organizations for orphans and children left behind. without parental care, as well as in organizations providing temporary residence and social rehabilitation of minors who find themselves in a difficult life situation and need social assistance state (hereinafter, respectively - an organization for orphans; children).

1.2. These sanitary rules establish sanitary and epidemiological requirements for:

- conditions for the placement of organizations for orphans;

- conditions of stay and residence of children in an organization for orphans;

- equipment and maintenance of the territory of the organization for orphans;

- the building and equipment of the organization's premises for orphans;

- air-thermal regime;

- natural and artificial lighting;

- water supply and sewerage;

- the regime of the day and the organization of the educational process, the process of social adaptation;

- catering;

- medical support;

- physical education;

- the sanitary condition and maintenance of the premises and territory of the organization for orphans;

- observance of personal hygiene by the staff of the organization for orphans.

1.3. These sanitary rules are binding on all citizens, legal entities and individual entrepreneurs whose activities are related to the design, construction, reconstruction, overhaul and operation of facilities of organizations for orphans: educational organizations, medical organizations and organizations providing social services, in which orphans and children left without parental care are placed under the supervision.

1.4. The previously constructed buildings of organizations for orphans are being operated in accordance with the project by which they were built.

1.5. These sanitary rules do not apply to families raising children in various forms of family arrangement (guardianship, guardianship, family orphanages, foster families).

1.6. Children from birth to 3 years of age are placed under supervision in organizations providing social services or educational organizations in which conditions are created for the upbringing and living of children of this age group.

1.7. Children from birth to 3 years of age are placed under supervision in medical organizations if the child's health requires the provision of primary specialized medical and sanitary care (medical rehabilitation) in the conditions of this organization. The period of stay of the child can be extended until the child reaches the age of 4 years inclusively only by decision of the head of the medical organization with the consent of the guardianship and guardianship authority.

1.8. Children aged 3 years and up until they reach the age of majority or are recognized as fully capable children in accordance with the legislation of the Russian Federation are placed under the supervision of organizations providing social services. Children under supervision in organizations providing social services receive preschool, primary general, basic general, secondary general education in the nearest preschool educational organizations and general educational organizations.

1.9. Children aged 3 years and up to the age of majority or the recognition of children in accordance with the legislation of the Russian Federation as fully capable are placed under supervision in educational organizations, provided that it is impossible to organize the receipt of preschool education by children, primary general, basic general, secondary general education in nearby preschool educational organizations and educational organizations.

1.10. Children with disabilities health in accordance with the recommendations of the psychological, medical and pedagogical commission are trained according to adapted general education programs.

1.11. It is allowed to live together and stay in an organization for orphans of children of different ages and health conditions who have family ties: full and half brothers and sisters, children who are members of the same family or children in family relationships, and / or who were previously brought up together in one family.

1.12. Organizations for orphans provide conditions for children to stay in them that meet the requirements of these sanitary rules.

1.13. Control over the implementation of these sanitary rules is carried out in accordance with the legislation of the Russian Federation by bodies authorized to exercise federal state sanitary and epidemiological supervision.

II. Requirements for the placement of organizations for orphans

2.1. Organizations for orphans are located in the inner-quarter areas of residential neighborhoods, outside the sanitary protection zones of enterprises, structures and other facilities and at distances that provide standard noise and air pollution levels for residential areas.

To ensure the normative levels of insolation and natural lighting of premises and playgrounds when placing buildings of organizations for orphans, sanitary breaks from residential and public buildings must be observed, in accordance with the requirements established by the sanitary rules SanPiN 2.2.1 / 2.1.1.1076-01 "Hygienic requirements for insolation and sun protection of premises of residential and public buildings and territories "(approved by the Decree of the Chief State Sanitary Doctor of the Russian Federation of October 25, 2001 N 29, registered by the Ministry of Justice of Russia on November 12, 2001, registration N 3026) (hereinafter - SanPiN 2.2.1 / 2.1. 1.1076-01).

2.2. Main engineering communications of water supply, sewerage, heat supply, energy supply should not pass through the territory of organizations for orphans.

2.3. The placement of organizations for orphans is allowed in detached buildings, built-in, built-in-attached to residential buildings, attached to the ends of residential buildings, in residential premises housing stock.

2.4. Organizations for orphans that do not carry out educational activities are recommended to be located near educational institutions, taking into account the radius of pedestrian accessibility in accordance with the requirements established by the sanitary rules SanPiN 2.4.2.2821-10 "Sanitary and epidemiological requirements for the conditions and organization of training in educational institutions" ( approved by the Resolution of the Chief State Sanitary Doctor of the Russian Federation of December 29, 2010 N 189, registered by the Ministry of Justice of Russia 03.03.2011, registration N 19993), as amended by the resolutions of the Chief State Sanitary Doctor of the Russian Federation: Resolution of June 29, 2011 N 85, registered by the Ministry of Justice of Russia 12/15/2011, registration N 22637; Decree of December 25, 2013 N 72, registered by the Ministry of Justice of Russia on March 27, 2014, registration N 31751) (hereinafter - SanPiN 2.4.2.2821-10).

If the radius of pedestrian accessibility is exceeded, transport services for children to the educational organization and back should be organized.

III. Requirements for the territory and its content

3.1. The territory should be landscaped and landscaped. When landscaping, the use of poisonous and thorny plants is not allowed. Green spaces (trees, shrubs) should not reduce natural illumination in rooms for children.

The territory of the detached building of the organization for orphans must have external electric lighting. The level of artificial illumination during the stay of children on the territory should be at least 10 lux at ground level in the dark, for visually impaired children - at least 40 lux.

3.2. If there is a dedicated territory of the organization for orphans, a recreation area, a play area, a physical culture and sports area, and an economic area should be allocated.

The duration of insolation of the organization's playgrounds and sports grounds for orphans is determined in accordance with the hygienic requirements for insolation and sun protection in residential and public buildings and territories (SanPiN 2.2.1 / 2.1.1.1076-01).

3.3. To protect children from the sun and precipitation, a shady canopy is installed on the territory of the playgrounds.

It is allowed to install collapsible sheds, gazebos for use in the summer on the promenade.

3.4. Shade sheds are equipped with wooden floors at a distance of at least 15 cm from the ground or are made of other building materials that are harmless to human health.

Shade awnings for children preschool age in climatic regions I, II, III, they are fenced on three sides, the height of the fence must be at least 1.5 m. In climatic subareas IA, IB, IG, walking verandas are equipped instead of shade canopies.

Sheds or walking verandas for young children (up to 2 years old) may be attached to the building of the organization for orphans and used as verandas for organizing walks or sleeping.

Shady canopies (walking verandas) attached to buildings should not obscure the premises for children and reduce natural light.

3.5. The territory of the organization for orphans is equipped with play and sports equipment in accordance with the growth and age characteristics of children. Sandboxes are installed on playgrounds for preschool children.

3.6. When designing and building an organization for orphans, a recreation area for outdoor games and recreation for school-age children, as well as for the implementation of educational programs involving outdoor activities, is provided on the territory.

The recreation area should be landscaped and located away from sources of noise (sports grounds, garages, workshops).

The composition, planning organization and equipment of playgrounds in the recreation area for school-age children must meet their age-related needs in various types of games and recreation.

3.7. The covering of playgrounds and sports grounds should be well-draining and dust-free. It is allowed to cover sites building materials harmless to the health of children.

3.8. It is allowed to use sports facilities, the territory of squares, parks and other territories located near the organization for orphans and adapted for children to walk and exercise.

3.9. For storing strollers, sledges, bicycles, skis, toys and other equipment used on the territory, a special room or place is equipped.

3.10. For children with disabilities and children with disabilities on the territory of organizations under construction and reconstruction for orphans, measures are envisaged to create an accessible (barrier-free) environment.

3.11. On the territory of the organization for orphans with musculoskeletal disorders at the bends of paths and sidewalks every 6 meters are equipped with recreation areas.

Objects (trees, shrubs, poles and other obstacles) located on the territory of the organization for orphans should not be an obstacle for children to walk, walk and play on playgrounds and footpaths.

3.12. On the territory of detached buildings of organizations for orphans, it is envisaged to equip two entrances (main and economic).

3.13. The economic zone is located on the border of the land plot away from the playgrounds and sports grounds.

On the territory of the economic zone, the following can be located: a garage, a vegetable store, storage rooms, places for drying clothes, ventilating and knocking out carpets. In the absence of district heating and centralized water supply, a boiler room and water supply facilities can be located on the territory of the economic zone.

3.14. In the utility area, a hard-surfaced area for garbage collection is set up at a distance of at least 20 m from the building. Containers with lids are installed on the site. The dimensions of the site must exceed the area of ​​the base of the containers. It is allowed to use other special closed structures for collecting garbage and food waste, including placing them on container sites for residential buildings adjacent to the territory of the organization for orphans.

The site is equipped on three sides with a fence that exceeds the height of the containers used.

3.15. Entrances and entrances to the territory of the organization, driveways, paths to outbuildings, to the waste collection site are covered with asphalt, concrete or other hard surface.

3.16. Noise levels on the territory of the organization for orphans should not exceed the permissible levels established sanitary standards SN 2.2.4 / 2.1.8.562-96 "Noise at workplaces, in the premises of residential, public buildings and on the territory of residential development" (approved by the decree of the State Committee for Sanitary and Epidemiological Supervision of the Russian Federation on October 31, 1996, N 36).

3.17. To prevent flooding and pollution of the territory, the drainage of flood and storm water is provided.

3.18. On the territory of the organization, cleaning is carried out daily for orphans.

V winter time the territory is cleared of snow as needed, the territory is allowed to be sprinkled with sand. The use of chemicals is not allowed.

Waste bins are cleaned when they are 2/3 full. Cleaning of waste bins is carried out by specialized organizations.

3.20. The location on the territory of buildings and structures that are not functionally related to the organization for orphans is not allowed.

IV. Requirements for building and equipment of premises

4.1. During the construction of new buildings and the reconstruction of existing organizations, living conditions, upbringing, education, medical support and social services are provided for orphans, including living conditions created according to the apartment type, in order to implement the principles of family education in educational groups.

The buildings provide for the following functional areas and premises:

a) for the residence of children and educators;

b) for recreation, games, classes;

c) for storage food products and food raw materials, cooking and eating;

d) for storage of means of individual movement, technical means rehabilitation, sports equipment;

e) for health care;

f) for carrying out rehabilitation measures;

g) for administrative purposes;

h) sanitary facilities.

4.2. It is not allowed to use basements and basements to accommodate rooms intended for children to stay in them.

4.3. Entrances to the building of the organization for orphans are equipped with vestibules or air and air-thermal curtains.

4.4. To create conditions for the stay of children with disabilities and children with disabilities in organizations for orphans during construction and reconstruction, measures are envisaged to create an accessible (barrier-free) environment, ensuring the free movement of children in buildings and premises.

4.5. The number of children in an educational group under the age of 4 years should not exceed 6 people, at the age of 4 and older - 8 people.

If there are children under the age of 4 and older in the educational group, the occupancy of the group should not exceed 6 people.

4.6. The set of premises for educational groups includes: living rooms (bedrooms); room for recreation and games (living room); room for classes (preparation of lessons); a room for receiving and (or) preparing food; sanitary facilities (sanitary facilities, shower or bathroom); teacher's room; dressing room (hallway).

Sanitary facilities and showers (bathrooms) are located in separate and / or combined rooms.

The minimum areas of the premises are shown in table 1.

4.7. For children of school age, living rooms (bedrooms) are provided for separate for girls and boys. It is not recommended that more than 4 children stay in one living room (bedroom).

The number of sanitary facilities and showers (baths) must be at least two per educational group.

4.8. For storage of cleaning equipment on each floor of the building of the organization for orphans, special rooms are equipped with a drain and a place for drying rags.

4.9. Living rooms (bedrooms) are equipped with stationary beds in accordance with the height and age characteristics of children, wardrobes for storing personal belongings of children, bedside tables. It is allowed to install tables and chairs. Cabinets for storing personal belongings can be installed in other rooms of the educational group.

It is not allowed to use folding (folding beds) and transformable (pull-out, roll-out) beds.

In the presence of infants and young children under one year old, changing tables are installed.

4.10. The room for recreation and games (living room) is equipped with wardrobes, side tables, shelves for storing games and toys, developmental and educational equipment and inventory, publishing products, tables and chairs, upholstered furniture (sofas, armchairs) and other equipment.

Upholstered furniture (sofas, armchairs) must have a surface that is resistant to wet processing or covered with special removable covers that allow them to be washed.

In the presence of infants and young children under one year old, playpens are installed.

4.11. In organizations for orphans, furniture and toys are used that are harmless to the health of children and have documents confirming safety.

4.12. The room for classes (preparation of lessons) is equipped with filing cabinets, tables and chairs in accordance with the height and age characteristics of children.

4.13. When conducting classes for children using computer technology, the organization and mode of training must comply with the requirements established by the sanitary rules of SanPiN 2.2.2 / 2.4.1340-03 "Hygienic requirements for personal computers and work organization" (approved by the decree of the Chief State Sanitary Doctor of the Russian Federation of 03.06.2003 N 118, registered by the Ministry of Justice of Russia on 10.06.2003, registration N 4673, as amended by the resolutions of the Chief State Sanitary Doctor of the Russian Federation: by decree of 25.04.2007 N 22, registered by the Ministry of Justice of Russia 07.06.2007, registration N 9615; Resolution of 30.04.2010 N 48, registered by the Ministry of Justice of Russia on 07.06.2010, registration N 17481; Resolution of 03.09.2010 N 116, registered by the Ministry of Justice of Russia on 18.10.2010, registration N 18748).

4.14. The sanitary facilities are equipped with toilets and washbasins. A disposable towel is placed next to the washbasin. The use of individual towels or electric towels is allowed. Soap, toilet paper and towels must be available at all times.

Showers (bathrooms) are equipped with shower trays (baths) with a shower net on a flexible hose. Each child should be provided with an individual washcloth.

It is allowed to install a household washing machine in sanitary facilities.

4.15. The dressing room (hallway) is equipped with wardrobes for separate storage of clothes and shoes.

In each educational group, conditions must be provided for drying the outer clothing and footwear of children. For these purposes, a specially allocated room (place) is equipped.

Drying of linen, clothes and shoes in the recreation and games room, living rooms (bedrooms), food reception and (or) room is not allowed.

4.16. During the construction and reconstruction of the organization's buildings for orphans, the required set of medical facilities is determined by the volume of medical services provided.

Premises for medical purposes are equipped in accordance with the requirements established by the sanitary rules SanPiN 2.1.3.2630-10 "Sanitary and Epidemiological Requirements for Organizations Performing Medical Activities" (approved by the Resolution of the Chief State Sanitary Doctor of the Russian Federation of 05/18/2010 N 58, registered by the Ministry of Justice of Russia 09.08 .2010, registration N 18094).

4.17. The organization for orphans provides for an admission and quarantine department designed to accommodate newly admitted children for the period of establishing their presence or absence of infectious diseases.

4.17.1. The admission and quarantine department is equipped with a separate entrance and consists of an admission and examination room, at least two wards of the isolation ward, a buffet, a doctor's office, a medical office, sanitary facilities (sanitary facility, shower (bathroom) room).

4.17.2. The isolation wards are separated from the rest of the medical premises by a lock with a washbasin.

The area of ​​the wards of the isolation ward is taken at the rate of 6.0 square meters per 1 bed.

4.17.3. The medical office is located next to the isolation wards and has a separate entrance from the corridor.

4.17.4. The pantry of the reception and quarantine department is equipped with washing baths and a tank for disinfection of dishes, a cabinet for storing dishes and equipment, a table.

4.18. The premises of the organization for orphans used for the implementation of educational activities in the basic general educational programs must comply with the sanitary and epidemiological requirements for general educational organizations (SanPiN 2.4.2.2821-10).

The premises of the organization for orphans used for the implementation of educational activities for additional general education programs must comply with the requirements established by the sanitary rules of SanPiN 2.4.4.3172-14 "Sanitary and epidemiological requirements for the structure, maintenance and organization of the operating mode of educational organizations of additional education for children" ( approved by the resolution of the Chief State Sanitary Doctor of the Russian Federation of 04.07.2014 N 41, registered by the Ministry of Justice of Russia on 20.08.2014, registration N 33660).

4.19. The organization for orphans is equipped with a laundry room for washing bed linen, towels and personal belongings.

In the absence of a laundry for orphans in the organization, it is allowed to wash linen and clothes using household washing machines or organize centralized washing in other laundries.

It is not allowed to install a household washing machine in the cooking and / or eating area (kitchen).

4.20. If a pool is available and used in an organization for orphans, the requirements established by the sanitary rules of SanPiN 2.1.2.1188-03 "Swimming pools. Hygienic requirements for the structure, operation and quality of water. Quality control" (approved by the decree of the Chief State Sanitary Doctor of the Russian Federation from 30.01.2003 N 4, registered by the Ministry of Justice of Russia on 14.02.2003, registration N 4219).

4.21. Children's furniture, developmental, educational, game, sports equipment and inventory, publishing products, technical and audio-visual aids must comply with sanitary and epidemiological requirements, be harmless to children's health and take into account the specifics of the organization of the pedagogical process and treatment and rehabilitation measures, and also correspond to the growth and the age of the children.

V. Requirements for the equipment of premises for orphans with disabilities

5.1. Orphans with disabilities can stay in organizations for orphans in educational groups of compensatory, combined and recreational orientation, in which conditions are provided for organizing correctional work, including:

compensatory focus - for the implementation of qualified correction of physical and mental development children with disabilities (with severe speech disorders, with phonetic and phonemic disorders, deaf and hard of hearing, blind and visually impaired, with amblyopia, strabismus, with musculoskeletal disorders, mental retardation, mental retardation, autism, a complex defect (a combination of two or more disabilities in physical and (or) mental development, with other disabilities);

- health-improving orientation - for children with tuberculosis intoxication, often ill children and other categories of children who need a set of special health-improving measures;

- combined orientation - for the organization of joint upbringing and education of healthy children and children with disabilities.

The device, maintenance and organization of the work of organizations for orphans (educational groups) of compensatory and combined orientation must comply with the requirements of these sanitary rules.

5.2. The placement of premises for orphans with disabilities (physical defects that impede movement, impaired coordination of movements, impaired or lack of vision, and others) should provide the ability to conveniently move orphans inside the building.

5.7. Rooms for recreation and games, living rooms (bedrooms), a room for classes (preparation of lessons) for blind, visually impaired children should have a southern and eastern orientation on the sides of the horizon.

5.8. The level of artificial illumination for blind and visually impaired children in rooms for recreation and games, rooms for classes (preparation of lessons) must be at least 600 lux; for children suffering from photophobia - no more than 300 lux.

5.9. Rooms for recreation and games, a room for classes (preparation of lessons) for blind and visually impaired children should be equipped with a combined artificial lighting system.

5.13. In the premises of the medical unit for children with disabilities (with disabilities in physical and (or) psychological development), conditions must be created for organizing health-improving and preventive measures and carrying out medical and correctional-restorative work.

5.14. In organizations for orphans (educational groups) for children with musculoskeletal disorders, the swimming pool must have a device for lowering and raising children.

Vi. Requirements for catering for orphans

6.1. When organizing meals for children in the canteen, the requirements established by the sanitary rules of SanPiN 2.4.5.2409-08 "Sanitary and epidemiological requirements for the organization of meals for students in educational institutions, institutions of primary and secondary vocational education" (approved by the Decree of the Chief State Sanitary Doctor of the Russian Federation dated 23.07 .2008 N 45, registered by the Ministry of Justice of Russia on 07.08.2008, registration N 12085) (hereinafter - SanPiN 2.4.5.2409-08).

In organizations for orphans, accommodation in which is organized according to the apartment type (according to the principles of family education), it is allowed to organize meals in the premises for receiving and (or) preparing food, while the device, equipment and maintenance of premises for receiving and (or) preparing food , children's nutrition must comply with the requirements of paragraphs 6.2-6.14 of this chapter.

6.2. The room for receiving and (or) cooking food is equipped with refrigeration and processing equipment; stove with oven; two-section sink; utensils (dining room, kitchen), cutting tools (boards, knives); work tables for cutting food and preparing meals (at least two); shelves and / or side tables, cabinets for separate storage of dining rooms, kitchen utensils, cutting equipment and food products.

6.3. Tables for processing food, utensils used for cooking and storing food must be made of materials permitted for contact with food.

The surface of the tables should ensure wet cleaning with the use of detergents and disinfectants.

6.4. For cutting raw and finished products you should have separate cutting tables, knives and boards, meat grinders, vegetable cutters. It is allowed to use a food processor with attachments for separate processing of raw and finished products.

6.5. For cutting raw and finished products, boards from materials allowed for contact with food that are washed and disinfected must be used. Boards should not have defects (cracks, gaps, chips).

6.6. Cutting equipment (cutting boards, knives) is marked: "GP" - for finished products (for cutting boiled meat, boiled fish, boiled vegetables, herbs and other ready-to-eat foods), "SP" - for raw products (for cutting raw meat, raw fish, raw vegetables), "SK" - for raw chickens, "Gastronomy" - for cheese, butter, sausages; "Bread" - for bread, "Herring" - for herring.

6.7. Refrigerating equipment should provide conditions for separate storage of raw and ready-to-eat food products that do not require heat treatment, as well as storage of daily samples.

When using one refrigerator, gastronomic products are stored on the upper shelves, chilled meat, poultry, fish, semi-finished products from meat, poultry, fish, vegetables - on the lower shelves.

6.8. The number of tableware and cutlery used at the same time must not be less than the number of children in the group.

Children's meals are organized in the reception and (or) food preparation room or in the children's recreation and play area. The number of seats should ensure that all children can eat at the same time.

6.9. Children's meals should be organized in accordance with a sample menu, designed for at least 2 weeks, taking into account the physiological needs for energy and nutrients for children of all age groups.

Food for children under 3 years old and children of senior preschool age must comply with the requirements established by the sanitary rules of SanPiN 2.4.1.3049-13 "Sanitary and epidemiological requirements for the device, maintenance and organization of the mode of operation of preschool educational organizations" (approved by the decree of the Chief State Sanitary Doctor of the Russian Federation from 05/15/2013, N 26, registered by the Ministry of Justice of Russia on 05/29/2013, registration N 28564, as amended by the Decision The Supreme Court Of the Russian Federation dated 04.04.2014, N AKPI14-281) (hereinafter - SanPiN 2.4.1.3049-13).

For children with chronic diseases, nutrition should be organized in accordance with the principles of therapeutic and preventive nutrition for children with appropriate pathology, based on appropriate nutritional standards.

To compile a sample menu, a collection of recipes for baby food is used. Repetition of the same dishes or culinary products on the same day and the next two days is not allowed.

6.10. Food products for cooking, purchased in stores and markets, must have marking labels (labels) and documents confirming the purchase of food products (cash register receipt or a copy of the receipt and / or consignment note and / or invoice), which are stored until the expiration date of food products and dishes.

Delivery of ready-made meals and culinary products, semi-finished products from food factories or catering organizations is allowed.

6.11. Delivery of ready meals should be carried out in an isothermal container. Ready-made first and second courses can be kept in an isothermal container (thermoses) that maintain the temperature of hot dishes + 60 ° C ... + 65 ° C before serving them, but no more than 2 hours.

6.12. With a centralized supply of food products and food raw materials (from a combine or a catering organization), to confirm the quality and safety of products and food raw materials, it is allowed to indicate in the consignment note information about the number of the certificate of conformity, its validity period, the authority that issued the certificate, or registration number of the declaration of conformity, its validity period, the name of the manufacturer or manufacturer (supplier) that accepted the declaration, and the authority that registered it.

6.13. When storing products, the storage conditions and expiration dates of the products specified by the manufacturer must be observed. The purchase and use of food products with expired dates and signs of spoilage are not allowed.

6.14. Cleaning of the dining room, processing of technological and refrigeration equipment, kitchen and dining utensils, tables, cutting equipment must comply with the sanitary and epidemiological requirements for catering organizations for students in educational organizations and vocational education organizations (SanPiN 2.4.5.2409-08).

Vii. Organization of the drinking regime

7.1. The drinking regimen is organized using drinking water room temperature, packaged in containers, or bottled, or boiled drinking water. In terms of quality and safety, drinking water must meet the requirements for drinking water. Boiled water can be stored for no more than 3 hours.

When using installations with dosed bottling of drinking water packaged in containers, the container is to be replaced as needed, but not less frequently than provided for by the shelf life of the opened container with water established by the manufacturer.

Organizations for orphans should provide free access to drinking water for children.

7.2. When organizing a drinking regime using bottled water, a sufficient amount of clean dishes (glass, earthenware or disposable cups), as well as separate marked trays for clean and used glass or earthenware, should be provided; containers - for collecting used disposable tableware. It is allowed for a child to use bottled drinking water directly from a consumer package with a package volume not exceeding 0.33 liters.

7.3. The organization for orphans must keep documents for bottled drinking water, confirming its origin, quality and safety.

VIII. Requirements for interior decoration

8.1. All construction and finishing materials must be harmless to the health of children. All construction and finishing materials in the organization must have documents confirming their origin and safety.

8.2. Ceilings, walls and panels of all rooms should be smooth, without cracks, cracks, deformations, signs of fungal infections and traces of smudges.

Walls and panels should be made of materials that allow daily wet cleaning and disinfection.

Walls in rooms with a humid mode (showers, bathrooms, sanitary facilities), a food block (in the kitchen) are faced with glazed tiles or other moisture-resistant materials to a height of at least 1.8 m.

In rooms with high humidity (showers, bathrooms, toilets, catering unit (kitchen), water-repellent (moisture-resistant) paints are used for finishing the ceilings, in the rest of the rooms, whitewash is used for finishing the ceilings.

8.3. The floors in the premises should be smooth, tightly fitted, without cracks and defects. Skirting boards should fit snugly against the walls and floor.

For finishing the floors of all rooms, finishing materials are used that can be cleaned with a wet method using detergents and disinfectants. In the case of using a tiled surface, the surface of the tile must be rough and non-slip. The floors of showers, bathrooms, toilets, catering (kitchen) are lined with ceramic tiles or other similar materials.

IX. Requirements for water supply and sewerage

9.1. The buildings of organizations for orphans are equipped with cold and hot water supply systems and sewerage systems.

9.2. In the absence of centralized water supply in locality(cold and hot) in the organization for orphans, a storage tank is equipped and water is supplied through the internal water supply system to the catering unit (kitchen), medical premises, laundry (laundry room), sanitary facilities.

9.3. The water must meet the sanitary and epidemiological requirements for drinking water.

9.4. A supply of hot and cold water is provided for the catering facility (kitchen), medical premises, laundry (laundry room), sanitary facilities.

9.5. Not allowed to use hot water from the heating system.

9.6. In areas where there is no centralized sewerage system, the buildings of organizations for orphans are equipped with an internal sewerage system with cesspools or local treatment facilities.

X. Requirements for air-thermal conditions

10.1. When designing organizations for orphans, the height of the premises and the ventilation system must ensure hygienically sound air exchange rates.

10.2. The buildings of organizations for orphans are equipped with heating and ventilation systems. Heating, ventilation and / or air conditioning systems must ensure the normalized parameters of the microclimate and air environment premises.

Cleaning and monitoring the efficiency of ventilation systems is carried out at least once a year.

The use of portable heaters and heaters with infrared radiation is not allowed.

10.3. The air temperature in dressing rooms, rooms for classes (preparation of lessons), living rooms (bedrooms), eating rooms, in rooms for rest and games (living rooms), sanitary facilities should be at least 20 ° C.

When ventilating, a short-term decrease in air temperature by no more than 2 ° C is allowed.

In medical premises, microclimate parameters are taken in accordance with the sanitary and epidemiological requirements for organizations that carry out medical activity.

10.4. To control the temperature regime, living quarters (bedrooms), rooms for recreation and games, rooms for classes (preparation of lessons), medical premises must be equipped with household thermometers, which are attached to the wall at a height of 1.2 m from the floor.

10.5. The relative humidity of indoor air in all periods of the year should be 40-60%, the speed of air movement - no more than 0.1 m / s. In the production premises of the catering unit (kitchen) and the laundry room, the humidity should be no more than 70%.

10.6. All areas should be ventilated daily. Through and corner ventilation of the premises is carried out. Ventilation of premises through toilet rooms is not allowed.

Lack of natural light is allowed in sanitary facilities, showers (bathrooms), storerooms and storage rooms.

11.2. Light openings in living quarters (bedrooms), rooms for recreation and games, rooms for classes (preparation of lessons), depending on the climatic zone, are equipped with adjustable sun protection devices. It is allowed to use light-colored curtains (or blinds) with light-scattering and light-transmitting properties as sun-protection devices.

Shading of windows in living quarters (bedrooms) is allowed only when children are sleeping, the rest of the time the curtains move apart, providing insolation of the room.

When not in use, the curtains are placed in the partitions between the windows.

11.3. The glazing of the windows should be made of solid glass sheets. When replacing window blocks, the glazing area must be maintained or increased. Broken glass must be replaced immediately.

11.4. The levels of artificial illumination in the premises must comply with the requirements established by the sanitary rules SanPiN 2.2.1 / 2.1.1.1278-03 "Hygienic requirements for natural, artificial and combined lighting of residential and public buildings" (approved by the decree of the Chief State Sanitary Doctor of the Russian Federation dated 08.04.2003 34, registered by the Ministry of Justice of Russia on 04/23/2003, registration N 4443, as amended by the resolution of the Chief State Sanitary Doctor of the Russian Federation of 03/15/2010 N 20, registered by the Ministry of Justice of Russia on 04/08/2010, registration N 16824).

11.5. XII. Requirements for the regime of the day and the organization of the educational process

12.1. The regime of the day and the organization of the educational process in organizations for orphans is built taking into account the characteristics of health differentially for children of preschool and school age.

12.2. The daily routine for preschool children and the organization of the educational process, including physical education, is ensured in accordance with the sanitary and epidemiological requirements for the structure, maintenance and organization of the mode of operation of preschool educational organizations (SanPiN 2.4.1.3049-13).

12.3. In the daily regimen, physical activity should be for preschoolers and younger schoolchildren - up to 50% of the daytime, and for older schoolchildren - up to 30%.

In the afternoon, self-training for school-age children is organized, as well as various types of active activity and recreation: walks with outdoor games, excursions, socially useful work.

Upon completion of individual stages of work, the possibility of individual breaks should be provided.

After completing self-study, classes are held in circles, rehearsals, games, with a total duration of no more than 1.5 hours.

Attendance and participation in cultural, recreational and fitness activities take place in the middle of the week (Wednesday or Thursday), and also on Saturday or Sunday.

12.4. Sports and physical education activities are carried out taking into account the state of health, physical fitness and health groups of children.

Physical education work should be carried out under the supervision of the medical personnel of the organization.

Orphans with disabilities are trained according to individual programs drawn up by a physician and physical education teacher, taking into account the recommendations of specialist doctors.

12.5. The hardening measures are carried out in accordance with the hardening recommendations. It is not allowed to carry out hardening procedures immediately after eating and physical exercise with great stress.

12.6. Treatment and prophylactic procedures should be carried out taking into account the individual characteristics and health status of children.

12.7. Labor training and education is organized in accordance with the content of labor training programs and the interests of children.

12.8. When organizing socially useful work, it is not allowed to involve children in work with harmful or dangerous working conditions, during which it is prohibited to use the labor of persons under 18 years of age, as well as to clean sanitary facilities and places common use, washing windows and lamps, removing snow from roofs, building and repairing types of work.

For agricultural work (practice) in the regions of the II climatic zone, it is necessary to allocate mainly the first half of the day, and in the regions of the III climatic zone - the second half of the day (from 16-17 hours) and the hours with the least insolation. 12.12. 12.13. In the daily routine for school-age children, walks should be provided in the first and second half of the day with a total duration of at least 3.5 hours for children of primary school age and at least 2.5 hours for children of middle and senior school age.

12.14. When organizing the educational process in organizations for orphans, sanitary and epidemiological requirements for the conditions and organization of training in educational institutions must be observed.

12.15. In the daily routine, time is provided for preparing lessons (self-study) during the educational process. The time spent on preparing lessons (self-study) for students should not exceed (in astronomical hours): in grades 2-3 - 1.5 hours, in grades 4-5 - 2 hours, in grades 6-8 - 2.5 hours, in grades 9-11 - up to 3.5 hours.

The order of homework is chosen by the children themselves at their own discretion.

Between study sessions and the beginning of homework preparation, there should be a break of 2-2.5 hours for rest and a walk.

12.16. The duration of TV viewing for preschool children is recommended no more than 40 minutes a day, for primary school children - 1 hour, for middle and senior school age children - 1.5 hours.

12.17. In the daily routine, free time should be provided for younger students - 1-1.5 hours, for older students - 1.5-2 hours (for self-service, hobby activities).

XIII. Requirements for the sanitary maintenance of the territory, premises of the organization for orphans and the conduct of disinfection measures

13.1. Cleaning of premises is carried out in the absence of children in the room every day at least once a day, as well as as necessary with open transoms or windows using detergents, in accordance with the instructions for use.

Contaminated surfaces (door handles, cabinets, window sills, switches, furniture, including tables) and places where dust accumulates (floors near baseboards and under furniture, radiators, lighting fixtures, ventilation grilles) are washed daily. The surface of the window sills should be smooth, without chips, cracks and defects.

In living quarters (bedrooms), wet cleaning is carried out after a night's sleep; in the dining room, eating area - after each meal.

13.2. Each child is provided with a set of towels (for face and hands, for feet and bath), individual items of personal hygiene (toothbrush, soap, washcloth, hairbrush).

A child who is newly placed under the supervision of an organization for orphans is given a clean set of bedding.

13.3. Each child must have three sets of bed linen, including towels and two changes of mattress covers.

Bed linen and towels are individually labeled for each child. Bed linen, except for pillowcases, is marked at the foot edge.

Change of bed linen and towels is carried out as soon as they become dirty, but at least once a week on the day of washing (bathing) children.

In the case of centralized washing, clean linen from the laundry is delivered packed and stored in cabinets (racks).

13.4. The number of replaceable covers for upholstered furniture (sofas, armchairs) must be at least two sets.

Carpets should be vacuumed and cleaned daily with a damp brush. It is allowed to use a vacuum cleaner with a wet mode of operation (washing vacuum cleaner). Replaceable covers for upholstered furniture are washable.

In sports halls used sports mats, carpet, and other inventory and equipment should be covered with materials that can be easily cleaned from dust, wet cleaning and disinfection.

13.7. General cleaning of premises using detergents and disinfectants is carried out once a month.

13.8. Dirty laundry is collected in a double bag made of cloth, oilcloth or plastic and sent to the washing place. After use, cloth bags must be washed, oilcloth and plastic bags must be wiped with hot soapy water or soda solution.

13.9. In the organization for orphans, sanitary and hygienic measures and preventive disinfection are carried out.

The preparation and use of cleaning and disinfecting solutions should be carried out in accordance with the instructions for their use.

Disinfection measures are carried out in accordance with the requirements established by the sanitary rules of SP 3.5.1378-03 "Sanitary and Epidemiological Requirements for the Organization and Implementation of Disinfection Activities" (approved by the decree of the Chief State Sanitary Doctor of the Russian Federation dated 09.06.2003 N 131, registered by the Ministry of Justice of Russia 19.06.2003, registration N 4757).

Disinsection measures are carried out in accordance with the requirements established by the sanitary rules SanPiN 3.5.2.1376-03 "Sanitary and epidemiological requirements for the organization and conduct of disinsection measures against synanthropic arthropods" (approved by the decree of the Chief State Sanitary Doctor of the Russian Federation of 09.06.2003 N 126, registered by the Ministry of Justice of Russia on June 19, 2003, registration N 4756) (hereinafter - SanPiN 3.5.2.1376-03).

Deratization measures are carried out in accordance with the requirements established by the sanitary rules of SP 3.5.3.3223-14 "Sanitary and Epidemiological Requirements for the Organization and Conduct of Deratization Measures" (approved by the decree of the Chief State Sanitary Doctor of the Russian Federation dated 09.22.2014 N 58, registered by the Ministry of Justice of Russia 02/26/2015, registration N 36212) (hereinafter - SP 3.5.3.3223-14).

13.11. When detecting cases of diseases in children during the day (fever, the appearance of a rash, pain, vomiting, diarrhea and other abnormalities in the state of health) should be immediately reported to territorial organizations health care. Sick children are isolated from healthy children until they are hospitalized in a medical and prophylactic organization.

For the period of a sick child's stay in an organization for orphans before his hospitalization, current disinfection is carried out in the patient's environment. After hospitalization of a sick child, final disinfection and ventilation of the premises is carried out. When quarantine is established, preventive disinfection is carried out.

13.12. Disinfection measures are carried out in accordance with the current regulatory and methodological documents using the means permitted in the prescribed manner for use in children's institutions. All types of disinfection treatments are carried out in the absence of children.

Disinfectants must be stored in well-ventilated rooms in the original manufacturer's packaging, out of the reach of children.

13.13. In the medical office, the isolation ward, surfaces, equipment, furnishings, devices are treated with permitted disinfectant solutions. The hands of the medical personnel are treated with a skin antiseptic approved for hygienic treatment of hands.

The resulting class B medical waste is subject to decontamination in accordance with the requirements established by the sanitary rules of SanPiN 2.1.7.2790-10 "Sanitary and Epidemiological Requirements for the Management of Medical Waste" (approved by the Decree of the Chief State Sanitary Doctor of the Russian Federation dated 09.12.2010 N 163, registered by the Ministry of Justice of Russia on February 17, 2011, registration N 19871).

13.14. If rodents and / or insects are found on the territory and / or in the premises, measures for pest control and disinsection are carried out by the organization, if appropriate conditions and trained personnel are available, or by the forces of specialized organizations in accordance with the sanitary and epidemiological requirements for the organization and conduct of disinsection and disinfestation measures (SanPiN 3.5.2.1376-03 and SP 3.5.3.3223-14).

XIV. The main activities carried out by medical personnel

14.1. Medical professionals carry out:

- medical examinations of children upon admission to the organization in order to identify patients;

- systematic monitoring of the state of health of children, especially children with disabilities;

- work on the organization of preventive examinations of children;

- distribution of children to medical groups for physical education;

- informing the heads of organizations, educators, a physical education and labor training worker about the state of children's health, the recommended regime for children with disabilities;

- daily outpatient reception in order to identify sick children, their timely isolation, provision of primary medical care, transportation to a medical organization;

- reporting to territorial medical organizations about cases of infectious diseases among children;

- implementation (control) of the implementation of individual rehabilitation programs for disabled children;

- systematic control over the sanitary condition and maintenance of all premises and territory, compliance with the rules of personal hygiene by children and staff;

- organization and implementation of sanitary and anti-epidemic measures;

- medical control over the organization of physical education and labor training, over the state and maintenance of places of physical education, supervision over the correct implementation of physical education activities, depending on the gender, age and health status of children; carrying out work on the formation of a healthy lifestyle;

- control over catering.

XV. Requirements for the passage of preventive medical examinations, professional hygienic training, personal hygiene of personnel

15.1. Employees of the organization for orphans must undergo preliminary, upon admission to work, and periodic medical examinations in the prescribed manner (order of the Ministry of Health and Social Development of Russia dated 12.04.2011 N 302n "On approval of lists of harmful and (or) dangerous production factors and work in the performance of which mandatory preliminary and periodic medical examinations (examinations) are carried out, and the Procedure for conducting mandatory preliminary and periodic medical examinations (examinations) of workers engaged in heavy work and in work with harmful and (or) dangerous working conditions "(registered By the Ministry of Justice of Russia on October 21, 2011, registration N 22111) as amended by order of the Ministry of Health of Russia dated May 15, 2013 N 296n (registered by the Ministry of Justice of Russia on 07/03/2013, registration N 28970).

Employees of the organization for orphans undergo professional hygienic training and certification upon hiring and then at intervals of at least once every two years, catering workers - once a year.

Employees of the organization for orphans must be vaccinated in accordance with the national calendar of preventive vaccinations (order of the Ministry of Health of Russia dated 03.21.2014 N 125n "On approval of the national calendar of preventive vaccinations and the calendar of preventive vaccinations for epidemic indications" (registered by the Ministry of Justice of Russia on 25.04.2014, registration N 32115).

15.2. Each employee must have a personal medical record, which must include the results of medical examinations and laboratory tests, information about vaccinations, past infectious diseases, information about the passage of professional hygienic training and certification, admission to work.

15.3. Employees of the organization with signs of illness (with sore throats, catarrhal symptoms of the upper respiratory tract, pustular diseases of the hands, sick or suspected of infectious diseases) are not allowed to work with children (educational groups) and to distribute food.

It is not allowed for the employee to simultaneously carry out the activities of cooking and caring for and looking after children.

15.4. The personnel of organizations for orphans (educational groups) must comply with the rules of personal hygiene: come to work in clean clothes and shoes (and use removable shoes indoors); leave outerwear, hats and personal items in the locker room or individual wardrobe, cut your nails short.

15.5. The personnel of the catering unit are provided with special clothing.

Personnel for serving food and washing dishes must have: an apron, a cap or a kerchief; for cleaning the premises - a bathrobe.

Before using the toilet, staff should take off their apron (gown) and wash their hands thoroughly with soap and water after using the toilet.

Xvi. Requirements for compliance with sanitary rules

16.1. The head of the organization for orphans is the person responsible for compliance with these sanitary rules and ensures:

- the presence of the text of these sanitary rules in the organization for orphans;

- Compliance with the requirements of sanitary rules by all employees of the organization for orphans;

- the necessary conditions for compliance with sanitary rules;

- hiring persons who have access for health reasons, who have passed professional hygienic training and certification;

- availability of personal medical books for each employee;

- Timely passing by employees of periodic medical examinations and examinations, professional hygienic training and certification;

- organization of measures for disinfection, disinsection and deratization;

- proper operation of technological, refrigeration and other equipment.

16.2. The responsible person or medical personnel must carry out day-to-day monitoring of compliance with the requirements of sanitary rules.

16.3. For violation of sanitary legislation, the head, as well as officials who violated the requirements of these sanitary rules, are liable in the manner prescribed by the legislation of the Russian Federation.

As long as our society exists, so many children find themselves in difficult life situations, lose their parents, remain without adult care. Therefore, orphanhood, unfortunately, should be perceived only as an integral element of civilization. Caring for orphans is the most important direction of the state's social policy, which provides for the organization of activities for their upbringing and education, health improvement and physical development, habilitation and rehabilitation. Moreover, it must be carried out in conditions that are safe for the health of children, which is guaranteed by the observance of sanitary and epidemiological rules and regulations.

By Decree of the Chief State Sanitary Doctor of the Russian Federation of 09.02.2015 No. 8 (hereinafter referred to as the Resolution), SanPiN 2.4.3259-15 "Sanitary and epidemiological requirements for the device, maintenance and organization of the operating mode of organizations for orphans and children left without parental care" ... They are aimed at protecting the health of children during their stay in organizations for orphans and children left without parental care, as well as in organizations providing temporary accommodation and social rehabilitation of minors who find themselves in difficult life situations and need social assistance from the state. SanPiN 2.4.3259-15 entered into force on September 1, 2015. Previously, the sanitary and epidemiological requirements for the functioning of such institutions were established by various regulatory legal acts, namely:

SP 2.4.990-00 "Hygienic requirements for the arrangement, maintenance and organization of the operating mode in orphanages and boarding schools for orphans and children left without parental care";

SanPiN 2.4.1201-03 "Hygienic requirements for the design, maintenance, equipment and operating hours of specialized institutions for minors in need of social rehabilitation."

Our help. According to clause 3 of the Resolution, from September 1, 2015, SanPiN 2.4.1201-03 and regulatory legal acts, which amended these sanitary and epidemiological rules and standards, were terminated. SP 2.4.990-00 is not mentioned in the Resolution, however, from the date of commencement of the validity of SanPiN 2.4.3259-15, they also lost force, since their application became excessive.

SanPiN 2.4.3259-15 are mandatory for all citizens, legal entities and individual entrepreneurs whose activities are related to the design, construction, reconstruction, overhaul and operation of facilities of organizations for orphans and children left without parental care, as well as organizations, providing temporary accommodation and social rehabilitation of minors who find themselves in a difficult life situation and need social assistance from the state (hereinafter - organizations for orphans). These include educational and medical institutions, as well as organizations providing social services in which orphans live. SanPiN 2.4.3259-15 does not apply to families raising children in various forms of family arrangement (guardianship, guardianship, family orphanages, foster families).

In addition, SanPiN 2.4.3259-15 covers the issues of medical support for children, preventive medical examinations, professional hygienic training, personal hygiene of personnel. Many of the sanitary and epidemiological requirements established in SanPiN 2.4.3259-15 are similar to those presented in the relevant regulatory legal acts for the functioning of educational organizations for preschool and school children. Therefore, let us dwell in more detail on those moments that reflect the specifics of the work of organizations for orphans.

Accommodation and territory

According to clause 2.3 of SanPiN 2.4.3259-15, organizations for orphans can be located in detached buildings, built-in, built-in-attached to residential buildings, attached to the ends of residential buildings, in residential premises of the housing stock. Moreover, if the institution does not carry out educational activities, it is recommended to place it near educational institutions, taking into account the radius of pedestrian accessibility in accordance with the requirements established by SanPiN 2.4.2.2821-10 "Sanitary and epidemiological requirements for the conditions and organization of training in educational institutions." In cases where the implementation of this recommendation is not possible, transport services for children should be provided, including transportation to and from school.

If an organization for orphans is located in a separate area, it must be zoned. In accordance with clause 3.2 of SanPiN 2.4.3259-15, a recreation area, a game, physical culture and sports, economic zone is allocated. The equipment of the zones depends on the age of the children (preschoolers, schoolchildren), as well as their state of health.

On the playgrounds, as follows from clause 3.4 of SanPiN 2.4.3259-15, to protect children of early and preschool age from the sun and precipitation, shade canopies or walking verandas are installed. Playgrounds for preschoolers are also equipped with sandboxes. We draw your attention to the fact that the new document does not directly indicate the observance of the principle of group isolation, which is mandatory for kindergartens.

For recreation of school-age children and the implementation of educational programs that provide for outdoor activities, a special zone is allocated, the composition, planning organization and equipment of sites in which must meet the age-related needs of pupils in various types of games and recreation.

In cases where the zoning of the territory for some reason is impossible, clause 3.8 of SanPiN 2.4.3259-15 is allowed to use sports facilities, the territory of squares, parks and other territories located near organizations for orphans and children adapted for walks and classes physical education.

Building and premises

If we are talking about the construction of new and reconstruction of existing buildings of organizations for orphans, then in accordance with clause 4.1 of SanPiN 2.4.3259-15 they provide living conditions, upbringing, education, medical support and the provision of social services, providing for the implementation of the principles of family education in educational groups. A new approach to raising children in such institutions is reflected in the Regulation on the activities of organizations for orphans and children left without parental care, and on the placement of children without parental care in them (hereinafter - the Regulation), in force from September 1, 2015 In accordance with clause 33 of the Regulations, the residence of children is organized according to the principles of family upbringing in educational groups placed in living quarters created according to the apartment type.

Planning solutions for buildings should provide for the following functional areas and premises:

For the residence of children and educators;

For recreation, games, activities;

For storing food products and food raw materials, preparing and eating food;

For storage of means of individual movement, technical means of rehabilitation, sports equipment;

For medical care;

For carrying out rehabilitation activities;

Premises for administrative purposes;

Sanitary facilities.

The requirements for water supply and sewerage, air-thermal regime, natural and artificial lighting, insolation, set out in SanPiN 2.4.3259-15, are traditional for organizations in which children and adolescents stay. The only peculiarity concerns the air temperature in dressing rooms, classrooms (preparation of lessons), living rooms (bedrooms), dining, recreation and games (living rooms), sanitary facilities. According to clause 10.3 of SanPiN 2.4.3259-15, it must be at least 20 ° C.

The minimum required set of premises for educational groups includes:

Living rooms (bedrooms) - at least 4.5 m 2 per child;

Room for rest and games (living room) - not less than 2.0 m 2 per child;

Room for classes (preparation of lessons) - at least 2.0 m 2 per child;

Room for receiving and (or) cooking food - at least 1.5 m 2 per child;

Sanitary unit, shower room (bathroom) - at least 1.5 m 2 per child;

Teacher's room - at least 6.0 m 2 for one adult;

Dressing room (hallway) - not less than 1.2 m 2 per child.

Sanitary facilities and showers (bathrooms) can be placed in separate and / or combined rooms.

It is important! According to clause 4.5 of SanPiN 2.4.3259-15, the number of children in the educational group under the age of 4 years should not exceed 6 people, at the age of 4 years and older - 8 people. If there are children under the age of 4 and older in the educational group, the occupancy of the group should not exceed 6 people.

Living rooms (bedrooms) for school-age children of different sex should be separate. It is not recommended to accommodate more than 4 children in the same room. Bedrooms are equipped with stationary beds in accordance with the height and age characteristics of children, wardrobes for storing personal belongings of pupils, bedside tables. But on folding and transformable (pull-out, roll-out) beds in organizations for orphans, clause 4.9 of SanPiN 2.4.3259-15 is banned. Note that in preschool educational institutions, under certain conditions, it is possible to use transformable or folding beds with a rigid bed for children's sleep.

Special requirements are also provided for medical premises, the set of which is determined by the volume of medical services provided (clause 4.16-4.17 of SanPiN 2.4.3259-15). Among the mandatory in the organization for orphans is an admission-quarantine department, designed to accommodate newly admitted children in it for the period of establishing their presence or absence of infectious diseases. It is equipped with a separate entrance, consists of an admission and examination room, at least 2 rooms of the isolation ward, a buffet, a doctor's office, a medical office, sanitary facilities (a sanitary unit, a shower (bathroom) room). The isolation wards are separated from the rest of the medical premises by a lock with a washbasin. The area of ​​the wards of the isolation ward is taken at the rate of at least 6.0 m 2 per 1 bed. The medical office is located next to the wards of the isolation ward and has a separate entrance from the corridor. In the pantry of the reception and quarantine department, washing baths, a tank for disinfecting dishes, a cabinet for storing dishes and equipment, and a table are installed.

If an organization for orphans implements educational activities for general education programs, then for these purposes premises are provided that comply with SanPiN 2.4.2.2821-10.

Pupils with disabilities in an organization for orphans

Violations in the physical or mental health of pupils of organizations for orphans further complicate the process of their socialization. For the full-fledged life of such children, special conditions are required.

During the construction and reconstruction of buildings of organizations for orphans for pupils with disabilities and disabled children, an accessible (barrier-free) environment is created on the territory and in the premises, taking into account the peculiarities of their health, ensuring the free movement of children.

Section V of SanPiN 2.4.3259-15 is devoted to the requirements for the equipment of premises for orphans with disabilities.

According to clause 5.1 of SanPiN 2.4.3259-15, the upbringing of orphans with disabilities is organized in groups of compensatory, combined and recreational orientation. Compensatory groups are intended for the implementation of a qualified correction of disabilities in the physical and mental development of children with disabilities. As a rule, these are deaf and hard of hearing, blind and visually impaired children, pupils with severe speech disorders, phonetic and phonemic disorders, disorders of the musculoskeletal system, mental retardation, mental retardation, autism, a complex defect (a combination of two or more physical and (or) mental development), etc. Combined orientation groups involve the joint upbringing and education of healthy children and children with disabilities. Children with tuberculosis intoxication, often ill and other children who need a set of special health-improving measures, are brought up in the health-improving groups.

It is important! SanPiN 2.4.3259-15 establish requirements for the device, content and organization of work only for educational groups of a compensatory and combined orientation.

For orphans with disabilities, in particular those with physical defects that impede movement, impaired coordination of movements, with a weakening or lack of vision, etc., the possibility of convenient movement inside the building is provided. So, doorways must be of sufficient width, stairs - with double-sided handrails, which are installed on two levels (the first level is at a height of 0.9 m, the second - 0.5 m). In rooms for children with visual impairments, the color of doors and door trims, protruding parts of buildings, step boundaries, furniture and equipment should contrast with the color of the walls. Rooms for recreation and games, living rooms (bedrooms), rooms for classes (preparation of lessons) for blind, visually impaired children require a southern and eastern orientation on the sides of the horizon. The level of artificial illumination in rooms for recreation and games, classes (preparation of lessons) should be at least 600 lux for blind and visually impaired children, no more than 300 lux for children suffering from photophobia. The swimming pool is equipped with a device for raising and lowering children with musculoskeletal disorders.

Daily regime

The regime of the day and the organization of the educational process in institutions for orphans are built taking into account the characteristics of their health differentially for pupils of preschool and school age.

In clause 12.9 of SanPiN 2.4.3259-15, the age norms of the daily sleep requirement of children are given. So, for children 6-7 years old, the need for sleep is 11 hours a day, 8-9 years old - 11-10.5 hours, 10 years old - 10.5-10 hours, 11-12 years old - 10-9 hours, 13 -14 years old - 9.5-9 hours, 15 years and older - 9-8.5 hours. It is recommended that children of primary school age go to bed no later than 21.00, children of middle and senior school age - no later than 22.00-22.30. The rise of children after a night's sleep should be carried out no earlier than 7.00. Children of preschool and primary school age with health deviations, recovering from infectious diseases, quickly getting tired, need a daytime sleep of 1.5-2 hours.

According to clause 12.12 of SanPiN 2.4.3259-15, children must eat at least 5 times a day (breakfast, lunch, lunch, afternoon tea, dinner). The intervals between meals for preschool children do not exceed 3.5 hours, for school children - 4 hours. During the educational process, it is recommended to organize a second breakfast after the second or third lesson.

In accordance with clause 12.3 of SanPiN 2.4.3259-15, in the daily routine of preschoolers and younger students, physical activity should take up to 50% of the daytime, in the daily routine of senior schoolchildren - up to 30%. Sports and physical education activities are carried out taking into account the state of health, physical fitness and health groups of children. Work on physical education should be carried out under the supervision of the medical personnel of the organization for orphans. Children with disabilities are engaged in individual programs drawn up by a doctor and physical education teacher, taking into account the recommendations of specialist doctors. On weekends and holidays, it is necessary to allocate time for additional stay of children in the fresh air for hobby activities, sports events, excursions, hiking, socially useful work.

We prevent mistakes

As follows from clause 12.8 of SanPiN 2.4.3259-15, it is not allowed to involve children in work with harmful or hazardous working conditions, during which it is prohibited to use the labor of persons under 18 years of age, as well as to cleaning sanitary facilities and common areas, washing windows and lamps, snow removal from roofs, construction and repair work.

Nutrition and drinking regime

On the key points of organizing meals in institutions for orphans, SanPiN 2.4.3259-15 refers to SanPiN 2.4.1.3049-13, which should correspond to the nutrition of children under 3 years of age and older children of preschool age, as well as to SanPiN 2.4.5.2409-08 " Sanitary and Epidemiological Requirements for the Organization of Nutrition for Students in General Education Institutions, Primary and Secondary Education Institutions ", which must be observed when providing food for school-age children. Clause 6.9 of SanPiN 2.4.3259-15 establishes that food for children with chronic diseases is organized according to the principles of therapeutic and preventive nutrition for children, taking into account the peculiarities of the existing pathology, on the basis of appropriate nutritional standards.

As follows from clauses 6.1, 6.8 of SanPiN 2.4.3259-15, meals for children can be organized in the dining room, in the room for receiving and (or) cooking, or for recreation and games for children. The number of seats should ensure that all children can eat at the same time. Food for children in the room for receiving and (or) cooking is allowed if the residence of orphans is organized according to the apartment type (according to the principles of family education). In this case, the arrangement, equipment and maintenance of such premises, as well as food for children, must comply with clause 6.2-6.14 of SanPiN 2.4.3259-15.

Clause 6.10 of SanPiN 2.4.3259-15 allows the delivery of ready-made meals and culinary products, semi-finished products from food factories or catering organizations. It should be carried out in an insulated container. If the container ensures that the temperature of hot dishes is maintained at the level of +60 ° C ... +65 ° C, the ready-made first and second courses can be in it for no more than 2 hours before being distributed to children.

The requirements for the organization of the drinking regime are similar to those for children's educational or health-improving institutions. According to clause 7.1 of SanPiN 2.4.3259-15, the drinking regime is organized using water at room temperature, packaged in containers, or bottled or boiled drinking water. Its quality and safety must meet the requirements for drinking water. Boiled water can be stored for no more than 3 hours. Clause 7.2 of SanPiN 2.4.3259-15 allows the child to consume bottled drinking water directly from the consumer package, provided that its volume does not exceed 0.33 liters.

A few words about the important

The requirements for the sanitary maintenance of the territory, the premises of the organization for orphans and the conduct of disinfection measures, as well as the requirements for the passage of preventive medical examinations, professional hygienic training, personal hygiene of personnel, are quite standard and almost similar to those presented in other documents addressed to institutions for children and adolescents. Here are just a few of them. So, according to clause 13.1 of SanPiN 2.4.3259-15, wet cleaning in living quarters (bedrooms) is carried out after a night's sleep, in the dining room, in the dining room - after each meal. General cleaning of premises using detergents and disinfectants in accordance with clause 13.7 of SanPiN 2.4.3259-15 is carried out once a month.

On the basis of clause 13.2 of SanPiN 2.4.3259-15, each child is provided with a set of towels (for face and hands, for feet and bath), individual items of personal hygiene (toothbrush, soap, washcloth, comb). Bed linen, towels are changed as they become dirty, but at least once a week - on the day of washing (bathing) children.

As follows from clause 13.11 of SanPiN 2.4.3259-15, when detecting cases of diseases in children during the day (fever, rash, pain, vomiting, diarrhea and other abnormalities in health), you must immediately report this to territorial bodies health care. In conclusion, we dare to suggest that SanPiN 2.4.3259-15 gave rise to not only the desire of the control and supervisory body to generalize and update the existing normative acts that established the requirements for institutions in which orphans stay, children left without parental care who need social rehabilitation. There is a need to change the very approach to the upbringing of orphans in specialized institutions. So, SanPiN 2.4.3259-15, and laterDecree of the Government of Russia dated May 24, 2014 No. 481 enshrined a provision that proclaimed the priority of the principle of family education, and with it the requirement to organize the accommodation of orphans in premises created according to the apartment type. The entry into force of these documents marked the beginning of activities aimed at bringing organizations for orphans closer to the family type.

These sanitary rules are binding on all legal entities and individual entrepreneurs whose activities are related to the design, construction, reconstruction, operation of specialized institutions for minors, the upbringing and education of children and adolescents, as well as for bodies and institutions exercising state sanitary and epidemiological supervision. ...

1.4. The commissioning of specialized institutions for minors, as well as the reconstruction, expansion and other changes in the structure, equipment and purposes of premises, is allowed if there is a sanitary and epidemiological conclusion on compliance with sanitary rules and regulations.

1.5. Specialized institutions are intended for children and adolescents from 3 to 18 years old in need of emergency social assistance.

1.6. Capacity of specialized institutions:

· For shelters - optimal - 30 pupils, permissible - 50;

· For other types of specialized institutions - optimal 60 pupils, permissible - no more than 100.

1.7. The number of pupils in groups with round-the-clock stay should be no more than 7 people, in day-stay groups - no more than 10.

1.8. Groups are completed taking into account the age of children and adolescents:

· 36 years,

7 - 10 years old,

11 - 14 years old,

15 - 18 years old.

It is allowed to stay in the same group of children of preschool and primary school age.

2. Hygienic requirements for the device, maintenance, organization of the working regime in specialized institutions for minors in need of social rehabilitation

2.1. Site requirements

2.1.1. Institutions should be located in green areas of cities, suburban and rural areas, in isolated land plots... Distances from industrial, communal and economic organizations, structures for vehicles, residential buildings to specialized institutions for minors are taken in accordance with the requirements for the planning and development of urban and rural settlements.

The placement of institutions on the territory of the sanitary protection zone is not allowed.

Main engineering communications for urban (rural) purposes (water supply, sewerage, heat supply, power supply) should not pass through the territory of institutions.

2.1.2. The land plot must be dry, clean, well ventilated and insulated, and have convenient access roads;

entrance for cars and entrance for children, adults must be separate.

In difficult terrain, the site must have a drainage of storm and flood waters.

Specialized institutions for minors are not placed on intra-quarter and especially inter-quarter thoroughfares with regular traffic.

Approaches to the building, the paths of movement of pupils should not intersect with the travel routes of transport.

2.1.4. The land plot must have a fence with a height of at least 1.6 m and be illuminated in the evening when the illumination rate on the ground is at least 10 lux.

2.1.15. In the economic zone, at a distance of at least 25 m from the building of the institution, a waste collection area should be equipped. Containers with lids are installed on a hard-surfaced site. The dimensions of the site should exceed the area of ​​the base of the containers by 1.0 m in all directions.

2.1.16. In the economic zone, depending on the specific conditions and if there is sufficient space, there can be located: a garage, repair shops, warehouses, a vegetable store, etc.

2.1.17. If there is sufficient space on the territory of the institution, vegetable gardens and greenhouses are organized.

2.2. Building requirements

2.2.1. Institutions must be located in detached buildings. The number of storeys in buildings should not exceed 3 floors. Accommodation for children of preschool and primary school age should not exceed 2 floors.

2.2.2. The planning solution of the building should ensure the principle of group isolation, a clear division into the main functional groups premises: reception department, residential, educational, general educational purposes, psychological correction and social rehabilitation, medical services, administrative and household premises with a catering unit and a laundry. In addition to the above, a group of premises for additional classes may be provided: music, physical education, labor and hobby activities.

2.2.3. External entrances to buildings are equipped with vestibules: one - in III B climatic subdistrict, double - in I B, I D, II and III climatic regions, a triple vestibule at an angle - in IA, IB and IG climatic sub-regions (internal doors should not have continuous glazing , the outer door must open inward).

The area of ​​the premises for classes using computers should be at the rate of 6 m per 1 workplace.

2.2.7.9. In the presence of sufficient space in the composition of the premises, it is recommended to provide a gymnasium for physical education and an assembly hall for social events and music lessons.

The area of ​​the assembly hall should be calculated for 120% of the number of children (counting on staff and guests) and be at least 1.2 m for 1 seat in the hall.

The area of ​​the sports hall should be at least 70 m.When organizing sports halls for individual sports, sanitary and building codes and rules.

Sports, music and festive events can be held in one common room.

2.2.8. Dining room

2.2.8.1. The dining room is allocated in a special block on the 1st floor with a mandatory separate exit to the utility yard.

2.2.8.2. With a capacity of more than 30 people, the dining room includes:

Dining room - the area of ​​the room is taken at the rate of 1.5 m per 1 seat;

Hot shop area

Cold shop area

Meat and fish shop with an area

Vegetable workshop area

Bread slicer;

Washing room for dining room and kitchen utensils (the area of ​​washing for dining utensils for manual washing should be at least 16 m, for mechanized washing - at least 30 m);

Cooled chamber or refrigerated cabinet;

Low temperature chamber;

Pantry of vegetables and dry foods;

Household premises for catering staff (changing room, toilet, showers);

Storage room for containers.

2.2.8.3. With a capacity of a specialized institution of up to 30 places, it is allowed to equip a catering unit with the following composition of premises: a kitchen with blank and washing facilities for dining room and kitchen utensils, a pantry for dry products with a refrigeration unit and pantries for vegetables. The washing room, billet are separated from the kitchen by equipment or partitions - screens 2 m high.

2.2.8.4. The floors in the washing and industrial premises should have a drain with a slope for the drainage of water into the sewer.

2.2.8.5. In front of the dining room or inside it, a sink should be provided at the rate of at least 1 washbasin for 18 seats.

2.2.8.6. In industrial premises, technological equipment powered by electricity, gas or solid fuel; the stove of solid fuel stoves must be taken to a separate room with an exit to the outside.

2.2.9. Medical premises

2.2.9.1. Medical facilities should include:

Pediatrician's office with an area of ​​at least 12 m2;

Psychoneurologist-psychologist's office with an area of ​​at least 14 m2;

Psychotherapy room with an area of ​​at least 18 m2;

Nurse's office with an area of ​​at least 14 m;

Treatment room with an area of ​​18 m2;

Sanitary facilities for staff;

Isolator for at least 2 wards (no more than 2 beds each) with a sanitary unit.

If there is sufficient space, physiotherapy, dental, etc. rooms can be additionally organized.

2.2.9.2. Medical facilities, sleeping and working areas for children should be isolated from the kitchen and laundry in order to avoid the negative effects of noise, high temperatures, humidity and odors.

2.2.10. Department of Social and Legal Assistance

2.2.10.1. The department of social and legal assistance should include offices for social workers (at least 2).

2.2.11. Administrative and utility rooms

2.2.11.1. As part of the administrative and economic and auxiliary blocks, it is necessary to provide:

Lobby with wardrobe for staff and visitors;

Director's office with an area of ​​at least 12 m;

Methodical office with an area of ​​at least 15 m;

Household pantry with an area of ​​at least 10 m;

2.3. Requirements for interior decoration

2.3.1. For the interior decoration of the premises of specialized institutions for minors in need of social rehabilitation, materials permitted for use in construction should be used. educational institutions in the presence of a sanitary and epidemiological conclusion on compliance with sanitary rules.

2.3.2. The surfaces of walls, ceilings, floors of the main premises must be smooth, allowing them to be cleaned (washed) and disinfected. The panels are painted with light-colored oil paints to a height of 1.8 m with a reflection coefficient of 0.7 - 0.6. Walls and ceilings are painted with paints with a reflectance of 0.8 - 0.7 using water-based paints, chalk or lime whitewash.

2.3.3. The walls of the production and storage facilities of the catering unit should be faced with glazed tiles or painted to a height of 1.8 m with moisture-resistant paints that allow systematic cleaning and wet processing using detergents and disinfectants.

2.3.4. Walls in rooms with a wet mode (showers, washrooms, laundries, laundry rooms), pantries for storing clean and dirty linen, buffets, toilets are faced with ceramic glazed tiles or other moisture-resistant materials to a height of 1.8 m.

2.3.5. Walls in corridors and halls should be finished with facing materials that are approved for use in accordance with the established procedure and that allow wet cleaning with the use of detergents and disinfectants, or painted with oil paint to a height of 1.8 m.

2.3.6. Ceilings in rooms with a wet mode (showers, laundry rooms, laundries, washrooms, etc.) and toilets are painted with oil paint.

2.3.7. The floors of the premises of specialized institutions should be smooth, tightly fitted, without cracks and defects.

2.3.8. As materials for floors, you should use wooden coatings or synthetic polymer materials that have a sanitary and epidemiological conclusion for compliance with sanitary rules.

2.3.9. The floors in rooms with a wet mode are covered with metlakh tiles.

2.3.10. The floors in the premises of the dishwashing department of the catering unit, showers, laundry rooms, and laundries are equipped with ladders with appropriate floor slopes to the openings of the ladders.

2.4. Requirements for equipment of premises

2.4.1. When equipping specialized institutions, it is necessary to take into account the growth data and age characteristics of children, compliance hygiene requirements.

The use of furniture is allowed only if there is a sanitary and epidemiological conclusion on the compliance of this furniture with sanitary rules.

2.4.2. Reception and dressing rooms are equipped with wardrobes for outerwear of children, staff and drying cabinets for clothes and shoes. It is allowed to arrange one drying cabinet with a capacity of up to 20 sets for 2 groups. Wardrobes must be fixed and equipped with individual shelves for hats and hooks for outerwear.

2.4.3. In the group room for children 3-7 years old, it is necessary to provide conditions for games, activities for children and eating, as well as the ability to independently regulate the psychological distance with the teacher or peers, up to relative solitude. The latter is achieved by dividing the playing area using equipment into semi-closed compartments with an area of ​​2 to 6 m, as well as creating zones of psychological relief - a "home corner".

2.4.4. Each child should have an individual seat at the children's table. For children from 2 to 4 years old, 4-seater tables are installed, for children from 4 to 7 years old - 2-seater tables, which are placed during classes similar to student tables at school. When placing children's tables, it is necessary to ensure free access to each child, as well as sufficient passage between the rows. During classes, the distance between the rows of tables should be set at least 0.5 m. Tables are installed near the light-carrying wall with mandatory left-hand lighting at a distance of 1 m.

2.4.5. The distance from the board to the first tables is at least 2 m, in the extreme rows with a three-row arrangement - 2.4 m. The distance from the board to the last table should be no more than 8 m.

2.4.7. When organizing meals for children in a group, the distance between the tables should be set at least 1.2 m.

2.4.8. The main dimensions of sets of furniture (tables and chairs) for preschool and school children must comply with state standards for children's and school furniture (Appendix 1).

It is forbidden to use stools or benches instead of chairs.

2.4.9. "Home corner" is equipped as a fragment of the living room with furniture, landscaping, TV, etc. The placement of flowers should not reduce the level of natural light.

2.4.10. When using upholstered furniture, it is necessary to have removable covers (at least 2 shifts) with their obligatory change once a month and as they become dirty.

2.4.11. In group rooms for storing toys and aids, special cabinets are installed.

2.4.12. Television sets are installed on special pedestals at a height of 1-1.3 m from the floor and at a distance of at least 4 m from the pupils' eyes.

2.4.13. In pantries, 2-section sinks are installed (with a mandatory device for air breaks when connected to the sewer network), tables, hanging dryers and closed shelves (or cabinets) for storing clean dishes.

2.4.14. Bedrooms for preschool children up to 3 years old are equipped with stationary beds 120 cm long, 60 cm wide with a variable bed height and a fence; for children 3-7 years old - beds 140 cm long, 60 cm wide.

Stationary bunk beds are not allowed.

2.4.15. Sleeping rooms for school-age children are provided with hard and soft inventory in accordance with the requirements for furniture.

I. General provisions and scope

1.1. These sanitary and epidemiological rules and regulations (hereinafter referred to as the sanitary rules) are developed in accordance with the Federal Law "On the Sanitary and Epidemiological Welfare of the Population" dated March 30, 1999 N 52-FZ, the Federal Law "On the Basics of the System for the Prevention of Neglect and Juvenile Delinquency" June 24, 1999 N 120-FZ (Collected Legislation of the Russian Federation, 1999, N 26, Art. 3177), the Law of the Russian Federation "On Education" dated January 13, 1996 N 12-FZ (as amended) (Collected Legislation of the Russian Federation, 2002, N 7, p. 631), Resolution of the Government of the Russian Federation of November 27, 2000 N 896 "On Approval of Model Regulations on Specialized Institutions for Minors in Need of Social Rehabilitation" (Collected Legislation of the Russian Federation, 2000, N 49, Article 4822).

1.2. Sanitary rules and norms establish sanitary and epidemiological requirements for the design, maintenance, equipment and operation of specialized institutions for minors in need of social rehabilitation (social shelters, social rehabilitation centers for minors, centers for helping children), regardless of the form of ownership and departmental affiliation ...

1.3. These sanitary rules are binding on all legal entities and individual entrepreneurs whose activities are related to the design, construction, reconstruction, operation of specialized institutions for minors, the upbringing and education of children and adolescents, as well as for bodies and institutions exercising state sanitary and epidemiological supervision. ...

1.4. Commissioning of specialized institutions for minors, as well as reconstruction, expansion and other changes in the structure, equipment and purpose of the premises are allowed if there is a sanitary and epidemiological conclusion on compliance with sanitary rules and regulations.

1.5. Specialized institutions are intended for children and adolescents from 3 to 18 years old in need of emergency social assistance.

1.6. Capacity of specialized institutions:

for shelters: optimal - 30 pupils, permissible - 50;

for other types of specialized institutions: optimal - 60 pupils, permissible - no more than 100.

1.7. The number of pupils in groups with round-the-clock stay should be no more than 7 people, in day-stay groups - no more than 10.

1.8. Groups are completed taking into account the age of children and adolescents:

7-10 years old,

11-14 years old,

15-18 years old.

It is allowed to stay in the same group of children of preschool and primary school age.

II. Hygienic requirements for the device, maintenance, organization of the working regime in specialized institutions for minors in need of social rehabilitation

2.1. Site requirements

2.1.1. Institutions should be located in green areas of cities, suburban areas and rural areas, on separate land plots. Distances from industrial, communal and economic organizations, structures for vehicles, residential buildings to specialized institutions for minors are taken in accordance with the requirements for the planning and development of urban and rural settlements.

The placement of institutions on the territory of the sanitary protection zone is not allowed.

Main engineering communications for urban (rural) purposes (water supply, sewerage, heat supply, power supply) should not pass through the territory of institutions.

2.1.2. The land plot must be dry, clean, well ventilated and insulated, and have convenient access roads; entrance for cars and entrance for children, adults must be separate.

In difficult terrain, the site must have a drainage of storm and flood waters.

2.1.3. It is recommended to locate institutions near general education schools.

Specialized institutions for minors are not placed on intra-quarter and especially inter-quarter thoroughfares with regular traffic.

Approaches to the building, the paths of movement of pupils should not intersect with the travel routes of transport.

2.1.4. The land plot must have a fence with a height of at least 1.6 m and be illuminated in the evening when the illumination rate on the ground is at least 10 lux.

2.1.5. Landscaping area should be at least 50% of the area of ​​the site. For landscaping the site, it is prohibited to use trees and shrubs with thorny branches and poisonous fruits. Trees should be planted at least 15 m from the building, shrubs at least 5 m.

2.1.6. The area of ​​the site should be taken at the rate of at least 40 m per 1 place.

2.1.7. The area of ​​playgrounds should be taken 6-8 m per 1 child based on the simultaneous presence of all preschool children and 40-50% of school children. The sites should have a grassy-sandy cover.

2.1.8. Playgrounds should be equipped with shady canopies with an area of ​​at least 2 m per 1 seat, designed to hold games in bad weather and protect pupils from overheating in sunny weather.

Shade canopies should be covered on three sides (for protection from the wind) and have a plank floor at least 15 cm from the ground.

2.1.9. It is recommended to provide the following equipment on playgrounds:

- for children of preschool and primary school age - swings, rocking chairs, fungi, benches for rest, sandboxes, platforms for the development of basic types of movement (for climbing, rolling, etc.);

- for children of middle and senior school age - gazebos and benches for rest and reading, tables for games.

2.1.10. The equipment on the site must correspond to the height of children, be in good working order, firmly fixed, without protrusions and roughness. The coating must be waterproof and can be cleaned and disinfected.

2.1.11. The territory provides for a sports ground, and if there is sufficient space - sports grounds for playing table tennis, volleyball, badminton, football. These playgrounds are located near the playgrounds for children of middle and senior school age.

2.1.12. The dimensions of the sports grounds must be at least: for table tennis 2.8 mx 1.5 m; for volleyball - 9 mx 18 m; for football - 40 mx 80 m; for badminton - 13.5 x 6 m; for physical culture - 80-100 m.

2.1.13. Children's playgrounds and sports grounds should not have viewing wells for servicing external water supply and sewerage networks.

2.1.14. The economic zone should be located near the catering unit, have a hard surface (asphalt or concrete), an independent entrance from the street and be fenced off by green spaces from other areas for the recreation of children and adolescents.

2.1.15. In the economic zone, at a distance of at least 25 m from the building of the institution, a waste collection area should be equipped. Containers with lids are installed on a hard-surfaced site. The dimensions of the site should exceed the area of ​​the base of the containers by 1.0 m in all directions.

2.1.16. In the economic zone, depending on the specific conditions and if there is sufficient space, there can be located: a garage, repair shops, warehouses, a vegetable store, etc.

2.1.17. If there is sufficient space on the territory of the institution, vegetable gardens and greenhouses are organized.

2.2. Building requirements

2.2.1. Institutions must be located in detached buildings. The number of storeys in buildings should not exceed 3 floors. Accommodation for children of preschool and primary school age should not exceed the 2nd floor.

2.2.2. The planning solution of the building should ensure the principle of group isolation, a clear division into the main functional groups of premises: admission department, residential, educational, general educational purposes, psychological correction and social rehabilitation, medical services, administrative and household premises with a catering unit and a laundry. In addition to the above, a group of premises for additional classes may be provided: music, physical education, labor and hobby activities.

2.2.3. External entrances to buildings are equipped with vestibules: one - in IIIB climatic subdistrict, double - in IV, ID, II and III climatic regions, triple vestibule at an angle - in IA, IB and IG climatic subareas (internal doors should not have continuous glazing, external the door must open inward).

2.2.4. The height of ladder rails used by children should be 1.8 m or 1.5 m with a continuous mesh railing.

2.2.5. In the basement and basement floors, premises for the stay of children (educational, living, dressing rooms, workshops, circle activities, sports, medical facilities, etc.) should not be placed.

Basements and basements must be used in accordance with building codes.

2.2.6. Admission department

2.2.6.1. The admission department is intended for:

- for the primary sanitization of pupils;

- to conduct a medical examination and send them, if there are indications for treatment, to an inpatient medical institution;

- to provide primary psychological and medical care.

2.2.6.2. The admission department is located on the ground floor with the obligatory independent exit to the site.

2.2.6.3. The admission department includes:

- a sanitary inspection room (a receiver, a room for an initial examination, a pantry for collecting clothes worn by children upon admission to an orphanage, a disinfection chamber (in the absence of a disinfection chamber in an institution, a disinfection chamber is used in nearby institutions by agreement), a shower room, a sanitary unit);

- a medical examination room with an area of ​​at least 12 m;

- an insulator (at least 2 chambers, 9 m each);

- a room for treatment against head lice with an area of ​​at least 6 m;

- a canteen with a 3-section sink with an area of ​​at least 6 m;

- a sanitary unit with a bathroom or shower area of ​​at least 8 m and a dressing room for pupils with an area of ​​at least 5 m;

- a changing room for staff with an area of ​​at least 5 m.

2.2.7. Department of Implementation of Social Rehabilitation Programs

2.2.7.1. The department creates rehabilitation age groups for round-the-clock or day-time stays.

2.2.7.2. The complex of premises necessary for the round-the-clock stay of children is combined according to the principle of a residential cell and should be isolated for preschool children. It is allowed to stay in the same cell for children of preschool and primary school age.

2.2.7.3. For groups of preschool children, the following set of premises is required:

- dressing room with drying cabinets (area at the rate of at least 0.7 m per 1 person);

- a bedroom for no more than 4 people, with an area of ​​at least 3 m per 1 person;

- group play area at the rate of at least 2.5 m per 1 child;

- a pantry with a 2-section sink with an area of ​​at least 3 m;

- shower room;

- sanitary facility with an area of ​​0.8 m per 1 child (washrooms, latrines); a place for storing cleaning equipment should be provided.

2.2.7.4. For groups of school-age children, the following premises are provided:

- dressing rooms with drying cabinets, separate for boys and girls, at the rate of at least 0.7 m per 1 person;

- bedrooms for no more than 4 places for pupils of 8-14 years old and no more than 3 places for pupils of 15-18 years old with an area of ​​at least 4 m per 1 person;

- a general group room (living room) with an area of ​​at least 20 m;

- sanitary unit with an area of ​​0.8 m per 1 pupil (separate washrooms and toilets for boys and girls);

- shower room, girls' personal hygiene room;

- a place for washing personal items (socks, knee-highs, tights, etc.) by children from the age of 10.

Bedrooms are grouped into sleeping sections by age, separately for boys and girls.

Allocation of places for self-study and preparation of lessons (equipped with local lighting) in the bedroom is allowed, provided that its area is at least 6 m per pupil.

In the general group room (living room), there should be a place for preparing lessons, equipped with local lighting, a separate place for holding tea together, receiving friends, etc., and a zone of psychological relief, in which a couch or an armchair should be located.

In the absence of showers in groups, it is necessary to provide for a common shower or bath in the institution and use them according to schedules (daily and bath days).

2.2.7.5. For the organization in the educational institution of children according to the school curriculum, it is necessary to allocate an additional classroom with an area of ​​3.0 m per 1 person, but not less than 20 m.

2.2.7.6. It is necessary to provide a room for individual lessons with specialists (speech therapist, psychologist) with an area of ​​at least 12 m.

2.2.7.7. It is necessary to have a library with a book depository and a reading room with an area of ​​at least 30 m2.

2.2.7.8. Labor training and circle activities of school-age children should be carried out in specially designated rooms and workshops. The number of places in workshops should be taken 6-8. The area of ​​workshops: locksmiths, footwear, handicrafts, repair of equipment and household appliances is recommended to be taken at the rate of 4 mna 1 person; in sewing workshops - 6 m; in workshops for mechanical processing of wood, turning, milling and mechanical - 10 m; locksmith and tool and locksmith and assembly - 7 m.

With a capacity of a specialized institution of up to 30 places, it is allowed to equip a catering unit with the following composition of premises: a kitchen with blank and washing facilities for dining room and kitchen utensils, a pantry for dry products with a refrigeration unit and pantries for vegetables. The washing room, billet are separated from the kitchen by equipment or partitions - screens 2 m high.

2.2.8.4. The floors in the washing and industrial premises should have a drain with a slope for the drainage of water into the sewer.

2.2.8.5. In front of the dining room or inside it, a sink should be provided at the rate of at least 1 washbasin for 18 seats.

2.2.8.6. In production facilities, technological equipment is installed that runs on electricity, gas or solid fuel; the stove of solid fuel stoves must be taken to a separate room with an exit to the outside.

2.2.9. Medical premises

2.2.9.1. Medical facilities should include:

- a pediatrician's office with an area of ​​at least 12 m;

- an office of a neuropsychologist-psychologist with an area of ​​at least 14 m2;

- a psychotherapy room with an area of ​​at least 18 m2;

- a nurse's office with an area of ​​at least 14 m;

- treatment room with an area of ​​18 m;

- sanitary unit for personnel;

- an isolation ward for at least 2 wards (no more than 2 beds each) with a sanitary unit.

If there is sufficient space, physiotherapy, dental, etc. rooms can be additionally organized.

2.2.9.2. Medical facilities, sleeping and working areas for children should be isolated from the kitchen and laundry in order to avoid the negative effects of noise, high temperatures, humidity and odors.

2.2.10. Department of Social and Legal Assistance

2.2.10.1. The department of social and legal assistance should include offices for social workers (at least 2).

2.2.11. Administrative and utility rooms

2.2.11.1. As part of the administrative and economic and auxiliary blocks, it is necessary to provide:

Lobby with wardrobe for staff and visitors;

- the director's office with an area of ​​at least 12 m;

- methodical room with an area of ​​at least 15 m;

- office and accounting department with an area of ​​at least 16 m;

- utility pantry with an area of ​​at least 10 m;

2.2.11.2. The laundry room must have 2 entrances: for receiving dirty linen and dispensing clean linen.

The laundry includes:

- the room where the washing is carried out;

- drying room;

- ironing room.

2.3. Requirements for interior decoration

2.3.1. For the interior decoration of the premises of specialized institutions for minors in need of social rehabilitation, materials permitted for use in the construction of educational institutions should be used if there is a sanitary and epidemiological conclusion on compliance with sanitary rules.

2.3.2. The surfaces of walls, ceilings, floors of the main premises must be smooth, allowing them to be cleaned (washed) and disinfected. The panels are painted with light-colored oil paints to a height of 1.8 m with a reflection coefficient of 0.7 - 0.6. Walls and ceilings are painted with paints with a reflectance of 0.8 - 0.7 using water-based paints, chalk or lime whitewash.

2.3.3. The walls of the production and storage facilities of the catering unit should be faced with glazed tiles or painted to a height of 1.8 m with moisture-resistant paints that allow systematic cleaning and wet processing using detergents and disinfectants.

2.3.4. Walls in rooms with a wet mode (showers, washrooms, laundries, laundry rooms), pantries for storing clean and dirty linen, buffets, toilets are faced with ceramic glazed tiles or other moisture-resistant materials to a height of 1.8 m.

2.3.5. Walls in corridors and halls should be finished with facing materials that are approved for use in accordance with the established procedure and that allow wet cleaning with the use of detergents and disinfectants, or painted with oil paint to a height of 1.8 m.

2.3.6. Ceilings in rooms with a wet mode (showers, laundry rooms, laundries, washrooms, etc.) and toilets are painted with oil paint.

2.3.7. The floors of the premises of specialized institutions should be smooth, tightly fitted, without cracks and defects.

2.3.8. As materials for floors, you should use wooden coatings or synthetic polymer materials that have a sanitary and epidemiological conclusion for compliance with sanitary rules.

2.3.9. The floors in rooms with a wet mode are covered with metlakh tiles.

2.3.10. The floors in the premises of the dishwashing department of the catering unit, showers, laundry rooms, and laundries are equipped with ladders with appropriate floor slopes to the openings of the ladders.

2.4. Requirements for equipment of premises

2.4.1. When equipping specialized institutions, one should take into account the growth data and age characteristics of children, compliance with hygiene requirements.

The use of furniture is allowed only if there is a sanitary and epidemiological conclusion on the compliance of this furniture with sanitary rules.

2.4.2. Reception and dressing rooms are equipped with wardrobes for outerwear of children, staff and drying cabinets for clothes and shoes. It is allowed to arrange one drying cabinet with a capacity of up to 20 sets for 2 groups. Wardrobes must be fixed and equipped with individual shelves for hats and hooks for outerwear.

2.4.3. In the group room for children 3-7 years old, it is necessary to provide conditions for games, activities for children and eating, as well as the ability to independently regulate the psychological distance with the teacher or peers, up to relative solitude. The latter is achieved by dividing the playing area using equipment into semi-closed compartments with an area of ​​2 to 6 m, as well as creating zones of psychological relief - a "home corner".

2.4.4. Each child should have an individual seat at the children's table. For children from 2 to 4 years old, 4-seater tables are installed, for children from 4 to 7 years old - 2-seater tables, which are placed during classes similar to student tables at school. When placing children's tables, it is necessary to ensure free access to each child, as well as sufficient passage between the rows. During classes, the distance between the rows of tables should be set at least 0.5 m. Tables are installed near the light-carrying wall with mandatory left-hand lighting at a distance of 1 m.

2.4.5. The distance from the board to the first tables is at least 2 m, in the extreme rows with a three-row arrangement - 2.4 m. The distance from the board to the last table should be no more than 8 m.

2.4.7. When organizing meals for children in a group, the distance between the tables should be set at least 1.2 m.

2.4.8. The main dimensions of sets of furniture (tables and chairs) for preschool and school children must comply with state standards for children's and school furniture (Appendix 1).

It is forbidden to use stools or benches instead of chairs.

2.4.9. "Home corner" is equipped as a fragment of a living room with furniture, landscaping, TV, etc. Placing flowers should not diminish natural light levels.

2.4.10. When using upholstered furniture, it is necessary to have removable covers (at least 2 shifts) with their obligatory change once a month and as they become dirty.

2.4.11. In group rooms for storing toys and aids, special cabinets are installed.

2.4.12. Television sets are installed on special pedestals at a height of 1-1.3 m from the floor and at a distance of at least 4 m from the pupils' eyes.

2.4.13. In pantries, 2-section sinks are installed (with a mandatory device for air breaks when connected to the sewer network), tables, hanging dryers and closed shelves (or cabinets) for storing clean dishes.

2.4.14. Bedrooms for preschool children up to 3 years old are equipped with stationary beds 120 cm long, 60 cm wide with a variable bed height and a fence; for children 3-7 years old - beds 140 cm long, 60 cm wide.

Stationary bunk beds are not allowed.

2.4.15. Sleeping rooms for school-age children are provided with hard and soft inventory in accordance with the requirements for furniture.

2.4.16. Beds in bedrooms are arranged in compliance with the minimum gaps: from the outer walls - at least 0.6 m, from heating devices - 0.2 m, the width of the passage between the beds - at least 1.1 m, between the headboards of two beds - 0.3 -0.4 m.

2.4.17. Bedrooms are equipped with attached or built-in wardrobes for everyday clothes and shoes. The number of compartments in the built-in wardrobes should correspond to the number of sleeping places in the room. The number of bedside tables and chairs corresponds to the number of residents.

2.4.18. The coverings of tables, bedside tables, headboards, shelves and other furniture should be smooth, easily accessible for wet cleaning and disinfection.

2.4.19. Toilet facilities are divided into a wash area and a sanitary cabins area. Washrooms are equipped with towel racks and washbasins: for preschool children and primary school children - children's washbasins, for children of middle and senior school age - washbasins for adults. The zone of sanitary cabins will be equipped with toilet bowls with toilet seats for children of preschool and primary school age - for children, for middle and senior school age - with toilet bowls for adults. Toilet rooms are equipped with cabinets for storing cleaning equipment.

2.4.20. Toilet rooms are equipped with washbasins and toilets at the rate of at least 1 per 4 people (preschool and school age), at least 1 urinal for 5 school-age boys, at least 1 foot washer for 5 people.

2.4.21. Toilet bowls (for boys and girls, regardless of age) are equipped with lockable (without constipation) cabins 1.2 m high at a distance of 15 cm from the floor.

2.4.22. Shower cabins (with dressing rooms) are equipped with horns at the rate of at least 1 per 5 people, rubber mats with a ribbed surface.

2.4.23. The girls' personal hygiene room (at least 1 in the institution) is equipped with a bidet or tray with a flexible hose, a washbasin and a toilet bowl.

2.4.24. Medical facilities are provided with the necessary inventory and equipment in accordance with their purpose. It is not allowed to use upholstered furniture (sofas, armchairs, upholstered chairs) as chairs and couches. The treatment room must have the necessary equipment and facilities for the provision of medical care (Appendix 2).

2.5. Requirements for natural and artificial lighting

2.5.1. Main areas should have direct, direct natural light.

2.5.2. Natural lighting in the rooms for children’s classes is provided through side light openings, mainly with a left-hand direction of light to the workplace. It is inadmissible to direct the luminous flux to the workplace from the front and from the back.

The coefficient of natural illumination (KEO) in the premises of the stay of children must be at least 1.5%.

2.5.3. The room for studies, children's recreation, sleeping rooms, and isolation wards should be oriented towards the southern points of the horizon.

2.5.4. Window glass should be cleaned at least 3-4 times a year.

2.5.5. The windows should be free of tall and broad-leaved colors that reduce the level of natural light. Flowers should be placed in the walls of windows in hanging or floor flower boxes.

2.5.6. The indicators of natural and artificial lighting of premises must comply with the hygienic requirements for natural, artificial and combined lighting of residential and public buildings (paragraph as amended by Amendments No. 2 of March 4, 2011.

2.5.8. Devices for emergency (night) lighting connected to the evacuation lighting network should be provided in the bedrooms and wards of the isolation ward.

2.5.9. Cleaning of the lighting fixtures of the luminaires should be carried out at least 2 times a year and the burnt-out lamps should be replaced in a timely manner. Children and adolescents are not involved in this work. Storage of used lamps in the institution is not allowed.

2.6. Requirements for air-thermal conditions

2.6.1. The air temperature in the premises is differentiated depending on the purpose of the premises and the age of the children and is taken according to table 2.6.1.
