4.3. In the building of the crossing point there should be:

The local instructions should reflect the real possibilities of fulfilling the duties of the moving duty officer. This instruction should be revised when the moving working conditions change, but at least once every 5 years. The approximate content of local regulations is given in Appendix 4.

4.4. The crossing duty attendant must check: the railway track within 50 m from the crossing in both directions, the condition of the crossing equipment and all its devices, the presence of seals on the sealed devices, the presence and condition of hand signals, firecrackers, tools and equipment.

All comments, malfunctions of barriers, crossing and barrage alarms, telephone (radio) communications, as well as eliminated malfunctions, are recorded in the Book of reception and delivery of duty and inspection of devices at the crossing. In the presence of automation, you should write down: "Automation is working" or "Automatic is not working".

If a detected malfunction that threatens traffic safety cannot be immediately eliminated on his own, the crossing officer is obliged to protect the dangerous place with stop signals, close the movement of vehicles through the crossing and immediately notify the station duty officer (train dispatcher) and through him the road master (track foreman).

The crossing officer is obliged to immediately inform the duty officer of the nearest separate points (train dispatcher) about the failure of the crossing and barrier signaling and automatic barriers or electrical barriers, as well as telephone (radio) communication. It is forbidden to use faulty devices at the crossing to rectify the malfunction and mark the electromechanic about it in the Book of Reception and Duty and Inspection of Devices.

After the elimination of each malfunction and the execution of these orders, the moving duty officer must make a corresponding entry in the Book of reception of duty and inspection of devices in advance.

4.5. While on duty, the moving duty officer must *:

clean the grooves for free passage along them of the wheel flanges and keep the entire area of ​​the crossing within its boundaries in constant cleanliness;

monitor the good condition of barriers, alarm devices, warning and temporary signal signs for the passage of snow plows;

light lanterns at level crossings and barriers, timely switch on and off outdoor lighting and searchlight installations, notify the station attendant (train dispatcher) about their malfunctions, who must notify the distance of the power supply;

fasten bolts, anti-theft, clear the path of snow and grass, remove foreign objects from the path, adjust the ballast prism and inspect the path for 50 m in each direction from the crossing, with the exception of very active crossings, the list of which is established by the head of the track distance;

observe the Safety Instructions and industrial sanitation for those on duty on moving.

Work on the way and in advance is allowed only with closed barriers.

The person on duty should be at the crossing all the time, on an open or glazed veranda. He can enter the room only after making sure that the crossing is free of vehicles and that there are no trains approaching the crossing. In this case, non-automatic barriers must be closed.

It is forbidden to leave the post or entrust temporary moving service to other persons.

4.6. When a train, a separate locomotive, a track or other self-propelled vehicle or a railcar approaches, the crossing officer, after the barriers are closed, is obliged to check that the lines are free at the crossing and on both sides of it, and get off the track when the train is at a distance of at least 400m from it, and for meeting of trains traveling at a speed of more than 140 km / h, within 5 minutes of additional train passage (in this case, automatic barriers must be closed by pressing the button).

When meeting a train, one has to stand facing the track with a half turn of the head towards the traffic, as a rule, at the building of the crossing post (on an open or glazed veranda) at a distance of no closer than 2 m, and if a train passes at a speed of more than 140 km / h - at a distance of no closer than 4 m from the extreme rail and at least 5 m when passing a train traveling at a speed of more than 160 km / h, give a signal with a wind horn (one long sound when an odd train approaches and two long ones when an even train approaches), give a signal when a free track: in the afternoon - folded yellow flag, at night - transparent white light of a hand lamp; if you need to reduce the speed of the train: in the afternoon unfurled yellow flag; at night on the tracks - slowly moving up and down a hand lamp with a transparent white light, at stations - a hand lamp with a yellow light; if there is no such lamp, by slowly moving up and down a hand lamp with a transparent white light.

When a train meets, the person on duty should carefully inspect the rolling stock, use searchlights at night if the crossing is equipped with them.

After the train has passed, it is necessary, without going out on the track, to make sure that there is no other train, locomotive or railcar following or on the adjacent track, and then open non-automatic barriers and pass vehicles or livestock through the crossing.

After the passage of the track car, track cart or removable trolley, the crossing officer must replace the yellow folded flag with a red unfolded one and keep it until the signalman, guarding the wagon or cart from behind, appears, or until the trolley follows the crossing and moves 200-250 m away from it.

4.7. When a train, locomotive or railcar passes, the crossing officer must give a stop signal in the following cases:

if a malfunction is noticed in a passing train that threatens the safety of traffic: wheels that are moving or emitting strong shocks due to sliders, fire, burning axle boxes, the threat of a person or cargo falling from the train, etc. After following the train, in which a skidding wheelset or having sliders was found, the crossing duty officer is obliged to urgently inform the station duty officer (train dispatcher), road master (track foreman) about this and inspect the entire track within the area served;

if the train following the wrong track of the double-track line will not have established signals in its head;

if it is noticed that one train is heading towards another on the same track or one train overtakes another, a railcar or a track wagon (the stop signal in the latter case is given only to the overtaking train);

if stop signals are given to the driver from the train or from the track, and the train continues to move;

in the event of a fire in the right-of-way that threatens traffic;

in other cases that threaten the safety of traffic and the life of people.

The person on duty on the crossing must inform the driver of this train (if there is a radio connection) about any faults noticed on the train, as well as by phone to the person on duty at the station (train dispatcher).

4.8. On level crossings equipped with semi-automatic barriers, their opening is possible only after the train passes through the level crossing and pressing the “Open” button on the control panel by the person on duty on the crossing. If, by pressing this button, the semi-automatic barriers are not transferred to open position, and at crossings with automatic barriers, the latter are not automatically moved to the open position, but before removing the seal and using the "Emergency opening" button, the crossing officer must remove the seal from the "Switch on the barrier" button and press it, make sure that there are no approaches to the crossing of trains, make an entry in the Book of Reception and Handover of Duty and Inspection of Devices at the Movement about a malfunction of the automation devices and immediately inform the station duty officer (train dispatcher) about this, and, if possible, the signaling system electromechanic. After that, it is allowed to remove the seal from the "Emergency Opening" button and press it to transfer the barriers to the open position. The "Emergency opening" button should be kept pressed by the person on duty until a vehicle or a group of vehicles passes under the barrier bar.

By pressing the button "Emergency opening", the person on duty on the crossing switches off the traffic light and sound signaling for this time, forcibly opens the barriers and takes control of himself.

After removing the hand from the button, the crossing signaling and barriers must automatically turn on and the barriers must be moved to the closed position.

When using the "Emergency Open" button, vehicles must be passed in small groups.

The procedure for the information of the attendant on the crossroad about the movement of trains in case of malfunction of the automation devices at the level crossing in all cases when the railcars are following due to the possible non-shunting of the track circuits is established by the head of the railway.

The person on duty on the crossing, having received a message about the movement of the railroad car, must monitor its passage, press the "Close" button and leave it pressed until the railcar passes through the crossing.

In the case when the crossing alarm does not work, and the automatic or semi-automatic barriers do not close, the crossing officer must also turn on the alarm by pressing the "Close" button. If, after pressing the "Close" button, they do not close, then the crossing officer, until the malfunction is eliminated, must act in accordance with the procedure established by the local instructions for operating the crossing.

4.9. In the event of obstacles ahead of the crossing that threaten the safety of traffic, as well as when the crossing is cluttered by a fallen load or a stopped vehicle, the crossing officer acts as follows:

in the presence of a barrage alarm, it immediately turns on it, for which it is necessary to remove the seal on the "Activate the barrier" button, press it and close the barriers.

after turning on the barrage alarm by phone, informs the station attendant or train dispatcher about the incident, and if there is radio communication, informs train drivers of the necessity of stopping and the presence of an obstacle at the crossing, other officials (Appendix 5), and then takes measures to eliminate it.

An entry must be made in the Book of acceptance and delivery of duties and inspection of devices at the crossing about breaking the seal from the button "Turn on the barrage alarm" and immediately reported to the electrical mechanic of the signaling system.

In cases where help is required, the crossing officer gives a general alarm signal with a blow horn or blows into a suspended metal object in groups of one long and three short sounds according to the following pattern:  . ( beacon red and sirens) - includes them.

After removing obstacles to traffic or malfunctions at the crossing, obstruction lights must be extinguished.

If the red light of the obstruction light does not go out, the person on duty on the crossing is obliged to close the barriers or otherwise inform the driver about the malfunction of the obstruction traffic light, after which the driver has the right to follow the prohibiting signal of the obstruction traffic light.

4.10. In the absence of a safety alarm or its malfunction, or when the control lamps on the dashboard do not light up, the crossing attendant must immediately install a portable stop signal on each railway track on which an obstacle has arisen (during the day - a red shield, at night - a lantern with a red fire in the field), close the barriers, notify about the obstacle of the station attendant (train dispatcher) and at the same time find out whether or not a train was sent from the station to race.

In the event that a train has left for the section of the station, the station attendant must warn the train driver of the obstacle at the crossing.

The crossing officer, having received a notification from the station duty officer (train dispatcher) about the departure of the train to the haul, must run towards the train, giving a stop signal, and lay firecrackers at a distance set by the head of the railway, or in the place where he has time, including the neighboring one. path if an obstacle is also detected on it. Then the crossing officer returns to the place of the obstacle and takes possible measures to eliminate it.

If the crossing signaling fails, the barriers are closed by the crossing officer by pressing the "Close" button.

If the automatic barriers do not close (damaged) when the button is pressed, then the crossing officer is obliged to protect the crossing with spare horizontal-rotary barriers and use them to pass vehicles through the crossing until the malfunction is eliminated in accordance with the local instructions.

The duty officer acts in the same manner if the crossing is equipped with mechanized barriers.

4.11. In the event of a break at the crossings of the contact network or power transmission wires crossing the railway tracks, the crossing officer must turn on the barrage alarm, close the barriers, protect the dangerous place with portable stop signals at a distance of at least 50 m from the break point, inform the station attendant and train dispatcher about the incident. places of obstacles before the arrival of workers of the distance of power supply, making sure that no one approaches the broken wires at a distance of less than 8 m and does not touch the rails.

4.12. In the event of a road traffic accident that has arisen at or near a level crossing, the crossing officer is obliged to:

take measures to ensure the safety of the movement of trains and vehicles;

report the incident to the station duty officer (train dispatcher), as well as the police, the road foreman (track foreman) in accordance with the procedure established by the local instruction, and, if possible, to the road management organization that maintains the road;

provide first aid to the injured, and, if possible, call an ambulance.

4.13. The procedure for ensuring traffic safety when trains depart on the wrong path on hauls, where the crossings are equipped with automatic devices for the movement of trains only along the correct path, is established by the head of the railway. In this case, one should be guided by the following provisions:

during the performance of track and other works, when the operation of the automatic traffic light signaling is disrupted at the crossings served by the attendants, the automatic barriers must be controlled manually using the buttons on the control panel. The barriers must be closed at this time. They are opened for the passage of vehicles only in the absence of trains, about the approach of which the crossing duty officer must receive a notification from the station duty officer.

At crossings that are not serviced by duty officers and are equipped with automatic traffic light signals, duty must be established for the period of movement of trains along one track.

In the absence of a telephone connection, a temporary telephone (radio) connection must be established at crossings served by duty officers, as well as unattended, but taken temporarily for service.

Station duty officers (train dispatchers) must notify the crossing duty officers in advance of each train departure.

The order of actions of the attendants on a crossroad for the period of organizing two-way traffic of trains on one track on two- and multi-track sections during the production of track, construction and other works, as well as when trains are sent on the wrong track in the order of traffic regulation for each crossing served by the attendants (permanently or temporarily), should be specified in local instructions.

Operators of trains set off on the wrong track are obliged to proceed with level crossings equipped with one-way devices:

with attendants - at a speed not exceeding 40 km / h;

without attendants - no more than 25 km / h.

Locomotive drivers of utility, recovery and other trains must travel at the same speeds when returning from the haul on the wrong track.

In all cases of following the wrong path (in the production of track and construction works or in the order of traffic regulation, etc.) train drivers in accordance with the requirements of the Signaling Instructions on railways Oh Russian Federation must give a warning signal several times with one long, short and long whistle of the locomotive according to the scheme:         .

4.14. On electrified sections with a vehicle height of more than 4.5 m, the head of the track distance informs the head of the power supply distance in advance (indicating the date of the vehicle pass), the latter establishes the possibility of passing the vehicle under the conditions of the height of the suspension of the wires of the contact network from the level of the rail heads, overhead lines, group grounding, waveguide from the surface of the carriageway of the motor road at the boundaries of the crossing and allocates a representative for observation.

4.15. The crossing officer is obliged to demand from all persons using the level crossing, the unswerving observance of the established rules. In case of violation of the rules of travel, the crossing officer is obliged, if possible, to take measures to stop the vehicle, find out and record in the Journal of violations of the rules of passage through the crossing number of the vehicle, the time and nature of the violation.

The procedure for collecting and transmitting information about violations of the Traffic Rules by drivers when passing through the relevant organizations, as well as the period of their investigation and information on the measures taken, are established by the head of the track distance together with territorial bodies State Automobile Inspectorate and must be contained in the local operating instructions for the level crossing.

4.16. The crossing officer is directly subordinate to the foreman of the track. All orders to the crossing duty officer should be given, as a rule, through the foreman of the track.     if a train following the wrong track of a double-track line does not have established signals in its head;

  • if it is noticed that one train is heading towards another on the same track or one train overtakes another, a railcar or a track wagon (the stop signal in the latter case is given only to the overtaking train);

  • if stop signals are given to the driver from the train or from the track, and the train continues to move;

  • in the event of a fire in the right-of-way that threatens traffic;

  • in other cases that threaten the safety of traffic and human life.
The crossing officer must inform the driver of this train (in the presence of radio communication) about any malfunctions in the train, as well as by phone to the station duty officer (train dispatcher).

4.8. At level crossings equipped with semi-automatic barriers, their opening is possible only after the train passes through the level crossing and pressing the “Open” button on the control panel by the attendant on the crossing. If, when this button is pressed, the semi-automatic barriers are not moved to the open position, and at crossings with automatic barriers, the latter are not automatically moved to the open position, then before removing the seal and using the "Emergency Opening" button, the person on duty on the crossing must remove the seal from the button " Turning on the barrier "and press it, make sure that there are no trains on the approaches to the crossing, make an entry in the Book of reception and delivery of duties and inspection of devices at the crossing about the malfunction of automation devices and immediately inform the station duty officer (train dispatcher) about this, and, if possible, electromechanics of signaling system. After that, it is allowed to remove the seal from the "Emergency Opening" button and press it to move the barriers to the open position. The "Emergency opening" button should be kept pressed by the person on duty until a vehicle or a group of vehicles passes under the barrier bar.

By pressing the button "Emergency opening", the person on duty on the crossing switches off the traffic light and sound signaling for this time, forcibly opens the barriers and takes control of them.

After removing your hand from the button, the crossing alarm and barriers should automatically
turn on and the barriers are moved to the closed position.

When using the "Emergency Open" button, vehicles must be passed in small groups.

The procedure for the information of the crossing officer on the movement of trains in the event of a malfunction of the automation devices at the crossing and in all cases when the railcars are following due to the possible non-shunting of the track circuits by them is established by the head of the railway.

The crossing officer, having received a message about the movement of the railroad car, must follow its passage, press the "Close" button and leave it pressed until the railcar passes through the crossing.

If the crossing signaling does not work, and the automatic or semi-automatic barriers do not close, the crossing officer must also turn on the alarm by pressing the "Close" button. If, after pressing the "Close" button, they do not close, then the crossing officer must act according to the procedure established by the local crossing operating instructions until the malfunction is eliminated.

4.9. In the event of obstacles at the level crossing that threaten traffic safety, as well as when the level crossing is blocked by a fallen load or a stopped vehicle, the crossing officer acts as follows:


  • if there is a barrage alarm, it immediately turns on it, for which it is necessary to remove the seal from the "Barrage activation" button, press it and close the barriers. The inclusion of obstruction traffic lights is checked by the light bulbs on the control panel of the barriers;

  • after turning on the barrage alarm by phone, informs the station attendant or train dispatcher about the incident, and if there is radio communication, informs train drivers about the need to stop and about the presence of an obstacle at the crossing, to others officials(Appendix 5), and then takes measures to eliminate it.
An entry must be made in the Book of reception and delivery of duties and inspection of devices at the crossing about breaking the seal from the button "Turning on the barrage alarm" and immediately reported to the electromechanic of the signaling system.

If there are special signaling devices at the crossing (a red flashing beacon and a siren), it also turns them on.

After removing obstacles to traffic or malfunctions at the level crossing, obstruction lights must be extinguished.

If the red light of the obstruction traffic light does not go out, the person on duty at the crossing is obliged to close the barriers and personally inform the driver about the failure of the obstruction traffic light, after which the driver has the right to follow the prohibiting signal of the obstruction traffic light.

4.10. In the absence of obstruction signaling or its malfunction, or when the control lamps on the dashboard do not light up, the crossing officer must immediately install a portable stop signal on each railway track on which an obstacle has arisen (during the day - a red shield, at night - a lantern with a red light in both directions) , close the barriers, notify the station attendant (train dispatcher) about the obstacle and at the same time find out whether or not the train was sent from the station to the section.

In the event that a train has left the station, the station attendant must warn the train driver about the obstacle at the crossing.

The crossing officer, having received a notification from the station duty officer (train dispatcher) about the departure of the train for the haul, must run towards the train, giving a stop signal, and lay firecrackers at a distance set by the head of the railway, or in the place where he has time, in that number and along the adjacent path, if an obstacle is also detected on it. Then the crossing officer returns to the place of the obstacle and takes possible measures to eliminate it.

If the crossing signaling fails, the barriers are closed by the crossing officer by pressing the "Close" button.

If the automatic barriers do not close (are damaged) when the button is pressed, the crossing officer must secure the crossing with spare horizontal-rotary barriers and use them to pass vehicles through the crossing until the malfunction is eliminated in accordance with local instructions.

The duty officer acts in the same manner if the crossing is equipped with mechanized barriers.

4.11. In the event of a break at the crossing of the wires of the contact network or power transmission wires crossing the railway tracks, the crossing officer must turn on the barrage alarm, close the barriers, protect the dangerous place with portable stop signals at a distance of at least 50 m from the break point, report the incident to the station attendant (train dispatcher) and stay at the place of the obstacle until the workers arrive at the power supply distance, making sure that no one approaches the distance less than 8 m to broken wires and did not touch the rails.

4.12. In the event of a road traffic accident occurring at or near a level crossing, the crossing officer is obliged to:


  • take measures to ensure the safety of trains and vehicles;

  • report the incident to the station attendant (train dispatcher), as well as the police, the road foreman (track foreman) in accordance with the procedure established by the local instruction, and, if possible, to the road management organization that maintains the highway;

  • provide first aid to the injured, and, if possible, call an ambulance.
4.13. The procedure for ensuring traffic safety when trains depart on the wrong track on hauls where the crossings are equipped with automatic devices for the movement of trains only along the right track is established by the head of the railway. In this case, one should be guided by the following provisions:

  • in the production of track and other works, when the operation of the automatic traffic light signaling is disrupted at the crossings served by the attendants, the automatic barriers must be controlled manually using the buttons on the control panel. The barriers must be closed at this time. They are only opened for the passage of vehicles.

  • in the absence of trains, about the approach of which the crossing duty officer must receive a notification from the station duty officer.
At crossings that are not serviced by duty officers and are equipped with automatic traffic light signals, duty must be established for the period of train movement along one track.

In the absence of telephone communication at crossings served by duty officers, as well as unattended, but temporarily taken for service, a temporary telephone (radio) connection must be established.

Station duty officers (train dispatchers) must notify the crossing duty officers in advance of each train departure.

The order of actions of those on duty on the crossing for the period of organizing two-way train traffic along one track on two- and multi-track sections during the production of track, construction and other works, as well as when trains are sent along the wrong track in order to regulate the movement for each crossing served by the attendants (constantly or temporarily), must be specified in local regulations.

Operators of trains, set off on the wrong track in order to adjust, are obliged to follow the crossings equipped with one-way devices:

with attendants - at a speed not exceeding 40 km / h;

without attendants - no more than -25 km / h.

Locomotive drivers of utility, recovery and other trains should proceed at the same speeds when returning from the haul on the wrong track.

In all cases of following the wrong path (in the production of track and construction works or in order to regulate traffic, etc.) train drivers in accordance with the requirements of the Instruction on signaling on the railways of the Russian Federation 1 must give a warning signal several times with one long, short and long whistle of the locomotive according to the scheme: - - - - - -.

4.14. Only with the permission of the head of the track distance, it is allowed to move through the crossing of heavy, dangerous and bulky goods, machines and mechanisms, the dimensions and speed of which are determined by clause 15.3 of the Road Traffic Rules and clause 15 of the Basic Provisions for the admission of vehicles to operation and the duties of officials to ensure road safety approved by the decree of the Council of Ministers - the Government of the Russian Federation of 23.10.1993 £ 1090.

An application for a permit must be submitted to the head of the track route no later than 24 hours before transportation. On electrified sections with a vehicle height of more than 4.5 m, the head of the track distance informs the head of the power supply distance in advance (indicating the date of the vehicle pass), the latter establishes the possibility of passing the vehicle under the conditions of the height of the suspension of the overhead wires from the level of the rail heads, overhead lines, group grounding, waveguide from the surface of the carriageway of the motor road within the boundaries of the crossing and allocates a representative for observation.

4.15. The crossing officer is obliged to demand from all persons using the level crossing to comply with the established rules unswervingly. In case of violation of the rules of travel, the crossing officer is obliged, if possible, to take measures to stop the vehicle, find out and write down the vehicle number, time and nature of the violation in the Journal of violations of the rules of passage through the crossing.

The procedure for collecting and transmitting information about violations of the Traffic Rules by drivers when crossing a crossing to the relevant organizations, as well as the period of their investigation and information on the measures taken, are established by the head of the track distance together with the territorial bodies of the State Automobile Inspectorate (GIBDD) and should be contained in the local operating instructions moving.

4.16. The crossing officer is directly subordinate to the foreman of the track. All orders to the crossing officer should be given, as a rule, through the foreman of the track. 4.17. For non-fulfillment of duties, violation of the Rules of Technical Operation, Signaling Instructions, Instructions for the movement of trains and shunting work on the railways of the Russian Federation, this Instruction, the crossing officer is responsible in the prescribed manner.

Extract from the timetable for passenger and suburban trains, indicating the time of departure of trains from neighboring railway stations;

Book of acceptance and delivery of duties and inspection of devices at a railway crossing;

Journal of violations of the rules of travel through a railway crossing;

Wall clock, first aid kit, necessary tools, furniture, household equipment;

Regulator's wand and red armband;

Rope 4 - 6 m long for towing vehicles stopped at a railway crossing;

One portable red billboard and one signal light for each track crossed by a level-crossing;

One spare portable red shield and one spare signal lamp;

One set of signal flags;

In winter, at level crossings, it is necessary to have a constant supply of sand or slag for sprinkling the carriageway of the level crossing and footpaths within the boundaries of the level crossing during icy conditions.

The operating instructions for the railway crossing are drawn up by the heads of the track facilities, signaling, centralization and blocking, communications of the owner of the infrastructure or the owner of non-public railway tracks, and when level crossings are located on the territory of railway stations or when servicing railway crossings by employees of the transportation service - with the participation of the heads of railway stations and is approved by the owner of the infrastructure or the owner of non-public railways.

The instructions of the owner of the infrastructure or the owner of non-public railway tracks should reflect the real possibilities of fulfilling the duties of the crossing duty officer. This instruction should be revised when the operating conditions of the railway crossing change, but at least once every 5 years. The approximate content of the instruction of the owner of the infrastructure or the owner of non-public railways is given in Appendix No. 3 to these Rules.

44. The moving duty officer must check:

Railway track within 50 m from the railway crossing in both directions;

The condition of the equipment of the level crossing and all its devices within the boundaries of the level crossing;

Availability of seals for sealed devices;

The presence and condition of hand signals, firecrackers - for level crossings located on public railway tracks;

Tool and inventory.

All comments, malfunctions of barriers, crossing and barrage signaling, telephone (radio) communication, as well as eliminated malfunctions, are recorded in the Book of reception and delivery of duties and inspection of devices at the crossing. In the presence of automation, you should write down: "Automation is in good working order" or "Automation is out of order".

If a detected malfunction threatening traffic safety cannot be immediately eliminated on his own, the crossing officer is obliged to protect the dangerous place with stop signals, close the movement of vehicles across the railway crossing and immediately notify the duty officer at the railway station (train dispatcher) and through him the road master ( track foreman) of the track management unit of the owner of the infrastructure or the owner of non-public railway tracks and the governing bodies of the State Traffic Inspectorate for the constituent entities of the Russian Federation.

The person on duty on the crossing must immediately inform the person on duty of the nearest separate points (train dispatcher) about the failure of the crossing and barrage signaling and automatic barriers or electrical barriers, as well as telephone (radio) communication. Until the malfunction is eliminated and a representative of the signaling, centralization and blocking department or the communication department of the owner of the infrastructure or the owner of non-public railways in the Book of acceptance and delivery of duty and inspection of devices at the crossing is prohibited, it is prohibited to use faulty devices.

After the elimination of each malfunction and the execution of these orders by the moving officer, a corresponding entry must be made in the Book of reception of duty and inspection of devices at the crossing.

45. While on duty, the moving officer is obliged to:

Timely open and close barriers and give set signals, observe the condition of passing trains. In case of detection of a malfunction that threatens traffic safety, take measures to stop the train, and if there is no signal indicating the tail of the train, report this to the duty officer at the railway station, and in areas equipped with centralized dispatching, to the train dispatcher;

Before the passage of a passenger train at a speed of more than 140 km / h, stop the movement of vehicles on the railway crossing and close the barriers (regardless of whether they are automatic or not) for
5 minutes before the train pass;

Stop driving livestock through a railway crossing before the train passes in at least 5 minutes, and if a passenger train passes at a speed of more than 140 km / h - at least 20 minutes;

Seal off damage immediately with stop signals. railway track threatening the safe passage of trains, and report this by telephone to the officer on duty at the railway station or to the train dispatcher;

Do not allow vehicles and other self-propelled machines and mechanisms to stop at a railway crossing, as well as stop people and livestock;

Clean the grooves for free passage of wheel flanges and keep the entire area of ​​the railway crossing within its boundaries in constant cleanliness;

Monitor the good condition of barriers, alarm devices, warning and temporary signal signs for the passage of snow blowers;

To light lanterns at a railway crossing and barriers, to turn on and off outdoor lighting and searchlight installations in a timely manner, to notify the operator on duty at the railway station (train dispatcher) by phone, who must notify the power supply unit of the infrastructure owner or the owner of non-public railways about this;

Fasten bolts, anti-theft pins, clear the railway track from snow and grass, remove foreign objects from the railway track, adjust the ballast prism and inspect the railway track for 50 m in each direction from the railway crossing, with the exception of railway crossings with heavy train and vehicle traffic, the list of which is established by the head of the track management unit of the owner of the infrastructure or the owner of non-public railway tracks;

Observe the Safety and Industrial Sanitation Instruction for the moving duty officer.

For turnout post attendants and other employees who combine the functions of crossings on duty, the duties for servicing railway crossings are established by the owner of the infrastructure or the owner of non-public railway tracks.

Work on the railway track and at the railway crossing is allowed only with closed barriers.

The crossing officer must be at the railway crossing, open or glazed veranda at all times. He can enter the room only after making sure that the level crossing is free of vehicles and that there are no trains approaching it. In this case, non-automatic barriers must be closed.

It is forbidden to leave the post or entrust the temporary maintenance of the railway crossing to other persons.

46. ​​When a train approaches, the crossing officer after the closing of the gates is obliged to check the freeness of the railway track at the railway crossing and on both sides of it, get off the railway track when the train is at a distance of at least 400 m from it, and to meet trains following from speed over 140 km / h, in 5 min. before the train passes (in this case, automatic barriers must be closed by pressing a button).

When meeting a train, one must stand facing the railway track with a half-turn of the head towards the traffic, as a rule, at the crossing point building (on an open or glazed veranda) at a distance of no closer than 2 m, and when a train passes at a speed of more than 140 km / h, - at a distance of at least 4 m from the extreme rail and at least 5 m when a train passes at a speed of more than 160 km / h, give a signal with a horn (one long sound when an odd train approaches and two long ones when an even train approaches), give signal with a free track: during the day - a folded yellow flag, at night - a transparent white light from a hand lamp; if you need to reduce the speed of the train: during the day - unfurled yellow flag; at night on the tracks - a slow movement up and down of a hand lamp with a transparent white light, at railway stations - a hand lamp with a yellow light; if there is no such flashlight, by slowly moving up and down a hand-held flashlight with a transparent white light.

When a train is met, the crossing officer must carefully inspect the railway rolling stock, use searchlights at night if the railway crossing is equipped with them.

After the passage of the train, it is necessary, without leaving the railway tracks, to make sure that there is no other train following or on the adjacent railway track, then open non-automatic barriers and pass vehicles or livestock through the railway crossing.

After the passage of the track trailer, track cart or removable railcar, the crossing officer must replace the yellow rolled flag with a red unrolled one and hold it until the signalman appears, fencing the trailer or cart from behind, or until the railcar follows the level crossing and moves away from it by 200 - 250 m.

47. When a train is passing, the crossing officer is obliged to give a stop signal in the following cases:

48. At level crossings equipped with semi-automatic barriers, their opening is possible after the train passes through the level crossing and pressing the “Open” button on the control panel by the person on duty on the crossing. If, when pressing the "Open" button, the semi-automatic barriers are not moved to the open position, and at railway crossings with automatic barriers, the latter are not automatically moved to the open position, then in order to pass vehicles through the railway crossing, the crossing officer must make sure that there are no trains, remove the seal from the "Turn on the barrage alarm" button and press it, make an entry in the Book of Reception and Delivery of Duty and Inspection of Devices at the Crossing about a malfunction of the automation devices and immediately inform the officer on duty at the railway station (train dispatcher) about this, and if possible - a representative of the signaling, centralization and blocking unit of the owner of the infrastructure or the owner of non-public railway tracks. After that, remove the seal from the "Emergency opening" button and press it to move the barriers to the open position, taking into account that the opening of the barriers is possible only after a time of 180 s after pressing the button "Switch on the barrage signaling" for the possibility of stopping the train in front of the railway crossing with open barriers. The person on duty on the crossing must keep the "Emergency opening" button pressed until a vehicle or a group of vehicles passes under the barrier bar.

When using the "Emergency Open" button, vehicles must be passed in small groups.

After removing the hand from the button, the crossing alarm and barriers should automatically turn on and the barriers should be moved to the closed position. After that, the crossing duty officer must inform the train station duty officer (train dispatcher) or a representative of the signaling, centralization and blocking unit of the infrastructure owner or the owner of non-public railway tracks about the need to seal the buttons. In the case of using buttons with a counter of the number of clicks on the crossing signaling panel, the buttons are not sealed, and in the Book of acceptance and delivery of duty and inspection of devices at the crossing, with each press of the button, a record is made about the counter reading.

The procedure for information of the crossing officer on the movement of trains in case of malfunction of automation devices at a railway crossing and in all cases when following a special self-propelled railway rolling stock due to possible non-shunting of track chains is established by the owner of the infrastructure or the owner of non-public railways.

The crossing officer, having received a message about the movement of a special self-propelled railway rolling stock, must monitor its passage, press the "Close" button and leave it pressed until he passes through the railway crossing.

In the case when the crossing alarm does not work, and the automatic, semi-automatic barriers do not close, the crossing officer must also turn on the alarm by pressing the "Close" button. If, after pressing the "Close" button, the barriers do not close, then the crossing officer, until the malfunction is corrected, must act in accordance with the procedure established by the instructions of the owner of the infrastructure or the owner of non-public railway tracks for the operation of the level crossing.

49. In the event of obstacles at a railway crossing that threaten traffic safety, as well as when a railway crossing is blocked by a fallen cargo or a stopped vehicle, the crossing officer should act as follows:

In the presence of a barrage alarm, it immediately turns on it, for which it is necessary to remove the seal from the "Turn on the barrage alarm" button, press it and close the barriers. The inclusion of obstruction traffic lights is checked by the light bulbs on the control panel of the barriers;

After turning on the barrage alarm by phone, informs the train station attendant and (or) the train dispatcher, and by radio communication, the train drivers about the need to stop and the presence of an obstacle at the railway crossing, the officials of the infrastructure owner or the owner of non-public railway tracks (Appendix 4 to these Rules), after which it takes measures to remove obstacles.

An entry must be made in the Book of Reception and Delivery of Duty and Inspection of Devices at the Level Crossing about the breaking of the seal from the "Turn on the Barrage Signaling" button and immediately reported to the representative of the signaling, centralization and blocking unit of the infrastructure owner or the owner of non-public railway tracks.

If the red light of the obstruction traffic light does not go out, the person on duty at the crossing is obliged to close the barriers and personally inform the driver about the failure of the obstruction traffic light, after which the driver has the right to follow the prohibiting signal of the obstruction traffic light.

50. In the absence of obstruction signaling or its malfunction, or when the control lamps on the dashboard do not light up, the crossing officer must immediately install on each railway track on which the obstacle has arisen, a portable stop signal (during the day - a red shield, at night - a lantern with a red light in both directions), close the barriers, notify the train station attendant (train dispatcher) about the obstacle and at the same time find out about the departure from the railway station to the train section.

In the event that a train has left the railway station, the person on duty at the railway station must warn the train driver about the obstacle at the railway crossing.

The crossing officer, having received a notification from the train station duty officer (train dispatcher) about the departure of the train for the haul, must go towards the train, giving a stop signal, and lay firecrackers at a distance set by the owner of the infrastructure or the owner of non-public railways, or in that place , where it will be in time, including along the neighboring railway track, if an obstacle is also detected on it. Then the crossing officer returns to the place of the obstacle and takes possible measures to eliminate it.

If the crossing signaling fails, the barriers are closed by the crossing officer by pressing the "Close" button.

51. Operators of trains set off on the wrong track in order to adjust are obliged to follow the level crossings equipped with one-way devices:

54. 58. Artificial structures of railway transport include bridges, overpasses, tunnels, etc.

59. As an exception, the head of the territorial structural subdivision of the track facilities of the owner of the infrastructure or the owner of non-public railways is allowed to drive vehicles with the dimensions of artificial structures in the light in width less than 7 m, in height - less than 5 m.

The device of highways for the passage of vehicles under wooden bridges may be allowed as an exception only with the permission of the head of the track management unit of the owner of the infrastructure or the owner of non-public railways in agreement with the governing bodies of the State Traffic Inspectorate for the constituent entities of the Russian Federation.

61. In front of artificial structures with a passage height of less than 5 m, the owners of the structures shall install clearance gates.

The constant noise and tension was the hardest thing to get used to. I just had to adjust myself ... Although by the end of the shift, fatigue still affects the body, despite all my attitudes. "

12 hours at the crossroads

Each move has its own characteristics and its own specifics of work. For example, through a crossing on the street. Kirov, located on the main, Minsk direction, passenger and freight trains run almost continuously, so the watch there is in constant tension. At the crossing along the Slonim highway, the flow of both trains and vehicles is quite moderate. But to be on duty there at night is scary, because the place is located almost outside the city, not far from the forest. Young workers do not endure everything: they come to work, but soon they leave, and they have not overcome their own fear.

At the crossing on the street. Proletarskaya, where Lyudmila Pleskatsevich works, trains do not run so often (direction to Lida and the Baltic countries), but the flow of cars here is almost the most intense in the city: five highways approach the railroad.

“It would seem that the trains do not run here as often as my colleagues, but sometimes there were days when I hardly entered the crossing building for a shift,” says Lyudmila Pleskatsevich. - After all, I must not only meet and escort each train, standing with a yellow flag at the post, but also wait until all the accumulated cars are gone. Sometimes, before the passage is more or less free, a new signal sounds and the barrier is lowered again. "

Ensure that the crossing is free in front of a moving train, and ensure the safety of the movement of all vehicles - spelled out at the very beginning of the work instruction of the crossing officer.

And for its perfect fulfillment, all conditions have been created ... There is no city telephone in the crossing building (it is not necessary, otherwise it will distract from work) and a minimum of furniture (chair, table and wardrobe), there is no exact lunch time, you cannot go anywhere. Of course, there is more free time at night. But you still need to maintain order at the crossing and at a distance of 50 meters on either side of it. It is constantly necessary to ideally clean the gutters (the place where the rails pass through the road) from debris, and in winter - from snow. And what drivers do not "sow" at level crossings: from kitchen knives and keychains to car bumpers.

“But it is especially difficult in snowy winters: the city is asleep, and we shovel the snow,” our interlocutor admits.

Some are in a hurry, others fall asleep

It would seem that crossing by car is as easy as shelling pears. But it is the drivers who create most of the problems here. Meanwhile, as Lyudmila Pleskatsevich notes, if motorists simply observed existing rules road traffic, most of these problems would disappear by themselves.

“Here in the rules it is stated that it is possible to start moving after the opening of the crossing only when the barrier is fully raised, having taken a vertical position,” explains Lyudmila Pleskatsevich. - In fact, a rare driver is waiting for this. And if the next signal about the approach of a train is given even before the barrier has fully risen after the previous signal, the barrier falls sharply down and, of course, damages the car. "

Particularly hurried drivers often find themselves under the barrier when it has already begun to lower. Most of them in such situations get lost and do not know what to do. “Well, if you have already jumped out to the crossing, then drive through, what is there ... - advises Lyudmila Pleskatsevich. “And many still do not know that the barrier closes automatically, and not at the whim of the crossing duty officer, they shift the blame onto us if it suddenly seemed that the barrier dropped at the wrong time.”

At night, recalls Lyudmila Pleskatsevich, some drivers, on the contrary, have to be woken up: “You look - the train has passed, there are no other cars, and one car was still standing before the crossing. Unfortunately, pedestrians, that is, you and I, sometimes demonstrate their illiteracy at railway crossings, just like motorists. And everyone does it in their own way. One young girl somehow listened to the music so much that she did not hear either the approaching train or the screams of Lyudmila Pleskatsevich, who rushed to her on the other side of the road to awaken her from musical lethargy. The girl "woke up" when she had already crossed the crossing and realized what she risked. “I think the adrenaline then increased for both of us,” recalls Lyudmila Pleskatsevich.

In less than five years of work at the crossing, our interlocutor, thank God, had never seen deaths on the rails. But her colleagues did happen.
