1. Standard disclosure of information by organizations carrying out activities in the field of management of apartment buildings

1. This document establishes the requirements for the composition of information to be disclosed by organizations carrying out activities in the field of management of apartment buildings (hereinafter referred to as management organizations, information), as well as to order, methods and terms of its disclosure.

2. Under the management organization, this document refers to a legal entity regardless of the organizational and legal form or an individual entrepreneur operating in the field of management of apartment buildings on the basis of an agreement concluded in accordance with Article 162 of the Housing Code of the Russian Federation (hereinafter referred to as the management agreement).

Under the disclosure of information in this document it is understood to ensure the access of an unlimited range of persons to information (regardless of the purpose of obtaining it) in accordance with the procedure that guarantees finding and receiving information.

3. The management organization is obliged to disclose the following information:

a) general information about the management organization;

b) the main indicators of the financial and economic activities of the managing organization (in terms of the execution of such a management organization of management agreements);

c) information about the work performed (services rendered) on the maintenance and repair of common property in an apartment building;

d) the procedure and conditions for the provision of services for the maintenance and repair of common property in an apartment building;

e) information on the cost of work (services) on the maintenance and repair of common property in an apartment building;

(e) Information about prices (tariffs) for utility resources.

4. The refusal to provide information may be appealed in the court established by the legislation of the Russian Federation.

5. Managing organizations information is disclosed by:

a) publication on the official website of the management organization in the information and telecommunication network of the Internet (hereinafter - the Internet), or on the official website of the executive authority of the constituent entity of the Russian Federation, determined by the highest executive body of the state power of the subject of the Russian Federation, on the Internet, or on the official website the local government body of the relevant municipality, in which the management organization operates on the Internet;

7. The management organization is obliged to post on the information stands (racks) in the management of the management organization and report the address of the official website on the Internet on the Internet, which contains information, as well as the names and details of the official printed publicationswhere information is posted.

8. In general information on the management organization, the following information is subject to disclosure:

9. As part of information on the main indicators of the financial and economic activity of the management organization, the following information is subject to disclosure:

a) annual accounting reporting, including balance sheets and annexes to it;

b) information on income received for the provision of enterprise household management services (according to separate accounting of income and expenses);

c) information on expenses incurred in connection with the provision of enterprise household management services (according to separate accounting of income and expenses).

10. As part of the information on the work performed (services provided) on the maintenance and repair of common property in an apartment building performed (rendered) directly by the control organization, the following information is subject to disclosure:

(a) Services provided by the management organization regarding the common property of the owners of the premises in an apartment building, from among the services specified in the rules of the main property in an apartment building approved by the Decree of the Government of the Russian Federation of August 13, 2006 N 491;

b) Services related to achieving the management goals of an apartment building, which are provided by the Management Organization, including:

services provided by the management organization to ensure delivery in the apartment building of utility resources;

conclusion on behalf of the owners of premises in the apartment building of contracts on the use of the common property of the owners of the premises in an apartment building on the conditions, defined by decision general meeting (including contracts for the installation and operation of advertising structures);

protection of the entrance;

protection of collective parking lots;

accounting for the owners of the premises in an apartment building;

other services in managing an apartment building.

11. As part of information on the procedure and conditions for the provision of services for the maintenance and repair of common property in an apartment building, the following information is subject to disclosure:

a) the draft department of the Office concluded with the owners of the premises in apartment buildings, residential owners partnerships, housing, housing and other specialized consumer cooperatives, which must contain all essential conditions management contract;

b) information on the fulfillment of obligations under management agreements for each apartment building, which should contain:

work plan for a period of at least 1 year to maintain and repair the common property of an apartment building, measures to reduce work costs (services) performed (rendered) by the management organization, indicating the frequency and timing of the implementation of such works (services), as well as information about their implementation (provision) and the reasons for deviation from the plan;

information on the number of cases of reduction of fees for violations of the quality of maintenance and repair of common property in an apartment building for the last calendar year;

information on the number of cases of reduced fees for violations of the quality of utilities and (or) for the exception of the established duration of breaks in their provision for the last calendar year;

information on the compliance of the quality of services rendered to state and other standards (in the presence of such standards).

12. In the case of attracting a managing organization in the previous calendar year, the number of such cases, copies of documents on the application of administrative effects, as well as measures taken to eliminate violations, resulting in the application of administrative sanctions are subject to administrative responsibility for violations in the management of apartment buildings.

13. Information on the cost of work (services) of the management organization should contain:

a) Description of the content of each work (services), the frequency of performance (provision of the service), the result of the work (provision of the service), the warranty period (if the quality assurance is provided for federal law, other normative legal Act Russian Federation or offered by the managing organization), indication constructive features, degrees of physical wear and technical status common property of an apartment building, determining the choice of specific works (services);

b) Tariffs (prices) for consumers established for resource-supplying organizations whose management organization purchases utility resources. Tariff information (prices) is given as of the day of information disclosure and are subject to update within the deadlines specified in paragraph 16 of this document;

c) Tariffs (prices) for utilities, which are used by the management organization to calculate the amount of payments for consumers.

15. Information to be disclosed by the management organization by placing on information stands (racks) in the managing organization's room, should be accessible to an unlimited circle of persons during the entire working time of the management organization. 16. The changes made to the disclosed information are subject to publication in the same sources in which relevant information was initially published during the following time:

a) on the official website on the Internet specified in subparagraph "A" of paragraph 5 of this document - within 7 working days from the date of the change in the relevant information;

b) in official print editions - within 30 days from the date of change of the relevant information;

c) on information stands (racks) in the premises of the managing organization - within 2 working days from the date of the change in the relevant information.

17. Information disclosure can be carried out on the basis of a written request and a request in electronic form.

If the requested information is disclosed in the required amount on the official website on the Internet and / or (or) in the official prints, the management organization has the right, without disclosing the requested information, to inform the address of the specified official website and (or) the names and details of official printing publications, where Placed information.

20. Requests adopted in electronic form, as well as the received written requests and copies of responses to consumers are stored by the management organization, respectively, on electronic and paper media for at least 5 years.

21. The provision of information on a written request is carried out within 20 days from the date of its receipt by sending (in writing) to the consumer of the postal sending or issuing the requested information personally to the consumer at the location of the management organization.

22. The written request received to the management organization is subject to registration on the day of his receipt with the assignment of the registration number and the stamp of the corresponding managing organization.

23. In a written request, signed by the consumer, the management organization is indicated, which is sent to the request, surname, name and patronymic (legal entity name) of the consumer, the postal address in which the answer should be directed is the essence of the statement, and also indicates the method of obtaining information (by means of mailing or issuing personally to the consumer).

5. Managing organizations information is disclosed by:

2. Under the management organization, this document refers to a legal entity regardless of the organizational and legal form or an individual entrepreneur operating in the field of management of apartment buildings on the basis of an agreement concluded in accordance with Article 162 of the Housing Code of the Russian Federation (hereinafter referred to as the management agreement).

Under the disclosure of information in this document it is understood to ensure the access of an unlimited range of persons to information (regardless of the purpose of obtaining it) in accordance with the procedure that guarantees finding and receiving information.

3. The management organization is obliged to disclose the following information:

a) general information about the management organization;

b) the main indicators of the financial and economic activities of the managing organization (in terms of the execution of such a management organization of management agreements);

c) information about the work performed (services rendered) on the maintenance and repair of common property in an apartment building;

d) the procedure and conditions for the provision of services for the maintenance and repair of common property in an apartment building;

e) information on the cost of work (services) on the maintenance and repair of common property in an apartment building;

(e) Information about prices (tariffs) for utility resources.

5. Managing organizations information is disclosed by:

c) placement on information stands (racks) in the placement of the managing organization;

d) providing information on the basis of requests filed in writing or electronic form.

6. Information is placed by the management organization on the websites on the Internet selected from the number of sites specified in subparagraph "A" of paragraph 5 of this document. In this case, information must be available for 5 years.

7. The management organization is obliged to post on the information stands (racks) in the premises of the management organization and report the address of the official site on the Internet on the Internet, which contains information, as well as the names and details of official printing publications, where information is posted.

8. In general information on the management organization, the following information is subject to disclosure:

b) information on income received for the provision of enterprise household management services (according to separate accounting of income and expenses);

c) information on expenses incurred in connection with the provision of enterprise household management services (according to separate accounting of income and expenses).

10. As part of the information on the work performed (services provided) on the maintenance and repair of common property in an apartment building performed (rendered) directly by the control organization, the following information is subject to disclosure:

(a) Services provided by the management organization regarding the common property of the owners of the premises in an apartment building, from among the services specified in the rules of the main property in an apartment building approved by the Decree of the Government of the Russian Federation of August 13, 2006 N 491;

b) Services related to achieving the management goals of an apartment building, which are provided by the Management Organization, including:

services provided by the management organization to ensure delivery in the apartment building of utility resources;

conclusion on behalf of the owners of premises in the apartment building of contracts on the use of the common property of the owners of premises in an apartment building on the conditions determined by the decision of the General Meeting (including contracts for the installation and operation of advertising structures);

protection of the entrance;

protection of collective parking lots;

accounting for the owners of the premises in an apartment building;

other services in managing an apartment building.

11. As part of information on the procedure and conditions for the provision of services for the maintenance and repair of common property in an apartment building, the following information is subject to disclosure:

a) the draft department of the Office concluded with the owners of premises in apartment buildings, householders partnerships, housing, housing and other specialized consumer cooperatives, which should contain all the essential conditions of the management contract;

b) information on the fulfillment of obligations under management agreements for each apartment building, which should contain:

work plan for a period of at least 1 year to maintain and repair the common property of an apartment building, measures to reduce work costs (services) performed (rendered) by the management organization, indicating the frequency and timing of the implementation of such works (services), as well as information about their implementation (provision) and the reasons for deviation from the plan;

information on the number of cases of reduction of fees for violations of the quality of maintenance and repair of common property in an apartment building for the last calendar year;

information on the number of cases of reduced fees for violations of the quality of utilities and (or) for the exception of the established duration of breaks in their provision for the last calendar year;

information on the compliance of the quality of services rendered to state and other standards (in the presence of such standards).

12. In the case of attracting a managing organization in the previous calendar year, the number of such cases, copies of documents on the application of administrative effects, as well as measures taken to eliminate violations, resulting in the application of administrative sanctions are subject to administrative responsibility for violations in the management of apartment buildings.

13. Information on the cost of work (services) of the management organization should contain:

a) Description of the content of each work (services), the frequency of performance (provision of the service), the result of the work (provision of the service), the warranty period (if the quality assurance is provided for by federal law, other regulatory legal act of the Russian Federation or is proposed by the management organization ), indicating the design features, degrees of physical wear and technical condition of the general property of an apartment building, which determine the choice of specific works (services);

b) Tariffs (prices) for consumers established for resource-supplying organizations whose management organization purchases utility resources. At the same time, the management organization indicates the details of regulatory legal acts (date, number, the name of the authority adopted), which establishes such tariffs (prices). Tariff information (prices) is given as of the day of information disclosure and are subject to update within the deadlines specified in paragraph 16 of this document;

c) Tariffs (prices) for utilities, which are used by the management organization to calculate the amount of payments for consumers.

15. Information to be disclosed by the management organization by placing on information stands (racks) in the managing organization's room, should be accessible to an unlimited circle of persons during the entire working time of the management organization. Information stands (racks) should be located in a place available to visitors and take place in such a way that you can freely familiarize yourself with information posted on them.

Managing organizations store copies of materials placed on information stands (racks) in the managing organization (including all updates) for 5 years.

16. The changes made to the disclosed information are subject to publication in the same sources in which relevant information was initially published during the following time:

22. The written request received to the management organization is subject to registration on the day of his receipt with the assignment of the registration number and the stamp of the corresponding managing organization.

23. k) information on cases of attracting a management organization, partnership and cooperative, an official of the management organization, a partnership and a cooperative to administrative responsibility for violations in the management of an apartment building with an application of copies of documents on the application of administrative effects, as well as information on measures taken to eliminate violations that led to the application of administrative sanctions. 3 (1). The information provided for by subparagraphs "in" - "and" clause 3 of this document is disclosed in relation to each apartment building, which manages the management organization, a partnership or cooperative. 4. The refusal to provide information may be appealed in the court established by the legislation of the Russian Federation.

6. Information is placed by the management organization, partnership or cooperative on the official website on the Internet, determined by the authorized federal executive body, as well as on the Internet on the Internet, the selected management organization, a partnership or a cooperative of the sites specified by subparagraph "A" of paragraph 5 and subparagraph "a" of paragraph 5 (1) of this resolution. Disclosure by publishing it on the Internet and the interaction of the authorized federal executive body, authorized executive authorities of the constituent entities of the Russian Federation, authorized local governments with managers, partnerships and cooperatives in the disclosure of information through its publication on the Internet are carried out in accordance with the Regulations, Approved by the Ministry of Construction and Housing and Communal Services of the Russian Federation. The management organization, a partnership and cooperative are obliged to report on the request of consumers - citizens and organizations that are owners (employers) of premises in an apartment building (hereinafter - the consumer), the address of the official website on the Internet on which information is posted.
