Poor family status. What benefits are available to low-income families. Tax exemptions

The share of families living below the subsistence level is steadily growing. Moscow authorities introduced measures of social support for the poor... But in order to get help from regional bodies, you need to confirm your low-income status.

Requirements for low-income family status

The main act regulating the belonging of a family to the category of low-income is Resolution of the Moscow Government dated December 26, 2016.

The document contains the Procedure, which indicates two criteria for need:

  • the amount of monthly income divided by each family member is less than the subsistence level;
  • the level of property security.

The living wage can be found on the website of the Department of Social Security. To the beginning 2019 year it is 16 260 rubles... For understanding, we will give an example of calculation: a family consists of 3 people. The monthly income is 40,000 rubles. One person accounts for 13 333 rubles, which less than the cost of living... The criterion is met.

The level of property security depends on the availability of the following assets:

  • transport;
  • real estate;
  • bank accounts.

According to the approved Procedure, the family not recognized poor if she has:

  • several or several living quarters with a total area above 18 square meters for one family member;
  • non-residential premises, as well as buildings and structures;
  • several land plots with a total area more than 0.2 hectares;
  • two or more cars or one non-motor vehicle (ship, plane);
  • bank deposit exceeding 1 million rubles.

The presence of at least one of the listed assets does not yet indicate the well-being of the family. The final assessment is carried out by the department of social protection according to a set of criteria.

Important: if, within 12 months prior to the moment of applying for help, a family carried out transactions with their assets or acquired real estate, then it automatically loses the right to be recognized as poor, even if the criteria were met.

How to get a status through mos.ru

The Moscow site contains detailed instructions on how to get specific social support measures. It is enough to enter the phrase “ Get help for low-income families».

Quite often, citizens are interested in how to formalize. In fact, this issue is important for the population. Indeed, in the conditions of the crisis, many cells of society found themselves below the poverty line. And the state has assumed responsibility for supporting such families to one degree or another. Accordingly, in order to receive these or those "bonuses", you must first recognize yourself as poor. But how to do that? What is needed? Where to contact? Which one can you count on? More on this later. It is easier to understand the procedure for recognizing a family as poor than it seems at first glance.

Where to contact

How to get the status of a poor family? The first step is to understand which authorities you need to contact to obtain the appropriate status. At the moment, Russia envisages several bodies dealing with this task.

Among them are:

  • the portal "Gosuslugi";
  • bodies of social protection of the population in the village;
  • single window services.

More and more often it is to the multifunctional centers that people turn to for the processing of most of the documents. Not necessarily the status of a poor social unit. This is the simplest solution. But you can also apply to social protection. She, like the MFC, will process this application extremely quickly.

Who is considered poor

Which family is considered poor? The name alone makes it clear that such people have little money. In other words, low-income families are those in which income is less than the subsistence level per person.

This indicator changes from year to year. And even several times in 12 months. Therefore, before obtaining the appropriate status, it is required to understand which family is considered poor.

It is worth noting that each one usually has its own living wage. It is different in all regions of the Russian Federation. The highest indicator is in the able-bodied population, the smallest is in minor children.

When recognizing a community unit as poor, all relatives living together will be taken into account. Usually this:

  • spouses;
  • children;
  • grandchildren;
  • parents;
  • Grandmothers and grandfathers;
  • sisters and brothers.

Accordingly, the income of the social unit is distributed on average to all family members. And, as already mentioned, if the monthly profit is less than the established subsistence minimum, you should think about how to register a poor family.

What counts for status

Special attention should be paid to family income. After all, it is this indicator that is the main one for the appointment of benefits and benefits to one degree or another. What budget receipts are taken into account by the social protection authorities when assigning this status?

Among the most common sources of funds are:

  • salary from official employment;
  • pensions;
  • benefits;
  • alimony;
  • scholarships;
  • lump sum payments;
  • income from renting out property;
  • cash from entrepreneurial activities.

If, taking into account all of the above components, each family member has less than the subsistence level, then you can issue the specified status. There is nothing difficult about that. It is enough to collect a certain package of documents. But more about him later. First, it is worth paying attention to what kind of assistance does the state offer to families officially recognized as poor?

Benefits and allowances for the poor

In this case, there are a lot of various "bonuses" from the state. Some of the benefits and allowances are regionally regulated. Therefore, it is worth checking the information in each locality regarding payments and other benefits.

Nevertheless, there is a generally accepted list of opportunities that are offered to the population. What are the poor in Russia entitled to? They are entitled to the following types of support:

  1. Utility subsidies. Typically, the poor are paid 50% of the bills. Many people find this help very useful.
  2. Kindergarten discount. Full exemption from kindergarten fees is possible.
  3. Natural help. What it is? This is the so-called targeted assistance to low-income families, which is expressed in certain objects. People are offered food, clothing, shoes, furniture and other items to support life.
  4. Free legal advice. Not the most popular option, but it does take place. She is not very well known to anyone.
  5. Schoolchildren are provided with textbooks and meals free of charge. They can also be allowed to be in the renewals for free.
  6. A monthly allowance for low-income families is also required. This payment helps to meet some of the needs of citizens. It is established mainly at the regional level.
  7. Providing housing. The poor have the right to queue up to receive a free apartment or land plot. As practice shows, it will take a long time to wait. But if you have patience, it will definitely take place.

These are not all subsidies for low-income families. Quite often, this category of persons is exempted from paying certain taxes. They may also be allowed to travel free of charge on public transport. Children, as with many children, are sometimes allowed to visit places of cultural development once a month without payment.

Income statements

And now it's worth understanding how to register a poor family. It is necessary to collect a certain list of documents. Which one? It will take a lot of paper. You will have to start with income statements.

Citizens must bring extracts of income to the family budget for the last 2 years. All family members are counted. The documents must reflect all previously listed sources of income.

As a rule, most people just need to take a 2-NDFL certificate from work. Students and retirees provide additional documents indicating the amount of pensions, benefits and scholarships, if any.

Papers are presented only in originals. Copies are not accepted by any authorities. Therefore, it is worth worrying about the availability of relevant certificates in advance. How to get the status of a poor family? The list of securities does not end with certificates of income. Next, you will need to bring documents, the collection of which is not so much of a hassle.

Family composition

The second point is the collection of documents indicating the composition of the family. This is also a mandatory item that is required to calculate income per person in a social unit.

What specific papers can be requested? Among them are:

  • an extract from about living in the apartment;
  • marriage / divorce certificate;
  • birth certificates of all children.

If there are non-native minors in the family, then the parents will be required to provide documents on adoption or transfer of custody of children. Copies and originals of the relevant papers are usually provided. Without the second, the application of the established form is not accepted.

Taxation

It is worth noting that all adult citizens of the Russian Federation are taxpayers. And therefore, in order to recognize a family as poor, it will be necessary to collect a complete list of papers indicating this or that type of taxation.

Among them are:

  • to the apartment;
  • land ownership documents;
  • certificates indicating ownership of the vehicle;
  • other evidence that can prove a particular case of tax payment.

As a rule, both copies and originals of the relevant documents are required. This is not an obligatory item, but the population more and more often encounters it in the process of registering a poor family.

Grade

Among other things, the results of the assessment of the property held by the family may be required. Without this document, as a rule, recognition of the status of the poor does not always take place. And this fact will need to be taken into account without fail.

In order to evaluate the existing property, you need to contact a special appraisal organization. Based on the results of the inspection of a particular property, as well as all available things, clients will be given the appropriate paper. It is provided in the original (preferably with copies) to the body for social protection of the population. It is not necessary, but desirable to have such a certificate. As practice shows, it is more and more often demanded from citizens.

Other

What documents must a poor family submit to certain authorities in order to obtain the appropriate status? In addition to the previously listed papers, you must bring:

  1. Identity cards for all family members. Even from minor citizens who have reached the age of 14. Both copies and originals are provided. Usually civil passports are meant.
  2. Application for recognizing the family as poor. To be completed in social security.
  3. TIN of applicants. If there are no documents, it is not necessary to purposefully obtain a corresponding certificate. This paper is optional.
  4. Certificates of registration of citizens as individual entrepreneurs. Provided if there is income from entrepreneurial activity.
  5. A lease or social rental agreement. Needed if the family does not have a separate home.
  6. Certificates of residence or temporary registration. Not required for adults upon presentation of passports.

It's all. Now it is clear how to register a poor family. All previously listed papers are submitted to one of the relevant authorities. Then it remains to wait for an answer. Usually the application is considered for about a month. If the answer is yes, then from the moment the social unit is recognized as poor, subsidies for utilities and other benefits can be issued.

Russian legislation provides for state support for citizens who have a low level of income.

To exercise the right to receive material assistance from the state, you must confirm your status.

To do this, a poor family must know what income should be in 2020 so that they can apply for or extend the receipt of financial assistance from the state.

To determine a family's ability to qualify for low-income status, it is important to know what is the maximum family income that qualifies for the subsidy, as well as how to calculate it for each family member.

The calculation procedure provides for the addition of all income received by the family and dividing them by the total number of people.

When carrying out financial calculations, you need to know what income is accounted for by law. These include the following:

Thus, it turns out that all the funds received by the family are summed up, regardless of their official employment. The calculation must be made within the last 3 months.

It is also important to know that, according to the legislation, a family is a certain group of persons registered for permanent or temporary residence, who are engaged in a joint household.

In this regard, if her own mother lives with a single mother, then the grandmother's income will also be taken into account.

The total size of the family may also include other relatives, in addition to the parents and children themselves. These include:

A low-income family in Russia is considered one in which for each of its members there is less money than the established subsistence minimum.

For the calculation, the amount provided in the region of her residence is taken. It cannot be lower than the established amount at the federal level, but it can be higher due to the individual characteristics of the region's location.

In the current 2020, the subsistence minimum is set at 10701 rubles.

For the best understanding of how to calculate the financial condition for recognizing a family as poor, it is better to consider this with an example. Family income is taken for 3 months.

Accordingly, for each source of income, it is necessary to take into account the amounts received for each of the last 3 months.

For example, there are 4 people living in a family with the following incomes:

  • the mother of a child who is 2 years old is on parental leave, has no income;
  • the father of this child receives a salary of 15,000 rubles;
  • a two-year-old baby for whom an allowance of 50 rubles is issued per month;
  • grandmother receiving a pension of 13,000 rubles.

The family also has a garage that they rent out every month. They receive 4000 rubles from it. This amount is also taken into account when calculating the family budget.

So, this family receives a month: 15,000 + 50 + 13,000 + 4,000 = 32050 rubles for all family members. If this amount was received in the same way in the last 3 months, then it should simply be multiplied by 3 months.

If family incomes were different in these months, then they are summed up for each month in the total amount. The resulting number is then divided by 3 months.

Taking into account the fact that 4 people are registered at their address, this amount is divided by 4. It turns out that actually each family member has 8012.50 rubles on average for 3 months.

This amount is less than the minimum subsistence level established for the current year by 2688.50 rubles. This difference is calculated at the federal level.

If you calculate for the city of Moscow, then for 2020 in the capital, the minimum amount is 16,160 rubles.

And if such a family lives and is officially registered in Moscow, then the income for each person will be 2 times less than the established one.

This principle is used to determine who belongs to low-income families. All income must be documented.

Depending on the specific subject of the Russian Federation, families with the same income per person in one region may be recognized as poor, and in another region with sufficient income for living.

Therefore, before applying for the prescribed benefits and payments, it is imperative to find out which family is considered poor in the subject of its residence.

If a family finds out that their average per capita income is below the minimum living in their region, then they should receive the status of poor. To do this, they must prove that their income is insufficient for the minimum living standard.

This status is formalized by social authorities. Therefore, you can submit an appeal:

  • directly to social protection;
  • through the MFC.

There are no significant differences between these structures, except that the MFC is only an intermediary for the transfer of documents to government agencies.

Therefore, the terms for the provision of services can be delayed for several days longer than with a direct appeal to social protection.

But it is much more convenient to get a service through the MFC, since this state body works on the principle of a single window. That is, the same employees accept many applications to various government agencies.

Each Center has many working specialists who are ready to receive applications from citizens.... You can make an appointment by phone or by issuing an electronic queue ticket.

This significantly saves the time of citizens, as well as the state organizations themselves. Since they do not waste time accepting applications from citizens, they are directly involved in checking documents, considering applications and providing services.

To submit an appeal, you need to know what documents are needed to recognize a family as poor. A complete list of papers can always be clarified on the website of the local municipality, or by calling social security or the MFC.

Social security phone numbers are different in each region, but the MFC has a general phone number 8800 for inquiries. By calling it, you can get the necessary information from specialists, specifying your region.

To apply for registration of the status of a low-income family, it is necessary to draw up an application and attach the established list of documents to it.

These include:

It is important to make copies of all originals, while the presence of the documents themselves is also required. The employee who accepts the application and the entire list of documents is obliged to verify the data and verify their authenticity.

It is also important to know what documents may be required to prove family income. First of all, they should all reflect information from the last 3 months.

The established package of documents together with the application can be submitted in person, as well as through a representative.

In this case, he will need to issue a notarized power of attorney, which gives him the right to represent the interests of the whole family in specific authorities.

One person can also be considered as a poor family if he is single and his income is less than the subsistence level similarly.

To submit an application, he must provide the same package of documents, with the exception of those that do not concern him.

One of the most difficult stages after collecting documents is drawing up an application. It is filled in according to the usual rules for a business letter.

But not all citizens know them. To draw up an application, a ready-made form is issued, which facilitates the procedure for filling it out.

The writing algorithm will be as follows:

  1. The name of the local body of social protection, where this petition is sent, is indicated.
  2. Next, personal information about yourself is prescribed, including name, passport and registration data, you also need to indicate the actual address of residence and telephone number for communication.
  3. The name of the application is usually printed on the finished form.
  4. After that, the essence of the statement is indicated that this family in a certain composition of a person has an average income in a certain amount over the past 3 months, which is below the subsistence level. All family members and their income are listed.
  5. Based on the specified data, a request for granting the status of a poor family is prescribed.
  6. The list of attached papers is listed.
  7. The date and signature of the applicant are put.

In this order, this document is filled in.

If you have any difficulties in drawing it up, you can always contact the employees of the MFC or social protection with a question.

Therefore, it is better to fill out this application in their presence.

Errors and corrections should not be allowed. If they were randomly admitted, then a new form will need to be requested.

The procedure for issuing a status itself does not take so much time as collecting all the necessary documentation.

The design algorithm is as follows:

  1. Preparation of all papers.
  2. Drawing up a statement.
  3. Submission of application and documents to competent employees.
  4. Waiting for 10 working days from the date of receipt of all papers.
  5. Within 3 working days, social security employees send a notice of the decision after consideration.

You can get the status of a poor family completely free of charge.... In this case, you do not need to pay any state fees. The only cost you can take into account is the making of copies of documents.

If the decision was negative, then a reasoned refusal is issued with a detailed explanation of the reasons. When corrected, their family has the right to reapply.

If a positive decision is made, the family is included in a special information base of the social protection authorities... On the basis of this, a certificate of recognition of the family as needy is also issued. The applicant must personally receive such a certificate.

If it is not received at the department of social protection or the MFC, then after 30 days, employees will be required to send it by mail to the indicated address of residence.

After receiving this status, the family will receive the right to formalize the due payments, subsidies and benefits, which will significantly improve its financial condition.

State aid to low-income families is a very important measure of social and financial support..

Since every Russian is obliged to have the minimum necessary living conditions, even if he cannot earn money on them on his own.

Quite often, citizens are interested in how to register a poor family. In fact, this issue is important for the population. Indeed, in the conditions of the crisis, many cells of society found themselves below the poverty line. And the state has assumed responsibility for supporting such families to one degree or another. This is the simplest solution. But you can also apply to social protection. She, like the MFC, will process this application extremely quickly.

What documents are needed to recognize a family as poor

  • cash payments;
  • assistance in kind;
  • benefits for payment of utilities;
  • housing benefits;
  • tax incentives;
  • benefits for admission to universities;
  • preschool enrollment benefits;
  • preferential vouchers to the dispensary;
  • free legal assistance.

The application for assignment of status is filled out and submitted directly on the spot, in the institution where the package of documents is submitted. The application is considered accepted from the moment it is registered. After that, it is considered within ten days (only working days are counted). After the social protection authority makes a decision about a particular family, it must inform the applicant about it within three days.

A unique situation has developed in our country - every year, including 2015, the state spends huge amounts of money on various social programs, trying to help people in times that can rightfully be called a crisis. But at the same time, the strata of the population, to whom this assistance is directed, sometimes do not even know about their rights. And it's not just about monetary compensation or pensions - many people don't even know about the benefits they are entitled to.

After collecting the necessary documents, the family just needs to submit them to the department of the Ministry of Social Development and wait for a decision. The problems here are different: right during the collection of documentation, you need to know where to get each important paper.

How to get low-income family status in 2020

Or the subsidy is drawn up separately - then you also need a certificate from the place of residence, as well as identity documents.

First of all, you will need documents confirming the identity of family members - passports, birth certificates.   • grandparents;
  • children deprived of parental care and their guardians;

Poor family

The financial situation of each family in Russia differs from each other, and this is one of the signs by which the role of the state in helping a particular family is determined. For example, recognition of a family as poor in 2014 is determined by income, which is clearly lower than official data, while in each region of Russia income is determined by local regional authorities. Determination of income in each region is taken into account on a quarterly basis, based on statistical data that determine the level of human well-being in a particular region of residence. To find out how to get the status of a low-income family, you must provide documentary proof of income for each active family member for the last 3 calendar months. After that, the family's income is summed up, divided by three, and after that we divide the amount received by the number of people living in the family. As a result, we get the average per capita figure for a family, and if it radically differs from the established subsistence minimum, then you will definitely get the status of low-income families.

One way or another, assistance is provided for children under 18 years of age who study permanently in educational institutions, if necessary, this option is considered if the child continues to study at the inpatient department of an educational institution and has not reached the age of 23. The payment applies to persons who care for a child under the age of three. The partial principle of providing state aid also includes low-income families with disabled children who have restrictions on movement (labor restrictions), as well as families with elderly pensioners who have reached the old age of 65 years.

How to get the status of a poor family

Based on the calculation made, it can be seen that the amount spent monthly per family member was RUB 7,166.67... It is below the cost of living in Moscow. Thus, within ten days, it was decided to assign the status of a low-income family and provide all the required benefits.

  1. Availability of subsidies for housing and utilities. It is appointed for six months, after which it can be extended. At the same time, the state can provide assistance aimed at creating more decent living conditions.
  2. Tax exemption from amounts received by families from the local or state budget within the framework of programs approved at the appropriate level.
  3. Any legal advice, even defense in court, can be provided free of charge or on preferential terms.
  4. Subject to several conditions, children from such families can enter higher or special educational institutions without taking part in the general competition:
    • one of the parents has the first disability group;
    • the child's age does not exceed 20 years;
    • when passing uniform state exams with at least a minimum number of points required for their successful completion.
