The latest changes in Federal Law 273 “On Education in the Russian Federation” indicate that the certification of teachers in 2017 will take place in two stages. At the first stage, the teacher must confirm his suitability for the position held directly by his professional suitability. The next - second - stage involves the justified assignment of an employee of an educational institution to the appropriate category. Qualifications can be improved only if they successfully pass a commission, the members of which test the knowledge and skills of the teacher in person, while determining his ability to communicate with children and treat them properly - as befits a teacher.

General provisions regarding the certification of teaching staff in Russia

The new certification of teaching staff in 2017 applies to all education workers without exception. Let us recall that at the moment in Russia there are two types of certification: mandatory and voluntary. The first stage is taken by those teaching staff who, at the request of the state, directly need to test their knowledge. The commission determines the level of wealth of a particular teacher, after which it makes a conclusion whether such a person is suitable for the country or not, that is, whether he corresponds to his position or simply takes someone else’s place.

At the same time, voluntary certification will be of interest primarily to those teachers who are pursuing the goal of increasing their current qualification level.

Mandatory certification: important information about this type of teacher assessment

Mandatory certification of teaching staff, starting in 2016, will be carried out for those who passed it 5 years ago. In 2017, teachers with an existing qualification category and pregnant women are exempt from mandatory certification.

It should be noted that certification can be ignored by those teachers who have been serving in educational institutions for the last 2 years. Maternity leave gives you the right to obtain qualifications and confirm your competence as a teacher after returning to work. It is important to remember that at least two years must pass from this moment until certification.

Certification does not apply to those employees of educational institutions who, for various reasons, have been absent from the workplace for the last 4 months (and beyond this period). For them, certification becomes mandatory only after one calendar year, starting from the moment of their official return to work.

Voluntary certification: who is interested in this type of confirmation of teacher competence?

Probably, every person (not only a teacher, but any other specialist) wants to raise his or her qualification level to a higher level, with the goal of moving up the career ladder and improving. Such people who want to improve themselves will be interested in voluntary certification. The new form of teacher certification in 2017, in general, is in many ways similar to the already familiar procedure.

If we are talking about the field of education, then specifically a teacher, intending to improve his qualifications, must first seek help in resolving this issue directly from his superiors, and then write the appropriate application. The document must necessarily clarify that voluntary certification will be carried out in order to establish a new qualification category.

Voluntary certification will be of interest both to teachers without a category and to those teachers who already have one, but at the same time, they still have room to grow.

To receive the highest possible rank, you need to be a teacher who is not only determined, but also has previously received the first category. Please note that at least two years must pass from that moment until the next increase.

At the same time, it cannot be said that the highest category is assigned to those teachers who already have one at all. In their case, they confirm their qualifications obtained earlier. Categories are issued for 5 years, after which they no longer require further extension.

How does certification work?

Mandatory certification of teachers in 2017 in Russia is carried out under the control of a special certification commission. Its composition is formed from representatives of the educational organization. The head who confirmed the order to appoint the commission approves the composition: chairman, deputy, secretary and other members of the commission. On the appointed day, a meeting of the commission is held.

Voluntary certification involves the preliminary submission of an application from the employee himself. It indicates his position and current category. The commission will test the teacher’s knowledge on the appointed day.

Verification of the application may take up to 30 days, after which the commission’s conclusion is issued. The duration of the certification, including the issuance of the final decision of the commission, is no more than 60 days.

Results of the certification

If a teacher partially or completely disagrees with the decision of the commission, he has the opportunity to challenge the received conclusion in court. Another option is to create a special commission for labor disputes. The teacher has 90 days from the date of issue of the conclusion to challenge the results.

On the other hand, if the results of the certification largely satisfy the employee of the educational institution, he himself, in this case, returning to the workplace and presenting the commission’s conclusion to the boss, can demand an increase in salary.

Certification is a comprehensive assessment of the professionalism and qualifications of the teaching staff of educational institutions. This procedure, according to the new edition of the Law “On Education,” prescribes the need to organize and pass certification of teachers once every five years. Almost every year, regulatory structures make adjustments to the certification plan, sometimes the changes are episodic, but often significant.

The management of schools, lyceums, gymnasiums and other educational institutions (EIs) are obliged to familiarize themselves with the modified program, and also inform their subordinates how the certification of teaching staff will be carried out in 2019.

Highlights of the updated legislation

The Government of the Russian Federation designated 2018-2019 as a period of reforms in the educational system. The main goal of changes in this area is to improve the social status of the teacher, optimize the overall level of teaching and carry out events that contribute to the growth of the prestige of the profession. These requests are not new, but now their urgency does not make it possible to postpone the decision.

The Ministry of Education and Science notes that requirements have increased for all aspects of the educational process - both for students and for teachers. Experts emphasize that without this categoricalness it is impossible to move forward; new requirements are dictated by time and the tasks planned for the coming years.

In particular, a list of the most common problems faced by young specialists today has been identified:

  • he is having difficulty finding a job because they are reluctant to hire newcomers;
  • low salary - the young specialist has not yet earned the categories, experience and bonuses that an experienced teacher deserves, and even the efforts and successes of a young teacher cannot always be rewarded financially in a tangible amount;
  • finally, a young specialist does not have the opportunity to quickly improve his professional level, because for this he needs to work in an educational institution for a certain number of years, etc.

And although such difficulties seem logical to many, beyond the reach of change, they lead to the outflow of young professionals from schools. They do not find self-realization, cannot count on a good salary, and are looking for work in another field. Therefore, the need for reforms has become urgent, and in order to change the current situation of young teachers (including), the certification of teaching staff in 2019 has undergone changes.

Why is certification carried out?

To put it very briefly and succinctly, the certification procedure can become a career ladder for a modern teacher. Having received a category higher than the existing one, the specialist sees certain prospects.

Among them:

  • salary increase taking into account all due payments according to a certain tariff schedule;
  • the opportunity to receive workload in the form of class management;
  • the opportunity to obtain the right to manage an office, etc.

And these are not all the prospects that a successfully completed certification opens up. A teacher could expand the range of his activities due to the possibility of leading clubs, studios, sections, electives, etc. He can get a certain position only if he has a category; finally, he can move to a new educational institution, become a methodologist or deputy only if he has a certain category. Even if a specialist is objectively ready for a promotion right now, the lack of a category prevents him from getting a promotion.

What were the shortcomings of the previous certification?

The system in force before the changes was not perfect. A young specialist often found himself disarmed before the chain of systematic actions that he needed to go through in order to move up the career ladder. The first certification seemed possible only after five years of continuous work in the educational institution: and this, as practice has shown, is a critical period for a young teacher to decide whether he will remain in the profession or not.

An extraordinary certification, even with significant successes of a specialist, could not be earlier than two years after passing the previous one. And we are not talking about a planned increase, but about certification on personal initiative. This means that even a teacher who has achieved significant merit and shown high efficiency in his work cannot receive a new category ahead of time.

Another important point is that previously certification focused on the teacher’s work itself and its effectiveness, and practically bypassed tests for knowledge of the professional subject.

Changes in the certification of teaching staff in 2019 took into account many of the weak points of previous regulations; the new interpretation is distinguished by a progressive vision of the position of a teacher and tools thanks to which he can grow professionally without unnecessary obstacles.

New rules for teacher certification in 2019

The new rules for teacher certification in 2019 are called revolutionary in the teaching community. And if this is an exaggeration, it is a very small one. There are many innovations, and some are fundamentally different from previously carried out procedures.

Thus, every teacher with expired certification must pass a new test this year designed to confirm his qualifications. Its content is determined by the subject that the teacher teaches: about 70% of the questions are from the field of the specialized subject, the remaining 30% cover general topics of pedagogy and the psychology of learning.

The result of pedagogical work will be assessed on the basis of preliminary collected material provided in the form of a KIM. This includes assessment of knowledge of the core subject, pedagogical, as well as mental readiness for work.

Application of the updated test model

Changes

A young specialist can quickly receive a category on which his salary level depends. This will help avoid the accumulation of applications for early certification, that is, it will also contribute to de-bureaucratization of the process.

The imperfections of the previous model were, for example, in creating a portfolio. Of course, it demonstrates to a certain extent the merits of the teacher and reveals his professional sides. But the specialist could devote the time spent on its creation to practical actions that relate to his direct work with the student. In addition, strict criteria for the form of the portfolio have not been drawn up. This makes the assessment system blurry and opaque.

The new certification of teaching staff in 2019 moves away from “floating” requirements and the lack of a unified approach. Previously, after certification, the employee understood that the next one would only be in five years. His desire to improve, learn, and grow disappeared, since even real effective work in this regard could not be assessed before a strictly established period. New model: procedure for certification of teaching staff in 2019

The new approach will somewhat transform the procedure for certifying teaching staff in 2019.

What the updated diagram looks like:

  • The employer undertakes to familiarize the teacher with the certification plan at least 30 days (calendar) before the start of the certification.
  • The teacher, if desired, can provide the commission with additional information that can characterize his work for the period after the certification (or for the period since the start of his professional activity - for young employees).
  • If an employee refuses scheduled certification, an act is drawn up signed by the teacher. When drawing it up, at least two persons must be present who record the act.

The basis of the new certification model is an objective, necessarily independent, transparent assessment of confirmation of an employee’s qualifications. The very principle of verification is changing. Now the test materials are divided into three blocks: the pedagogical subject is studied, the level of teaching of the specialized subject and communication skills.

Evaluation of major innovations

The main innovation, as already noted, is the NQT - National Qualification Test. It is required for every employee. Not everyone liked this innovation; many experienced teachers even consider it offensive. But their opponents are confident that there is nothing to be offended here; even the most experienced teacher must grow, develop, and constantly update his knowledge so that there is no professional stagnation.

This also includes fair statements that even if a primary school student knows a computer better than a teacher, if he orients himself faster in the search information environment, something needs to be done about it.

5 other important changes that teacher certification brings in 2019:

  1. The teacher gets the opportunity to “jump” over a category. And this is a definite plus, the absence of which previously hampered the professional growth of talented teachers.
  2. Possibility of early exit for certification, if there are grounds for it. Previously, this was, if not impossible, then very difficult. Fearing bureaucratic delays, an employee who deserved early certification simply did not dare to apply.
  3. The basis of certification is not the achievements of a specialist in the “here and now” format, but his work in dynamics.
  4. The presence of a special methodology that categorically calculates the teacher’s rating (performance effectiveness).
  5. The teacher must demonstrate conceptually new methodological approaches to implementing the updated standards and norms of the Federal State Educational Standard.

The new teacher certification in 2019 should, according to its developers, stimulate teachers to professional improvement and prevent stagnation and formalism of the certification program activities.

Will the salary change?

Experts from the Ministry of Education and Science assure that the updated certification model also includes financial incentives for teaching staff. Thus, it is expected that the spread between the minimum and maximum tariff rates will increase: specific figures are also given - from 16,000 rubles it should increase to 50,000 rubles.

The new form of teacher certification in 2019, according to experts, will provide an opportunity for novice teachers to gain a foothold in school. The growth of salaries and the possibility of early advanced training, as suggested by the Ministry, prevents the drain of teaching staff into other sectors.

Risks of the reformed model

Changes to teacher certification in 2019 have sparked intense criticism in some quarters. The updated model does have risks. For example, the writing of an essay by a teacher (according to the new regulations, it must evaluate the teacher’s horizons) does not have clear requirements. It is unclear exactly who will check it and how, and based on what criteria. But experts assure that if the effectiveness of this method of verification is not proven, the essay will be replaced with more convincing options.

Questions also arose regarding the funds that a teacher will inevitably spend to pass certification. For example, he must videotape lessons: not all teachers can afford high-quality filming, editing and video processing. In order to demonstrate themselves well in this regard, many employees will probably involve third-party specialists (videographers). These expenses, of course, are unlikely to be compensated by the school.

Again, to carry out regular video recording of the educational process, the teacher must obtain written permission from the students' parents. Is this real? If it is real, then the costs, even temporary ones, are unnecessary.

What awaits teachers who have not passed certification?

Much of the fear stems from a simple question: “What if I don’t pass the test?” Representatives of the Ministry of Education and Science assured that such an employee would not face dismissal. But for management, a failure will be a signal: the teacher himself must pay attention to his results.

Most likely, he may be sent to advanced training courses. And even if the employee has already completed the courses, unsatisfactory certification may result in the need to repeat this stage of self-education.

Will teachers have new positions?

Teacher certification in 2019, the latest changes of which have stirred up the teaching community, also involves the introduction of new positions. At least, this is the statement made by the creators of the new Professional Standard 2019.

So, in a Russian school the following may now appear:

  • Senior teacher. Only an employee who has already received the first category can count on such status.
  • Lead teacher. Only specialists with the highest category can receive this title.

New positions also require an increase in wages. The introduction of a “senior teacher” and a “leading teacher” should not only play on the ambitions of the teacher, but also build a certain professional gradation. After all, if the average person does not understand the categories of teachers well enough, then the definitions “senior” and “leading” evoke clearer associations.

Who conducts the certification

The certification commission, as before, is formed by the MA independently. It will consist of a chairman, secretary and members of the commission. So far, this organizational principle is not expected to undergo significant changes, although they are not excluded in the future.

If in the future the commission will include not only employees of the educational organization, but also third-party specialists, the purpose of such an innovation is to increase the objectivity of certification.

Who doesn't pass the test?

Certification of teaching staff is divided into two types: mandatory and voluntary. In the first case, the teacher must confirm his suitability for the current position. It follows from this that it does not necessarily improve the category, but proves its validity. Voluntary certification is an initiative of the teacher himself. Certification of teaching staff in 2019: the first category and the highest can be obtained by a teacher if he has written an application to undergo the procedure.

The following categories of employees are not subject to mandatory certification:

  • teachers working in the educational institution since 2015;
  • pregnant women;
  • those on parental leave;
  • staying on sick leave for more than four months in a row.

This list also includes teachers who have already received categories recently.

How to prepare certification documents

Previously, it was enough for a teacher to write an application, but now registering an employee of the educational institution for certification is a longer process.

What documents will be required:

  • application with the personal signature of the teacher;
  • a copy of the results of previously passed certifications (if any);
  • a copy of the diploma (or diplomas) of education, as well as the retraining completed;
  • a copy of the document confirming receipt of the category (if the employee already has one), certified by the signature of the head of the management organization;
  • a copy of the documentation on the change of surname, if relevant;
  • a reference directly from the place of work or a covering letter - they must assess the level of competence of the teacher and his work;
  • information card displaying the results of activities during inter-certification periods.

Those teachers who wish to undergo voluntary certification must, among other things, provide the commission with media with video recordings of two classes. Classes must be held during the inter-certification period.

In each school, at the scheduled time, a schedule for certification of teaching staff in 2019 is posted. Each specialist is notified of the need (or voluntary opportunity) to undergo certification.

Are these innovations final?

No, the final development of the new assessment structure is due to be completed in 2020. This means that this year the new certification activities will not yet take on a completed form, but will be sufficiently reformed. The ideas of representatives of the Ministry of Education and Science concern not only existing teachers, but also senior students of pedagogical universities. Future specialists can make plans, evaluate their prospects, and look more confidently into the future.

Previously, the same students, knowing that at least five years had to pass from the start of their professional career before the first significant salary increase, thought about a different path. Many graduates abandoned teaching careers, mainly due to financial uncertainty. Now, if we believe the forecasts, it will be possible to overcome this instability in the influx of new personnel and motivate young specialists.

When is mandatory certification of education workers carried out?

According to current standards, teachers must undergo additional training at least once every three years, and certification every five years. Having successfully passed the certification, the employee confirms compliance with all requirements established for his position, or receives a higher qualification level . Checking for suitability for the position held is a mandatory event. Only certain categories of employees are exempt from participation.

Refusal of mandatory certification is considered a violation of labor discipline and gives the manager the right to apply disciplinary action to the employee. According to the old rules, a teacher who wanted to earn more could voluntarily apply for assignment to the second, first or highest category. The categories were assigned: the second - by the school management, the first - by the district education department, and the highest - by the ministry.

According to the new rules, the second category was abolished altogether, and the certification of teaching staff was entrusted to educational authorities at the level of the constituent entity of the Russian Federation. At the same time, certification has become mandatory: once every five years, every teacher who does not have a category, regardless of desire and work experience, must undergo certification in order to confirm compliance with the position held.

Those teachers who wish to obtain the first or highest category may instead apply for certification to determine whether their professional level meets the requirements for the qualification categories. Categories are assigned for 5 years, after which they must be confirmed again in the same order.

If the teacher does not confirm his category in time, it will be canceled. After that:

  • a teaching worker of the first category will have to either submit an application for certification to be assigned the first category, or undergo certification in the general manner to confirm compliance;
  • A teaching worker of the highest category will be forced to first be certified for the first category, and only after two years he will receive the right to apply for the highest.

At the same time, qualification categories assigned before January 1, 2011 remain valid for the period for which they were assigned. However, the rule according to which a teacher who has worked in the profession for 20 years was assigned the second category “for life” is cancelled. From now on, these teachers will also be required to undergo certification every five years.

Mandatory certification for suitability for the position held

Mandatory certification is carried out every five years to confirm the suitability of the teaching staff for the position held.

Who is required to undergo certification?

Teaching staff who do not have categories and have not expressed a desire to undergo certification for a qualification category.

Who does not need to undergo certification?

  • teachers who have worked for less than 2 years in this position;
  • pregnant women and women on maternity leave and child care leave until the child reaches the age of 3 years. Their certification is carried out no earlier than two years after leaving the specified vacations.

Teachers who are absent from work for more than 4 months due to illness will need to undergo certification a year after officially returning to work. But if the above category of citizens expresses a desire to begin a pedagogical examination, no one can challenge their decision and not allow them to undergo certification.

Teachers are nominated by their employer for certification to confirm their suitability for the position they hold.

If a teacher works in different teaching positions for one employer and does not have a qualification category for any of them, then the employer’s representation can be submitted immediately for all positions in which he is employed.

If a teacher combines work in his specialty with several employers, each of them has the right to send him for certification.

List of required documents:

  • Application with personal signature
  • A copy of the result from the previous certification (if available)
  • Copies of diplomas of higher or secondary vocational pedagogical education
  • A copy confirming the presence of the highest or first category of certification (if one was previously obtained)
  • A copy of documents confirming the change of surname, if it has been changed
  • A covering letter or a detailed reference from the place of work that can confirm the level of competence and professional activity.
  • A month after submitting the documents, the applicant will receive a letter at his home address with a detailed description of the place and time of the certification.

How is certification carried out?

During certification, in order to confirm compliance with the position held, teachers undergo written tests on issues related to their professional activities or computer testing, which allows them to determine the level of proficiency in modern teaching and education methods.

Commission decision

In accordance with paragraph 13 of the “Procedure for Certification of Teaching Workers,” the decision of the certification commission is documented in a protocol and entered into the certification sheet of the teaching worker. This document, as well as an extract from the administrative act of the certification commission, are stored in the teacher’s personal file.

  1. Upon successful completion of the certification, the commission issues a verdict: “suitable for the position held.”
  2. If the tests are failed, the commission decides that the teacher is “not suitable for his position.”

In this case, the employment contract with the teaching employee may be terminated in accordance with clause 3. part 1. art. 81 Labor Code of the Russian Federation. However, the employer is not obliged to fire a teacher who has not passed the certification. For example, he may offer him to take advanced training courses and, upon completion, undergo re-certification.

In addition, dismissal is not allowed if it is possible to transfer the teaching employee with his written consent to another job (for example, a vacant lower position or a lower paid job).

Also, in accordance with Article 261 of the Labor Code of the Russian Federation, it is impossible to dismiss

  • the employee during the period of his temporary incapacity for work and while on vacation;
  • a pregnant woman, as well as a woman with children under three years of age;
  • a single mother raising a child under fourteen years of age or a disabled child up to eighteen years of age;
  • other persons raising these children without a mother.

Voluntary certification for obtaining the first or highest category

Voluntary certification is carried out on the basis of an application from a teaching worker to determine whether his qualifications meet the requirements for the first or highest qualification categories.

Who is eligible to undergo certification?

1. An application for certification for assignment to the first category may be submitted by:

  • teaching staff, uncategorized;
  • teaching staff with the first category - if the validity period of the previous “voluntary certification” is coming to an end.

2. An application for certification for assignment to the first category can be submitted by:

  • teaching staff with the first category - but not earlier than 2 years after its assignment;
  • teaching staff with the highest category - if the validity period of the previous “voluntary certification” is coming to an end.

Teachers who have worked in their position for less than 2 years, pregnant women and women on maternity leave to care for a child until the child reaches the age of 3 years also have the right to apply for voluntary certification.

Who applies for certification?

Each teacher does this independently. The law does not establish centralized deadlines for submitting applications and periods for certification, so a teacher can submit documents for certification at any time.

Teachers who already have a category are recommended to submit an application no later than three months before the expiration of the previous voluntary certification. This is necessary so that this period does not expire during the consideration of the application and certification.

How to submit documents for certification

1. A teacher who decides to submit an application for voluntary certification collects a package of documents:

  • application in the prescribed form (there is a sample);
  • a photocopy of the certification sheet of the previous certification (if there was one);
  • a new certification sheet filled out up to point 7 inclusive;
  • a portfolio of your professional achievements (there are recommendations for compilation), which can be submitted to the certification commission both at the time of submitting the application and within a month after that.

2. A package of documents is submitted to the certification commission of the constituent entity of the Russian Federation - in the capital, these functions are performed by the Moscow Center for Educational Law, located at st. Bolshaya Dekabrskaya, building 9.

3. Within a month, the commission reviews the application and sets the date, place and time for the teacher’s certification. The certification period should not exceed 2 months.

Requirements for categories

According to the “Procedure for Certification of Teaching Workers,” the following requirements are imposed on the categories.

Requirements for the first qualification category:

  • personal contribution to improving the quality of education based on improving teaching and educational methods;
  • stable results of students mastering educational programs and indicators of the dynamics of their achievements are above average in the constituent entity of the Russian Federation.

Requirements for the highest qualification category:

  • the first qualification category has been established;
  • mastery of modern educational technologies and methods and their effective application in practice;
  • stable results of students mastering educational programs and indicators of the dynamics of their achievements above average in the constituent entity of the Russian Federation, including taking into account the results of participation of students and pupils in all-Russian and international olympiads, competitions, competitions;
  • personal contribution to improving the quality of education based on improving teaching and upbringing methods, innovative activities, mastering new educational technologies and actively disseminating one’s own experience in the field of improving the quality of education and upbringing.

At the same time, olympiads, competitions and competitions are taken into account only for the assessment of those teaching staff whose work includes these events. For example, for educational psychologists this point is not valid.

How is certification carried out?

The qualification test takes the form of an examination of the teacher’s portfolio of professional achievements. The meeting of the certification commission can take place either without the participation of the teacher undergoing testing, or in his presence. You must write in advance in your application if you wish to attend the meeting.

If the teacher expressed his desire to attend the meeting, but did not appear at the meeting within the specified period without a good reason, the certification commission has the right to conduct certification in his absence.

Commission decision

During certification, to establish compliance of their professional level with the requirements for qualification categories, the decision of the commission is recorded and recorded on the certification sheet of the teaching worker. Then it is approved by the educational authorities of the constituent entity of the Russian Federation. The certification sheet and an extract from the act of the educational authority are sent to the employer.

1. If the teacher has passed certification, a decision is made “meets the requirements for the first (highest) qualification category.

An entry about the assignment of a category is made in the work book, in the “Work Information” section. For example: “The first qualification category has been established for the position of “teacher”- the subject being taught is not indicated.

2. If the teacher has not passed certification, a decision is made “does not meet the requirements for the first (highest) qualification category » .

In this case, those who “passed” for the first category remain without a category and must undergo certification for suitability for the position held.

Those who “failed” to the highest level are retained in the first qualification category until its expiration date. After which the certification will have to be taken again - either to confirm the first category, or to establish the highest.

Appealing the decision of the certification commission

The right to appeal the results of certification is stipulated in the “Procedure for certification of teaching staff.” You can file an appeal either to the labor dispute commission at the regional education authority or to the court. An application to the court to resolve an individual labor dispute is submitted within three months from the day the employee learned or should have learned of a violation of his right.
