Such requirements may be qualitative, quantitative, consumer properties, as well as the maximum price for goods, work or services (Part 2 of Article 19 44-FZ). This contributes to:

The regulations establish normative legal acts:

The following structures can post rationing rules:

  • government;
  • municipal;
  • territorial divisions;
  • bodies managing state extra-budgetary funds;
  • budgetary, autonomous, subordinate government institutions.

How rationing rules are formed

First of all, the general rules defining rationing are approved (Part 3 of Article 19 No. 44-FZ). Next, the standards are determined (Part 4, Article 19 No. 44-FZ). And finally, specific requirements for certain types of GWS and regulatory costs are approved (Part 5, Article 19 No. 44-FZ).

Each stage generates a specific list of standardized GWS: at the first stage, general requirements are developed, at the second - a mandatory list, at the third - a departmental one.

A departmental list is necessary to regulate the validity of procurement activities. Thanks to it, the purchase of goods with excessive consumer properties and luxury goods is excluded.

Who shapes

At the first stage, the body that places the rationing rules is the Government of the Russian Federation. It regulates the general conditions applied in the contract system. Through the development of a regulatory framework, both general requirements for the procedure for the creation, implementation and execution of by-laws governing procurement activities are established, as well as those defining requirements for certain types of purchased GWS and regulatory costs.

At the second stage, the highest executive bodies of state power of the constituent entities of the Russian Federation, as well as local administrations, are involved.

At the third stage, requirements and regulatory costs are approved by state and municipal bodies, and management bodies of state extra-budgetary funds.

How is it controlled?

Verification of compliance with regulation rules in the field of procurement is carried out in relation to customers, various procurement agencies and their members, authorized bodies and institutions, as well as operators (clause 2 of Article 99 44-FZ).

Control at the state and municipal level is carried out by internal financial control bodies.

Costs associated with procurement activities are subject to control. During the audit, their reliability and correctness of preparation and maintenance of reports are revealed.

Carried by officials. Based on the provisions, schedules, procurement plans must contain applications with included, which indicate the specific purpose of the purchase and the details of the standardization act.

215. The documentation on competitive procurement defines the requirements for goods, works, services supplied (performed, rendered) as part of the execution of a contract concluded as a result of competitive procurement.

216. Requirements for purchased goods, works, and services are formed taking into account the following principles:

1) the requirements in force at the time of purchase, imposed by the legislation of the Russian Federation for types of goods on mandatory certification, must be taken into account;

2) requirements for purchased goods, works, services must be focused on the acquisition of high-quality goods, works, services that have the consumer properties and technical characteristics required by the customer;

3) the established requirements for the subject of procurement should, if possible, ensure that procurement participants submit proposals for the supply of innovative goods and energy-saving technologies (including electricity, heat, labor, time and other types of resources), requirements for compliance by the supplier with labor protection, industrial and environmental safety standards , as well as ensuring safety for personnel and safety of customer property;

4) the requirements of technical and technological regulations established by the legislation of the Russian Federation, as well as the requirements of local standards, regulatory documents for the supply of goods, performance of work, provision of services applicable to the customer must be taken into account:

Requirements for incoming control of materials used by the supplier (if necessary);

Other requirements for quality and deadlines.

217. In the requirements for the subject of procurement and other local legal acts approved when carrying out all types of procurement in relation to programs for electronic computers and databases, implemented regardless of the type of contract on a tangible medium and (or) electronically via communication channels, and also the rights to use such software, including temporary ones, indicate the need to submit proposals providing only for such software, information about which is included in the unified register of Russian programs for electronic computers and databases, created in accordance with the current legislation of the Russian Federation and adopted in pursuance thereof regulatory legal acts (hereinafter referred to as the register), with the exception of the following cases:

1) the register does not contain information about software corresponding to the same class of software as the software planned for purchase;

2) software, information about which is included in the register and which corresponds to the same class of software as the software planned for purchase, is not competitive (in terms of its functional, technical and (or) operational characteristics does not meet the requirements established by the customer for the planned for software purchases).

In relation to each procurement to which the above exceptions are applied, publish on the customer’s official website in the section on procurement activities information about such procurement with justification for the impossibility of complying with the restriction on the admission of software originating from foreign countries, no later than 7 calendar days from the date of publication of information about procurement on the customer’s official website or specialized Internet sites used by the customer for procurement.

218. Requirements for the quality of goods, works, services are subject to presentation in the technical specifications with reference to technical regulations adopted in accordance with the legislation of the Russian Federation on technical regulation, documents developed and used in the national standardization system, adopted in accordance with the legislation of the Russian Federation on standardization.

219. The requirement for the quality of work performed or services provided can be expressed in the achievement of a capital construction (reconstruction) or repair (modernization) project of certain technical and economic indicators and maintaining the achieved indicators during the warranty period.

220. Requirements for the warranty period of goods, work, services and (or) the scope of providing guarantees of their quality, warranty service of goods, costs of operating the goods, mandatory installation and adjustment of the goods, training of persons involved in the use and maintenance of the goods, are established if necessary.

In the case of determining the supplier of machinery and equipment, the procurement documentation, if necessary, establishes requirements for the warranty period of the product and (or) the scope of providing guarantees of its quality, warranty service of the product, costs of servicing the product during the warranty period, as well as for installation and commissioning of the product . In the case of determining a supplier of new machinery and equipment, the procurement documentation establishes requirements for the provision of a guarantee from the manufacturer and (or) supplier of this product and the validity period of such a guarantee, while the provision of such a guarantee is carried out along with the goods and the validity period of such a guarantee must be no less than the duration of the manufacturer's warranty for this product.

The warranty period extends to the period of time during which the customer can extract the beneficial properties of the supplied goods (work performed, services provided) without additional costs, with the exception of costs associated with proper operation, and is determined by the legislation of the Russian Federation.

221. The supplied goods must be new goods (goods that have not been used, repaired, including those that have not been restored, whose components have not been replaced, or whose consumer properties have not been restored) unless otherwise provided by the requirements to the subject of purchase.

222. It is not allowed to present requirements for purchased goods, works, services, or terms of execution of the contract that are not specified in the procurement documentation. The requirements for the purchased goods, works, services, as well as the conditions for the execution of the contract, apply equally to all participants, to the goods, works, services they offer, and to the conditions for the execution of the contract.

223. When describing the subject of procurement in the competitive procurement documentation, the customer must be guided by the following rules:

1) the description of the subject of purchase indicates the functional characteristics (consumer properties), technical and quality characteristics, as well as operational characteristics (if necessary) of the subject of purchase;

2) the description of the subject of procurement should not include requirements or instructions regarding trademarks, service marks, company names, patents, utility models, industrial designs, the name of the country of origin of the goods, requirements for goods, information, works, services, provided that such the requirements entail an unreasonable limitation on the number of procurement participants, unless there is another way that provides a more accurate and clear description of the specified characteristics of the subject of procurement. At the same time, the documentation on competitive procurement indicates the parameters of the equivalence of goods, works, and services, formed depending on the needs of the customer.

In 2016, customers must not only plan purchases, but also standardize and justify them. Higher authorities (the Government of the Russian Federation, the highest executive bodies of a constituent entity of the Russian Federation, local administrations) establish general rationing rules, and lower ones (the main managers of budget funds) clarify them in their rules and communicate them to institutions. To take into account standardization when forming a procurement plan and schedule, contract managers and contract service employees must be guided by two GRBS acts - a departmental list and standard costs for performing functions. These documents make it clear what products the customer has the right to purchase, in what quantities and at what prices.

What is a departmental list and how to use it

In the departmental list, federal government agencies specify how many goods, works, and services customers have the right to purchase, consumer properties and characteristics of procurement objects. The list also sets maximum prices for products. Agencies must adhere to the departmental checklist when planning and justifying procurement. The rule applies to all customers under Law No. 44-FZ, without exception.

Attention: if the customer purchases goods, work or services from the departmental list, the NMCC should not exceed the maximum price.

This is stated in paragraph 14 of the General Rules, approved by Decree of the Government of the Russian Federation of September 2, 2015 No. 926.

Example: On the use of the departmental list

The university plans to purchase mobile phones and their maintenance services.

To calculate and justify the price, the customer used the order of the Russian Ministry of Education and Science dated December 28, 2015 No. 1528. In the document, the ministry established maximum prices for mobile phones and the annual cost of service. Thus, a telephone for an executive should not cost more than 10,000 rubles, and annual maintenance of the device should not cost more than 48,000 rubles. For a specialist, the maximum cost of a phone is 5,000 rubles, annual service is 9,600 rubles.

When describing the procurement object, also take into account departmental regulations.

Example: About the description of the procurement object

The Academy plans to purchase steel-framed chairs with wooden seats covered in fabric.

To describe the procurement object, the academy used the appendix to the order of the Russian Ministry of Education and Science dated December 28, 2015 No. 1528. In it, the ministry provided for the characteristics and maximum allowable price of such chairs. The customer described the chairs as follows: “Chair: frame material – metal, facing material – fabric, price – no more than 9,000 rubles.”

Situation: the customer calculated the NMCC. It turned out to be higher than the maximum price, which was approved by a higher authority in the departmental list. Is it legal to purchase goods at a maximum price?

Yes, you can purchase goods at the price from the list. Reduce the NMCC, which was obtained by market analysis, to the maximum. Justify the reduction by reference to the departmental list of the founder.

The unit price of the product that the customer plans to purchase should not exceed the maximum price from the departmental list. This is stated in paragraph 14 of the General Rules, approved by Decree of the Government of the Russian Federation of September 2, 2015 No. 926.

What are standard costs for performing functions and how to apply them

Standard costs for providing functions allow customers to calculate in what quantities to purchase specific goods, works, services, for example, office equipment, communications, furniture. Such limits are established only for state and municipal bodies, bodies managing extra-budgetary funds, and government institutions. The listed customers are required to limit purchase volumes.

Standard costs are calculated both using formulas and without them. Price and quantity standards are used in the calculation. Procurement costs, which the customer has calculated on the basis of standard costs, should not exceed the limits of budgetary obligations.

The procedure in which customers calculate standard costs is established by federal government agencies. For this purpose an order is issued. The standards are approved by an authorized official of the government body.

Example: About the application of standard costs

The government agency plans to purchase desks for specialists in 2017.

The institution has 200 specialists on staff and 185 desks on its balance sheet. The institution plans to write off 10 tables next year. To calculate how many tables to purchase, the customer used the act of the federal government agency.

According to the act, each specialist is assigned one table. Limit price – 8000 rub. The need for tables for specialists (Q) is determined by the formula:

Q = V – C + S, where:

V – the number of desktops required for specialists;

C – balance of tables for specialists at the beginning of the year following the reporting year;

S – the number of tables that the customer will write off in the year following the reporting year.

Thus, in 2017 the customer has the right to purchase 25 tables (200 – 185 + 10). Moreover, the total cost of the purchase should not exceed 200,000 rubles. (25 pieces × 8000 rub.).

Situation: a budgetary institution of a subject operates only in accordance with Law No. 44-FZ. What rationing rules to apply

For a budgetary institution, the founders establish only requirements for goods, works, services, and maximum prices. Such customers do not apply standard costs for providing functions.

Situation: what to do if the founder has not issued rules on rationing for a budgetary institution

Normative costs for providing functions for budgetary institutions are not issued. If the founder has not approved the requirements for goods, works, services, conduct procurement according to the rules that were applied before Article 19 of Law No. 44-FZ came into force.

Situation: government agencies must establish two documents: both requirements and regulatory costs

Yes, government agencies approve requirements for goods, works, services, maximum prices, and standard costs for providing functions. The exception is budgetary institutions. For them, only requirements are approved.

Rationing in the field of procurement

2. The Government of the Russian Federation, the highest executive bodies of state power of the constituent entities of the Russian Federation and local administrations establish the most significant institutions of science, education, culture and healthcare applied by state bodies, management bodies of state extra-budgetary funds, municipal bodies, determined in accordance with the Budget Code of the Russian Federation, their territorial bodies and state institutions subordinate to them, budgetary institutions and unitary enterprises, the State Atomic Energy Corporation Rosatom, the State Corporation for Space Activities Roscosmos and organizations subordinate to them have rules for determining the requirements for certain types of goods, works, services purchased by them ( including maximum prices for goods, works, services) to meet, respectively, federal needs, the needs of constituent entities of the Russian Federation and municipal needs (hereinafter referred to as the rules for determining requirements).

3. Requirements for those purchased by state bodies, management bodies of state extra-budgetary funds, municipal bodies, determined in accordance with the Budget Code of the Russian Federation by the most significant institutions of science, education, culture and health care, the State Atomic Energy Corporation Rosatom, the State Corporation for Space Activities "Roscosmos" (hereinafter - customers), their territorial bodies and organizations subordinate to them, provided for in paragraph 2 of these General Rules, certain types of goods, work, services (including maximum prices for goods, work, services) are approved by customers in the form of a list of individual types goods, works, services for which consumer properties (including quality characteristics) and other characteristics that have an impact on the price of certain types of goods, works, services are established (hereinafter referred to as the departmental list).

4. The rules for determining requirements provide for:

a) a mandatory list of certain types of goods, works, services, their consumer properties and other characteristics, as well as the values ​​of such properties and characteristics (including maximum prices of goods, works, services) (hereinafter referred to as the mandatory list) and (or) the obligation of customers set the values ​​of the specified properties and characteristics;

b) the procedure for creating and maintaining a departmental list by customers, as well as an approximate form of the departmental list;

c) the procedure for applying the mandatory criteria for selecting certain types of goods, works, services, specified in paragraph 11 of these General Rules, the meaning of these criteria, as well as additional criteria not defined by these General Rules and not leading to a narrowing of the departmental list, and the procedure for their application.

5. The rules for determining requirements may provide for the following information, additionally included by customers in the departmental list:

a) certain types of goods, works, services not specified in the mandatory list;

b) characteristics of goods, works, services that are not included in the mandatory list and do not lead to unreasonable restrictions on the number of procurement participants;

c) values ​​of quantitative and (or) qualitative indicators of characteristics (properties) of goods, works, services that differ from the values ​​contained in the mandatory list, in cases provided for by the rules for determining requirements. Moreover, such values ​​​​must be justified, including using the functional purpose of the product, which for the purposes of these General Rules means the purpose and conditions of use (application) of the product, allowing the product to fulfill its main purpose, auxiliary functions or determining the universality of use of the product (performance relevant functions, works, provision of relevant services, territorial, climatic factors, etc.);

d) other information relating to the procurement of goods, works, services not provided for by these General Rules.

6. The mandatory list and departmental list are formed taking into account:

a) the provisions of technical regulations, standards and other provisions provided for by the legislation of the Russian Federation, including the legislation of the Russian Federation on energy saving and increasing energy efficiency and the legislation of the Russian Federation in the field of environmental protection;

b) the provisions of Article 33 of the Federal Law “On the contract system in the field of procurement of goods, works, services to meet state and municipal needs”;

c) the principle of ensuring competition, defined by Article 8 of the Federal Law "On the contract system in the field of procurement of goods, works, services to meet state and municipal needs."

7. The departmental list is compiled taking into account the functional purpose of the goods and must contain one or more of the following characteristics in relation to each individual type of goods, works, services:

a) consumer properties (including quality and other characteristics);

b) other characteristics (properties) that are not consumer properties;

8. The departmental list approved by customers must allow for the provision of state and municipal needs, but not lead to the procurement of goods, works, services that have excessive consumer properties (functional, ergonomic, aesthetic, technological, environmental properties, reliability and safety properties, the values ​​of which are not conditioned by their suitability for operation and consumption for the purpose of providing state (municipal) services (performing work) and implementing state (municipal) functions) or are luxury goods in accordance with the legislation of the Russian Federation.

9. The mandatory list is compiled in the form according to the appendix and can be supplemented with information provided for by the rules for determining requirements.

10. Certain types of goods, works, and services are included in the mandatory lists contained in the rules for determining requirements approved by the highest executive bodies of state power of the constituent entities of the Russian Federation and local administrations, in accordance with the mandatory criteria specified in paragraph 11 of these General Rules, the values ​​of which are calculated based on from payments under contracts and from the number of contracts concluded in order to meet the needs of the relevant constituent entity of the Russian Federation or municipal entity, and if additional criteria are established in accordance with subparagraph “c” of paragraph 4 of these General Rules - in accordance with such criteria. 11. Mandatory criteria for the selection of certain types of goods, works, services used in the formation of the departmental list are simultaneously:

a) the share of payment for a specific type of goods, work, services (in accordance with payment schedules) under contracts, information about which is included in the register of contracts concluded by customers, and the register of contracts containing information constituting state secrets, by customers, their territorial bodies and organizations subordinate to them, provided for in paragraph 2 of these General Rules, in the total amount of payment for contracts included in the specified registers (according to payment schedules), concluded by the relevant customers, their territorial bodies and organizations subordinate to them, provided for in paragraph 2 of these General Rules;

b) the share of contracts for the purchase of certain types of goods, works, services of customers, their territorial bodies and organizations subordinate to them, provided for in paragraph 2 of these General Rules, in the total number of contracts for the purchase of goods, works, services concluded by the relevant customers, their territorial bodies and organizations subordinate to them, provided for in paragraph 2 of these General Rules.

12. The values ​​of consumer properties (including quality) and other characteristics (properties) of certain types of goods, works, services used in the formation of the mandatory list are established in quantitative and (or) qualitative indicators, indicating (if necessary) the unit of measurement in accordance with the All-Russian classifier of units of measurement.

Quantitative and (or) qualitative indicators of characteristics (properties) of certain types of goods, works, services can be expressed in the form of an exact value, a range of values, or a ban on the use of such characteristics (properties).

Limit prices for goods, works, and services are set in rubles in absolute monetary terms (accurate to the 2nd decimal place).

13. Requirements for certain types of goods, works, services are determined taking into account the categories and (or) groups of positions of employees, if the costs of purchasing certain types of goods, works, services to ensure the functions of state bodies, management bodies of state extra-budgetary funds of the Russian Federation, state bodies subjects of the Russian Federation, management bodies of territorial state extra-budgetary funds, municipal bodies determined in accordance with the Budget Code of the Russian Federation of the most significant institutions of science, education, culture and health care (including, respectively, territorial bodies, government institutions subordinate to them), the State Atomic Energy Corporation " Rosatom", State Corporation for Space Activities "Roscosmos" and organizations subordinate to them in accordance with the rules for determining standard costs, approved respectively by the Government of the Russian Federation, the highest executive bodies of state power of the constituent entities of the Russian Federation, local administrations, are established taking into account categories and (or) groups employee positions.

Requirements for certain types of goods, works, services purchased by subordinate organizations, provided for in paragraph 2 of these General Rules, are delimited by categories and (or) groups of positions of employees of these organizations in accordance with the staffing table.

14. The unit price of goods, works, and services planned for procurement cannot be higher than the maximum price of goods, works, and services established in the departmental list.

15. Maximum prices of goods, works, services established by the Government of the Russian Federation, the highest executive bodies of state power of the constituent entities of the Russian Federation, local administrations cannot exceed the maximum prices of goods, works, services established by these bodies when approving standard costs for providing the functions of state bodies , management bodies of state extra-budgetary funds of the Russian Federation, government bodies of constituent entities of the Russian Federation, management bodies of territorial state extra-budgetary funds, municipal bodies determined in accordance with the Budget Code of the Russian Federation of the most significant institutions of science, education, culture and health care (including, respectively, territorial bodies subordinate to them state institutions), the State Atomic Energy Corporation "Rosatom", the State Corporation for Space Activities "Roscosmos" and their subordinate organizations.

Procurement rationing rules

In accordance with Article 16 of the Federal Law on the contract system 44-FZ, standardization in the field of procurement is the establishment of requirements for purchased goods, works, services and/or standard costs. In this case, requirements can be established not only for the characteristics and properties of the product, but also for the maximum price of goods, works and services.

Thus, rationing according to 44-FZ includes:

  • requirements for purchased goods, works, services;
  • maximum price of goods, works, services;
  • standard costs.

The rationing rules established by the Decrees of the Government of the Russian Federation are subject to placement in the Unified Information System. Rationing prevents the purchase of goods, works, services that have excessive consumer properties or are luxury goods in accordance with the anti-corruption legislation of the Russian Federation.

Let's consider the requirements for purchased goods, works, and services that allow us to meet state and municipal needs:

  • quantity requirements;
  • requirements for consumer properties;
  • requirements for quality characteristics;
  • other characteristics of goods, works, services that will be established in the relevant lists at each stage of standardization.

In general, regulation in the field of procurement is used to carry out the following functions:

  • budgetary institutions;

  • subordinate government institutions.

This is a general rule of rationing in the field of procurement, but since rationing includes both the establishment of requirements for goods, works and services, and the establishment of standard costs, for each of these customer groups its own rationing rules apply.

Requirements and standard costs established by rationing rules for purchased goods, works, services in accordance with Part 4-5 of Art. 19 of the Law on the Contract System and based on a number of regulatory documents apply to:

  • government agencies;
  • municipal authorities;
  • management bodies of state extra-budgetary funds;
  • budgetary institutions;
  • territorial bodies (divisions);
  • subordinate government institutions.

Standardization stages

Based on Article 19 of Law 44-FZ, three stages of standardization can be distinguished:

  • Approval of general rationing rules (Part 3 of Article 19 No. 44-FZ).
  • Determination of rationing rules in the field of procurement of goods, works, services (Part 4 of Article 19 No. 44-FZ).
  • Approval of requirements for certain types of goods, works, services (limit prices of goods, works, services) and/or standard costs (Part 5 of Article 19 No. 44-FZ).

At each of these stages, certain lists of regulated goods, works, and services are formed:

  • At the first stage, general requirements are formed;

  • The first stage of standardization is the approval of general rules

The Government of the Russian Federation establishes general rules of regulation in the field of procurement:

  • general requirements for the procedure for developing and adopting legal acts on regulation in the field of procurement, the content of these acts and ensuring their implementation;
  • general rules for determining requirements for purchased individual types of goods, works, services (to the maximum prices of goods, works, services) and standard costs.

Let's consider regulatory framework for rationing.

RF PP 476 defines:

That is, on the basis of RF PP 476, firstly, regulations are adopted that relate to the scope of activity of the Government of the Russian Federation at the first stage of rationing to further determine the general rules for determining requirements for goods, works, services and defining general rationing rules.

Secondly, the document contains general requirements for the procedure for development and adoption, content, and enforcement of legal acts at the second stage of regulation:

  • Approval of requirements for the procedure for developing and adopting legal acts on regulation in the field of procurement (their content and enforcement);
  • Approval of rules for determining requirements for certain types of goods, works, services;
  • Approval of rules for determining standard costs.

Thus, the first document after 44-FZ in terms of standardization is RF PP 476. It is this document that defines the general requirements for the procedure for the development and adoption of regulations both at the first stage of standardization (general rules), and at the second stage in terms of adopted legal acts and approval of rules for determining requirements for standard costs and for goods, works, and services.

At the first stage, the authority that approves the rationing rules is only the Government of the Russian Federation. Accordingly, at the second stage, the rationing rules will be approved by both the Government and the highest executive authorities of the constituent entities of the Russian Federation and local administrations.

  • Decree of the Government of the Russian Federation of September 2, 2015 No. 926 “On approval of the General Rules for Determining Requirements for Certain Types of Goods, Works, and Services purchased by Customers (including Maximum Prices of Goods, Works, and Services)”

Defines general rules for determining requirements for purchased individual types of goods, works, services (to the maximum prices of goods, works, services).

RF PP 926 establishes the need to develop rules for determining requirements for goods, works, and services:

This resolution does not contain approval of any specific goods, works and services, maximum prices, or consumer properties. It determines only the need to develop a mandatory list, a departmental list and criteria for including goods, works and services in the departmental list.

The mandatory list of regulated goods, works, and services includes:

At the second stage of rationing, the Government of the Russian Federation, the highest executive bodies of state power of the constituent entities of the Russian Federation, local administrations establish rationing rules in the field of procurement:

  • Requirements for the procedure for developing and adopting legal acts on regulation in the field of procurement, the content of these acts and ensuring their implementation;
  • Rules for determining requirements for certain types of goods, works, services (to the maximum prices of goods, works, services) and standard costs.

The same principles apply here as in the first stage.

These acts provide for the right of the manager (deputy manager) to approve quantity standards and (or) price standards for goods, works, and services.

The government states:

  • The procedure for selecting certain types of goods, works, services (departmental list);
  • Departmental list form.

The same goes for regulatory costs. For them the following are determined:

  • The procedure for calculating standard costs, including calculation formulas;
  • It is the responsibility of customers to determine the procedure for calculating standard costs, for which the calculation procedure is not determined by the Government of the Russian Federation;
  • The requirement to determine standards for the quantity and (or) price of goods, works, services, including those grouped by employee positions and (or) categories of employee positions.

The resolution states that legal acts that are approved at the third stage of standardization include:

  • Specific names of customers (customer departments), in respect of which requirements are established for certain types of goods, works, services;
  • List of individual types of goods, works, services indicating characteristics (properties) and their values.

Legal acts approving standard costs determine:

  • The procedure for calculating standard costs, for which the rules for determining standard costs do not establish a calculation procedure;
  • Standards for the quantity and (or) price of goods, works, services, including those grouped by employee positions and (or) categories of employee positions.

In relation to certain types of goods, works, services included in the mandatory list, their consumer properties and other characteristics are determined in the departmental list, if the specified properties and characteristics are not defined in the mandatory list.

Criteria for selecting goods, works, services for inclusion in departmental lists:

  • The share of expenses for the acquisition of a certain type of goods, work, and services to meet federal needs for the reporting financial year in the total amount of expenses for the acquisition of goods, work, and services for the reporting financial year;
  • The share of contracts for the purchase of a certain type of goods, works, services to meet federal needs, concluded in the reporting financial year, in the total number of contracts for the purchase of goods, works, services concluded in the reporting financial year.

Criteria for selecting goods, works, services for inclusion in departmental lists of standardized products:

  • The arithmetic average of the values\criteria exceeds 20 percent;
  • A separate type of goods, works, services must be included in the departmental list.

Calculation example:

Share of contracts for the purchase of paper = 32%

Thus, if this product (work, service), calculated in accordance with the specified criteria, was not included in the mandatory and departmental lists, then this product is subject to inclusion in the departmental list.

In order to form a departmental list, additional criteria for selecting certain types of goods, works, services and the procedure for their application may be defined.
