Belarus has increased the duty-free limit on parcels from abroad. The EAEU proposes to introduce uniform limits on parcels from abroad. How the customs office in Belarus estimates the cost of a parcel from Aliexpress

As a rule, it does not raise questions among users. But there are some nuances. The fact is that when crossing the border, goods undergo customs control and for duty-free import they must meet certain limits. Let's discuss with you what the maximum amount is currently applicable to purchases with Aliexpress for residents of Belarus.

  • Tobacco products. Usually on Aliexpress You can find a variety of tobacco for hookahs, for example, if you look very hard for other smoking mixtures.
  • Seeds and plants. You've probably seen that on the site you can buy plant and flower seeds or even the plants themselves. So, do this carefully, because otherwise you can get into a lot of problems.
  • Weapons, spare parts, ammunition. Well, you definitely won’t find supplies in the form of grenades and similar weapons, but various knives, spare parts for weapons, for example, optical sights and other interesting things are sold here.
  • Precious stones and diamonds. No, of course, you can buy jewelry, but if you want to buy a separate stone, which is unlikely, since they cannot be found on Aliexpress, then customs will not let it through.
  • Spy equipment. This is where the issue is somewhat controversial, since such equipment includes voice recorders, cameras, communication jammers, and so on. Sometimes even phones and similar equipment are not allowed through. Still, the legislation is becoming more and more adequate and many things are being missed, but it is possible that when ordering the same GPS tracker for a child you will not have any problems. It is not known what this depends on, probably on the adequacy of the customs officer, but still be prepared for anything.

As for such goods as food, dietary supplements, sports nutrition and other prohibited goods, they are Aliexpress simply not.

In addition, if you decide to buy a product from one of the prohibited categories for your country, it is better to consult with the seller. If he delivers to your country, he certainly knows how this is done and will share information that is interesting to you.

How do customs in Belarus estimate the cost of a parcel from Aliexpress?

It is very important for every buyer that the cost of the parcel is assessed correctly, since if there is a need to pay a duty, no one will want to overpay. Another option, the buyer on Aliexpress I ordered exactly $22 and if customs values ​​the parcel more, then again I will have to pay or prove that the price of the goods is less.

So how do employees estimate the cost of packages? First of all, the seller must indicate its price directly on the sticker. If a customs officer considers that the price is too low, he will evaluate it himself. For each product, customs has its own price. All products are collected in a special catalogue, some of which the employee relies on. The same will be done if the cost is not indicated.

If the cost estimate does not suit you, then you can contact the customs union and provide them with documentation confirming that the cost of the goods is lower. This may be a receipt for payment, an invoice and other documents.

How to order a lot on Aliexpress to Belarus and not pay duty?

  • If you don’t need expensive goods, then try to stay within the 22 euro limit, and if you need to buy more, then try to negotiate with relatives or friends to buy with them. In general, according to the rules, it is not prohibited to order to the same address, but to different names. This situation will allow you to avoid paying duty on Aliexpress in Belarus, since the limit is calculated for each person, and not for a specific address.
  • Don’t be afraid to ask sellers to indicate smaller amounts on the package, as they always accommodate. But remember that customs controls all parcels and if the employees think that the price is greatly reduced, they will independently determine the price of the goods.
  • When ordering goods, you can use the services of services engaged in delivery through Russia or Kazakhstan, for which the limit is much higher. That is, first your product will arrive in one of these countries, and only then, after processing, it will be sent to you. It is worth noting that the services of the companies are not free. Some charge a fixed amount, while others charge a percentage of the order. You can find such intermediaries on the Internet in a couple of minutes.

Now in 2020, the so-called tax on parcels from China and other countries to Belarus works clearly and is 100% efficient. The only good news is that Alexander Lukashenko signed decree No. 490 “On customs regulation” on December 22, 2018, which slightly improved the situation for shopaholics.

The new law increases the monthly norm for duty-free import of goods into Belarus for personal use in international postal items from 22 euros and 10 kg to 200 euros and 31 kg (in total), while maintaining the one-time norm for one item in the amount of 22 euros and 10 kg.

So how much can I buy from abroad?

The one-time limit for one parcel remains the same - up to 22 euros!!! But in total, you can order 200 euros worth of such parcels in a month without consequences.

Orders that do not meet the established limit are not prohibited, but the amount exceeding this limit is subject to customs tax. In addition, it will become mandatory to pay a fixed customs fee, usually in the amount of five euros.

What will happen to me if I exceeded the order limits from AliExpress and other foreign stores?

Payments for parcels to individuals that exceed the total norm of 200 euros per month are considered commercial consignments of goods and are therefore subject to a customs duty of 30% of the excess price.

And let's not get confused! Additionally, you must pay customs duty. Its value depends on the type of product. For example, you need to pay an additional 5 euros for a telephone (and for most of your orders the additional payment will be exactly that).

  • Excess: 100 – 22 = 78 euros;
  • 30% of the amount received is 23.4 euros;

Where and how to pay tax on parcels in Belarus?

You can check with your postal operator about customs duties. The fee is paid at the delivery point of the RUE "Belpochta".

Limits and duties on parcels in Belarus are a kind of protection of the domestic market from the cheapest imports from China, the USA and other countries. Plus a method of taxation of citizens who purchase goods for commercial purposes.

These limits are directed against foreign online stores, so that ordering from Aliexpress to Belarus would be unprofitable. Moreover, all parcels from foreign countries are in this situation (even gifts from relatives from abroad are subject to tax).


Prime Minister of Belarus Mikhail Myasnikovich spoke about the harm of foreign mail to the country's economy and that this is illegal enrichment. Such statements met with a lot of criticism, because most imported products are not produced or even sold in Belarus.

When do you need to pay the duty?

If the status of the parcel contains the inscription “For transfer to customs, it is necessary to clarify the data,” you will have to indicate detailed information in the “Form to fill out” field, otherwise the shipment will be sent back to the seller. Customs needs this data when recording shipments received by an individual from abroad within a month within the limit of 200 euros.

Paid parcel storage

From February 1, 2018, Belposhta branches will charge a fee for storing international items. Information about this was published on their official website.

If any international parcel is not claimed for more than 7 calendar days at Belposhta branches, you need to pay 0.36 BYN. rubles for each day of delay.

As you know, duty-free import of parcels from abroad to Belarus is limited to a one-time rate of 22 euros and 10 kg per shipment. And in total per month up to 200 euros and 31 kg.

There are 3 popular options to avoid this limit.

1. Ask the seller to indicate a lower price for goods

You can just come to an agreement. And the sender will indicate the lowest price for the product. For example, 20 dollars for a Chinese phone with a real cost of $150.

But keep in mind that customs officers evaluate the parcel in their own way. They calculate the average price of the goods in the country from which the parcel arrived and set the current price tag. In this case, an examination will be appointed.

And after it, you will still have to pay customs duties for parcels to Belarus from the same AliExpress or American iHerb. But to do this, they will have to open each package, which will delay processing for years to come. Surely no one will do that!


2. Order parcels for friends in another country

You can also consider an order for a resident (relative or friend) of the Customs Union country (,), who will send it to you from there. And these costs will be much lower than the duty.

Or order a parcel to a Russian office “on demand” somewhere in the border zone of the Smolensk or Bryansk region. Thus, you can bypass the Belarusian limit. A very popular method especially among those who live near Russia.

For medical reasons

A preference has been provided for customs duties for medical goods and medical nutrition products sent by mail (within the limits of duty-free import standards established at the level of the Eurasian Economic Union). From January 1, 2019, the norm will be 500 euros and 31 kg. For example, it is planned to include in the list goods for diabetics, of whom there are more than 300 thousand people in Belarus.

Recipients have the opportunity to declare postal items. Let's say the package says “mp3 player” instead of “mobile phone”. A list of goods has been determined that will not be subject to duty-free import standards established by national legislation (300 euros and 20 kg), as well as union duty-free import standards (from January 1, 2019 - 500 euros and 25 kg). These included personal hygiene items needed along the route and at the destination, used clothing, shoes, other wardrobe items, etc.

Ambiguities are interpreted in favor of the declarant

The issues referred by the agreement on the Customs Code of the Eurasian Economic Union to the competence of national legislations have been resolved. The principle of fairness and good faith is enshrined; it means: all contradictions and ambiguities in acts of customs legislation are interpreted in favor of the declarant.

Limits on the import of goods from abroad will change in the EAEU countries

From January 1, 2019, the limits for duty-free import of goods for personal use are being reduced in five EAEU countries. Citizens of these states, when crossing the border less than once every 3 months, will be able to import duty-free goods worth no more than 500 euros and weighing up to 25 kilograms. Now this level is 1,500 euros and 50 kg. The innovation is provided for by a decision of the Council of the Eurasian Economic Commission. However, the following will remain the same:

● cost and weight standards for import when crossing the border more than once every 3 months: 300 euros and 20 kg;

● standards for moving goods by air: costing up to 10 thousand euros and weighing up to 50 kg;

● standards for the import of alcohol and tobacco products: up to 3 liters of alcohol, as well as up to 200 cigarettes (cigarillos) or 250 grams of tobacco per adult.

If the limit is exceeded, you must pay customs duty - 30% of the value of the goods, but not less than 4 euros per kilogram.

In Belarus, the threshold for duty-free import of goods in international mail will remain the same for now - no more than 22 euros and 10 kg per month.

“No changes to the limit on international parcels are expected in Belarus in the near future”, - said at a press conference on January 25 in Minsk the head of the department for organizing customs control of the State Customs Committee Dmitry Kovalenok.

“At the same time, agreements in principle to reduce the limit of this norm in Russia and Kazakhstan have already been fixed and will soon be published on the website of the Eurasian Economic Commission. As for the Republic of Belarus, no changes are expected in the near future, but again, as soon as the decision of the EEC Council comes into force, we will have the opportunity to subsequently revise the norm", - said the representative of the State Customs Committee.

At the same time, he noted that the situation that existed at the time the decision was made several years ago to reduce the limit on parcels to 22 euros “has not changed fundamentally.”

“That is, the volume of parcels has not stopped. If in 2015 about 6.5 million parcels arrived in Belarus, the trend of constant growth continues. But here it is important to note that the trend of importing mass quantities of goods has stopped. For example, in 2015, about 400 people in Belarus received more than a hundred parcels per year. That is, what kind of import of goods for personal use can we talk about? Now this figure is six times less, and we constantly monitor such people; they are under the control of both customs and tax authorities.”, - said Kovalenok.

In addition, the representative of the State Customs Committee continued, as soon as the standard of 22 euros for parcels from abroad was introduced, cash receipts increased. Thus, in 2017, the treasury of Belarus received about 3.7 million rubles from individuals.

“Comparing 11 million parcels and 3.7 million payments, it turns out that each parcel brought in about 33 kopecks”, he noted.

The leadership of the State Customs Committee cannot yet clearly answer when and whether the current norm for parcels from abroad will be revised in Belarus in accordance with the latest decisions adopted within the EAEU. Customs officers indicate that a decision on this issue should be made at a higher level, taking into account the opinions of all interested ministries and departments.

“In general, we need to look at how this will affect the economy of our country. The task of the State Customs Committee is to show commercial consignments of goods, we can cope with this"- said the head of the State Customs Committee Yuri Senko.

In 2016, Belarus significantly reduced the limit on duty-free parcels from abroad. Now Belarusians have to pay customs duties if the cost of the ordered goods exceeds 22 euros and weighs more than 10 kilograms. If the limit is exceeded, the addressee will pay 30% of the excess amount (but not less than 4 euros per kg), as well as a customs fee of 5 euros. Previously, in Belarus the limit on parcels for personal use was 200 euros and 31 kilograms per month.

At the end of 2017, within the framework of the EAEU, the concept of a gradual reduction of customs limits was approved, which also included goods that are delivered to the buyer from abroad through international mail or by a carrier, including purchases in foreign online stores.

In particular, within three years, the EAEU countries must adopt uniform limits on the maximum value and weight of parcels from abroad. If the decision is made, Russia and Kazakhstan will lower their limits from 1,000 euros to 200, and Belarus could raise them from 22 to 200.

According to the decision, from January 1, 2018, a limit of 1,000 euros and 31 kg per calendar month is expected to be established. From January 1, 2019, within one calendar month, without paying customs duties and taxes, it will be possible to order goods for a total amount of up to 500 euros and weighing no more than 31 kg. In addition, all restrictions on time and number of orders will be lifted.

At the same time, countries may introduce additional restrictions that reduce import standards.

From April 14, 2016, the norms for duty-free receipt of goods by post have changed in the Republic of Belarus. Without paying customs duties, one person is allowed to receive property worth no more than 22 euros and weighing up to 10 kilograms. Parcels that do not fit into the established limit are not prohibited, however, the amount exceeding the permissible norms is subject to customs duty, in addition, payment of a fixed customs fee becomes mandatory.

The above restrictions are established in Decree of the President of the Republic of Belarus No. 40 dated February 11, 2016.

Payments for parcels to individuals exceeding the established standards are paid in the same way as commercial consignments of goods. Currently, the customs duty is (in most cases) 30% of the cost, but not less than 4 euros per 1 kg of weight in terms of excess of cost and (or) weight standards. The amount of customs duty depends on the type of product, for example, for a telephone you will have to pay 5 euros.

The calculation mechanism can be visualized as a simple arithmetic problem:

  • Parcel cost: 100 euros;
  • Amount exceeding the limit: 100 - 22 = 78 euros;
  • 30% of 78 euros = 23.4 euros;
  • Customs duty - 5 euros;
  • Total: 23.4 + 5 = 28.4 euros.

In case of exceeding the limit in weight, but not in cost, the calculation is even simpler: 4 euros for each kilogram in excess of 10 allowed.

The recipient of the parcel will be able to learn about accrued customs duties from the telecom operator. You can also pay them at the post office upon receipt of the goods.

Limits and duties on parcels are usually considered as a kind of protective measures to protect the domestic market from cheaper imported goods, as well as a way of taxing citizens who purchase commercial quantities of goods under the guise of things for personal use. All imposed restrictions are aimed mainly against online stores in non-CIS countries. However, officially all parcels from abroad are in the same position, i.e. even gifts from foreign relatives may be subject to duties and fees.

It is worth warning here that deliberately underestimating the cost of a parcel becomes, at the very least, a thankless task. Customs authorities have sufficient information about the price range of most common goods

The opinion that mail from abroad harms the domestic economy and contributes to illegal enrichment was expressed by Prime Minister of the Republic of Belarus Mikhail Myasnikovich, several months before the signing of Decree No. 40. Such statements have met with much criticism. In particular, it was stated that 80 - 90% of Belarusians do not receive parcels from abroad. That a significant portion of imported goods arriving by mail are not produced in the Republic. And finally, they reminded us of the “transparency” of the internal borders of the Customs Union. Thanks to this, recipients of commercial consignments of goods or simply expensive parcels can order them to an address in Russia or another country of the Customs Union (where the cost limits are hundreds of times higher) and pay for shipping services to Belarus.
